FA4621-16-R-0001 MACC Solicitation McConnell AFB, KS QUESTION & ANSWERS – Initial Questions #1 12 Oct 2016
Q&A from Offerors.
QUESTION: (Regarding Pre-proposal Conference)
1. The RFP stated the date and time of the conference but I did not see the building or room number where the conference will take place.
-Can you please confirm that the conference is 1pm Central Standard Time and not Central Daylight Time.
ANSWER:
Please refer to page 3 of the Solicitation, BLOCK 10. CONTINUATION PAGE, paragraph (i.), The pre-proposal conference was scheduled to take place at Bldg. 840. However due to a schedule conflict and parking, we will be changing the location of the pre-proposal conference to Bldg. 412, the Dole Center.
We will notify all attendees of the exact location, to include a reference map and instructions on 13 Oct to all offerors who have requested to attend. To request attendance, and to insure base access has been approved, all attendees are required to submit their request NLT 13 Oct at 2:00 PM CST, in accordance with AF FARS Clause 5352.215-9001, page 43 of the solicitation.
The pre-proposal conference will be held at Bldg. 412 Dole Center, Room 8 (Downstairs) on Thursday 20 Oct 2016 at 1:00 PM local time (CST). Immediately following the briefing, we will have a site visit at the Dormitories for the Seed project.
QUESTION:
2. Page 47 of 54, past performance information, evaluation of past performance, mentions evaluation will take into account, past performance information regarding subcontractors that will perform major or critical aspects of the requirements.
ANSWER:
The rest of the sentence states, “... when such information is relevant to the instant acquisition…”
In this case, you may submit sub-contractor past performance for those you intend to use on the seed project.
If you are planning on teaming, or submitting as a joint venture, please refer to page 48 of the solicitation, Section L, Para L-2.5, and 2.6. Teaming/joint venture is not required and that is up to each offeror to determine as part of your strategy.
3. Offerors are required to provide seven contracts, project or requirements for evaluation. For the projects to be considered relevant, they have to be completed in last 3 years. Is it possible to modify this requirement to include 5 years, v/s limiting to 3 years? Typically for a small business, if they have 7 projects concurrently on- going, within 3 years and if the projects are of typical $ 3 to $ 8 Million in size, they won’t be a small business. We respectfully request a change to 5 years for projects to be relevant and thereby increase the competition and providing best value to the government.
ANSWER:
Offerors may provide “up to” Seven (7). You do not have to submit all seven. This simply puts a limit to how many you may submit for evaluation purposes. If the total number of projects you submit is less than seven, that is acceptable, as long as they reflect the evaluation criteria in the solicitation.
The contracting officer has determined that 3 years of past performance data is a proper indicator of a contractor’s future ability to perform under this MACC.
4. If CPARS are available on completed projects, would they suffice, or it is required PPQ in addition to CPARS?
ANSWER:
PPQs are not mandatory. CPARS are acceptable. However, in order for us to obtain sufficient information for evaluation, we highly recommend the use of PPQs. We will make every effort to contact references for clarification, and to ask relevant questions to ensure your past performance meets the evaluation criteria in the solicitation. We will look at both CPARS, and PPQs. If we do not have references to contact, then evaluations are limited to only the information on that CPARS report.
5. Page 46 of the RFP/Solicitation document in Section L-2.4 (PART II – PAST AND PRESENT PERFORMANCE INFORMATION). Please clarify that all projects currently in progress (at any level of completion) qualify for past performance credit. As stated in the solicitation “…most relevant contracts/projects performed for Federal Agencies and commercial customers within the last three (3) years.”
Yes. Ongoing/current projects, or projects that took place regardless of the level of completion within the past 3 years starting 7 October 2016, are considered recent and meet the requirement.
6. Section L-2.4 (3) states that “Offerors shall provide up to seven (7) contracts, projects, or requirements for evaluation (that meet the recency criteria of 3 years).” Elsewhere in the instructions for the Past Performance section, the terms “project” and “contract” are both used, and in one place it mentions “contracts/projects”. Please clarify the definition of relevant “contracts, projects, or requirements” for the Past Performance section. Is a relevant contract/project defined as an IDIQ task order or a single-project contract? Or can an entire IDIQ contract (MACC, MATOC, JOC, SABER, SATOC, etc.) be submitted as one of the up to seven (7) contracts?
The term “project”, “contract”, “requirement”, are all the same. Whether it was a single contract, a task order under a multiple award contract, or a commercial/civilian contract or requirement. A project, contract, or requirement is in reference to an individual project your company performed. Some people may use different terms, whether you are referring to commercial work, Air Force (MACC), or Army (MATOC). We are requesting to see “up to” seven (7) individual projects.
QUESTION(s): (Regarding Design-Build/A&E)
7. I noticed that 22 CONS is not looking for any projects or evaluation information from the design team partner, even though this is a design-build contract.
Under Part II – Past and Present Performance Information, paragraph (b), the RFP States:
“The contracts that the Government will deem relevant shall be of a similar scope and magnitude as this effort and include a minimum of two (2) design-build construction projects with a project magnitude between $2,000 and $10,000,000.” (emphasis added by me) Can you please clarify if 22 CONS intends for contractors to propose as a team for the entire MACC contract, or if you are just looking for GCs at this time? If teams are encouraged, we feel that design projects should also be evaluated under Part II.
7a. Since this is a Design/Build MACC, and A/E Designer of Record, would be considered critical for evaluation of past performance, is it AF expectation that, along with Construction experience, AF is expecting to see past performance information from A/E firm on the Team?
7b. Page 53 of the RFP/Solicitation document in Section M-3.2.1. Item number 7 in the lists states” Projects in which offeror and proposed design firm(s) have previously worked together.” This solicitation is not issued as a design-build IDIQ. Was this statement listed in error, or should we acquire a design team for this IDIQ. And if it is the case that we need a design firm, will we need to provide past performance for them as well?
ANSWER:
This is NOT an A&E contract. This statement was not listed in error.
Although the seed project does not require design-build, future task orders may require design-build.
Future Task Orders that may be issued under the MACC, after contract(s) are awarded, may include design-build. (Each specific future requirement will list the evaluation criteria in the Request for Proposals (RFP)).
Page 46 of the solicitation, Section L, Part II - PAST AND PRESENT PERFORMANCE INFORMATION, Paragraph (b), states, “…and include a minimum of two (2) design-build construction projects with a project magnitude between $2,000 and $10,000,000. …”
- We are simply asking that you show us at least two (2) projects where you successfully worked with an A&E firm. We want to see that you have the experience to successfully do this. We may have several projects under the MACC contract in the future that will require design-build.
We are not asking for past performance of the A&E firms used. We are only evaluating your past performance, and how it reflects your experience performing design-build requirements.
If you are planning on teaming, or submitting as a joint venture, please refer to page 48 of the solicitation, Section L, Para L-2.5, and 2.6. Teaming/Joint venture is not required and that is up to each offeror to determine as part of your strategy.
Additional Questions:
Future questions will be answered and posted to FBO.
Bidders/Offerors are requested to submit additional questions not later than 17 October 2016 at 2:00 p.m. CST.
This will give us sufficient time to answer questions prior to the pre-proposal conference.
We anticipate the second round of questions to be answered and posted to FBO before, or by the pre-proposal conference (if any). We will review all questions submitted during the pre-proposal conference.
Questions submitted after 17 Oct at 2:00 PM local CST, during the pre-proposal conference/site visit, or after the pre-proposal conference will be answered and posted as soon as possible.
Q&A – Anticipated questions for clarification from Civil Engineering.
Below are questions and answers from Civil Engineering regarding the plans & specifications to provide additional clarification for the seed project.
PRQE 170125 – Repair Dorms Bldgs. 340, 342 & 350 Questions and Answers
1. Refer to notes at top of DM, M, DE and E series sheets for Bldgs. 340 & 342. Please explain the meaning of this note:
a. In order to maintain a small sheet size, not all existing rooms in Bldg. 342 are shown in the plans. The HVAC, painting and floor replacement work shown typical for the rooms in Bldgs. 340/342 will apply to a total of 132 Dorm Rooms plus common areas in Bldg. 342. The HVAC, painting and floor replacement work shown typical for the rooms in Bldgs. 340/342 will apply to a total of 96 Dorm Rooms plus common areas in Bldg. 340.
2. The drawings for Bldg. 350 have a DE series indicating electrical demolition work. There is no corresponding E series drawings. Please explain.
a. Unless noted otherwise, the electrical demolition work at Bldg. 350 consists of disconnecting the equipment affected by the project and reusing the existing electric circuits. The reconnection of these electrical devices is part of the work to be done in this project.
3. UFC 3-410-01 Minimum Antiterrorism Standards for Buildings requires low-leak dampers on all intake airs, exhaust airs and relief airs. Does this apply to this project?
a. Yes. All intake air dampers, exhaust air dampers and relief air dampers are to have low-leak dampers.
4. Sht. M-105 shows that some outside air ducts will be extended so that the outside air intake will be 10 ft above grade as required by UFC 3-410-01 Minimum Antiterrorism Standards for Buildings. It does NOT indicate that these ducts should be painted. Should these ducts be painted?
a. Yes, these ducts should be painted standard Air Force brown to match the trim color of the buildings.
5. At which buildings will commissioning take place?
a. Commissioning of HVAC systems will take place at Bldgs. 340 & 342 and at the newly installed units in Bldg. 350. It is not necessary to condition any HVAC components in Bldg. 350 unless they were changed as part of this project.
6. What temperature controls will be allowed?
a. As noted in Specification 23 09 13.00 20 BACnet DDC Systems, only Invensys or Automated Logic brand controllers are allowed for this project. These are the brands of temperature controls already on McConnell AFB and the intent is to coordinate and ensure seamless communications with McConnell’s existing systems.
7. On Sheet E-103, there is a note that indicates Bldg. 342 has 10 quads per floor. On Sheets E-101 and E-102, there is a note that indicates Bldg. 342 has 11 quads per floor. Please explain.
a. Bldg. 342 has 11 quads per floor. Work that as shown as typical for a quad is required in all 11 quads on all three floors.
8. Equipment Identification Barcoding is mentioned in Paragraph 1.14 of Specification 01 00 00 – General Conditions. It mentions that the Contractor will update the Builder database. Please explain.
a. The Contractor will NOT actually update the Builder database; Contractor’s cannot get access to this database. Instead the Contractor will receive barcode stickers from 22nd CES, affix them to the devices indicated and prepare a spreadsheet with the information needed for 22nd CES to update the Builder database. Spreadsheet will be both in pdf format and in Microsoft Excel or Microsoft Access format. At a minimum, the spreadsheet will contain the following equipment information:
i. Brand name
ii. Model Number
iii. Serial Number
iv. Capacity
1. For HVAC equipment that has heating water connections, chilled water connections and air-moving equipment, all capacities for all of these systems must be given (heating capacity, sensible cooling capacity, total cooling capacity, heating water gpm and pressure drop, chilled water gpm and pressure drop, air flow cfm and pressure drop)
v. Voltage (if applicable)
vi. Size of piping connections (if applicable)
vii. Optional features that are provided with equipment
viii. Any other necessary information needed to order a replacement for the equipment to be identified.
9. The General Notes on Sht. AE100 indicate that the Contractor shall remove and reinstall stoves and refrigerators in coordination with the new finishes and that the Contractor is to protect existing casework. Is this correct?
a. The Contractor shall NOT remove and reinstall refrigerators and stoves. The removal and reinstallation of this equipment is covered by a separate McConnell contract. The Contractor shall protect the existing casework.
10. Paragraph 3.5.2 of 23 09 13.00 20 BACnet DDC Systems indicates that there are to be 10 hours of training on DDC systems. Is this correct?
a. No, there are to be 40 hours of training on DDC Systems.
11. We are building a quantity reference sheet which should be posted soon. The purpose is to simply verify quantities of items. This will also be reviewed during the pre-proposal conference.
