QUESTION & ANSWERS – Q&A #4

31 Oct 2016

This question and answer session incorporates questions submitted after 25 Oct 2016 at 2:00 PM.

NOTICE TO OFFERORS: 22 CONS anticipates a new amendment (#3) to be posted in the near future.

Due to this, the proposal due date will be extended to allow offerors sufficient time to review updates and revise proposals.

Based on questions received to date, 22 CES has found minor deficiencies on the seed project drawings.

The drawings are being revised by our architects/engineers, and we will post Amendment #3 as soon as it is complete along with a new due date for proposals. Please monitor FBO for future postings.

In addition, 22 CES has found more revisions to the old as-built drawings. The revised/corrected as-built drawings posted to FBO on 27 Oct 16 have been updated, and are attached to this question and answer.

Please disregard the revised as-builts posted to FBO on 27 Oct16, and replace it with the attached revised as-builts dated 31 Oct 16.

CLARIFICATIONS TO PREVIOUS QUESTIONS:

The following questions and answers are “updates” to Q&A #3 posted to FBO on 27 Oct 16.

Changes are in red. Each of the following question numbers correspond to the question numbers that were originally posted in Q&A #3.

QUESTION:

39. On the carpet tile, there is no color specified.

ANSWER:

Color of carpet is to be Yarrow; brand and style are already provided in the documents.

53. The Fan Coil Units in each of the kitchen areas of the quads are behind an existing gyp board ceiling.

This will require far more work than normal cutting and patching. Please provide clarification so that all bidders know how to price this situation.

ANSWER:

Although the as-builts indicate that the ceilings in the Bldg. 340 & 342 kitchens are suspended plaster ceilings, 22nd CES has verified that they are NOT suspended plaster ceilings (ie…22nd CES has verified that the as-built drawings are incorrect). For bidding purposes, Contractors should assume that the kitchen ceilings are suspended gypsum board ceilings made of water-resistant gypsum board with a very light orange peel finish. On the third floor, the ceiling is made of (2) layers of drywall to achieve the needed fire rating.

55. The RFP calls for a replacement of the existing access door in the Quad bathrooms. Please confirm that these doors are in a suspended plaster ceiling rather than a suspended gyp board ceiling.

ANSWER:

Although the as-builts indicate that the ceilings in the Bldg. 340 and 342 bathrooms are a suspended plaster ceiling, 22nd CES has verified that they are NOT suspended plaster ceilings (ie…22nd CES has verified that the as-built drawings are incorrect). The bathrooms ceilings are made from a thick plexiglass panel. The kitchen ceiling are gypsum board ceilings. For bidding purposes, contractors should assume that the bathroom ceilings are plexiglass panel ceilings with a very light orange peel finish. The third floor bathroom ceiling will be a combination of a plexiglass panel and a 5/8” thick gypsum board to achieve the needed fire rating. Revised as-builts are issued with these questions.

For bidding purposes, contractors should assume that the kitchen ceilings are a 5/8” gypsum board ceiling. The third floor kitchen ceiling will be a double layer of 5/8” gypsum board to achieve the needed fire rating.

QUESTIONS:

The following questions and answers are for new questions that were received after 2:00 PM on 28

Oct 16.

1. The Seed project specifications Section 02 41 00 paragraphs 3.1.6 through 3.2.1 describes salvaging all HVAC equipment, selected piping and electrical equipment for delivery to the owner's location "packed or crated to protect the items while in storage or during shipment". As this will add significant costs to the proposal, please provide specifics as to the storage location, the way in which we are to unload these items when delivered, the frequency as to number of deliveries we can make per week and whether we are responsible for stacking and organizing them upon delivery.

ANSWER:

Only the (2) existing chillers at Bldgs 340 & 342 are to be salvaged; see Sht. MEP001, Note 6. All other equipment identified for demolition is to be removed by Contractor and NOT returned to 22nd CES.

Amendment #3 will clarify this.

2. There will be sprinkler work in each pod. The system for entire floor will need to be shut down to perform the work. Can all floors be down at once and can we leave them down overnight or do they have to be back in service at the end of each day?

ANSWER:

All floors can be shut down at once, but they have to be back in service at the end of the day.

3. Is TCC responsible for network switches?

Answer:

Yes, TCC should provide any needed network switches.

Question:

4. Can you identify the location of the node rooms?

Answer:

Main temperature control panels are to be located in the mechanical rooms. If more information is needed, the question will have to be rephrased more specifically so that it is clear exactly what information is needed.

5. Are the Fan Coil Units provided with factory control valves?

Answer:

Refer to Specification 23 82 19.00 40, Paragraph 2.2.8, “Provide the unit with factory-installed temperature control valves furnished by automatic temperature-control manufacturer.”

6. Are speed coil switches mounted in unit? (fan speed control will require a relay pack).

Answer:

As 22nd CES reads it, the intent of Specification 23 82 19.00 40, Paragraph 2.2.8, as well as Note 1 of the Fan Coil Schedule on Sht. M6.1, is to have a built-in motor and speed controller responding to a 0-10V DC input. It is unclear to 22nd CES what a relay pack is and whether or not one will be required to meet the intent of the specs. If more information is needed, the question will have to be rephrased more specifically so that it is clear exactly what information is needed.

7. On the Air Handling Units, are the existing sensors and field devices to be replaced?

Answer:

Sht. MI601 (for Bldgs 340 & 342) and Sht. M1601 (for Bldg 350) provide temperature control schematics for air handling units (and others). All sensors and field devices shown on these sheets are to be new unless stated otherwise on the drawing.

8. A number of units are controlled by electric thermostats. Should these units be added to the DDC system, or should they be left as is?

Answer:

At Bldgs 340 & 342, all units are being replaced and temperature controls are being added to the resident rooms and common area as part of a design-build element of this project (See Sheet G-002). So it is unclear which, if any, unit will not have DDC at the end of the project. At Bldg. 350, DDC is being added to the fan coil units and DOAS units that are being replaced. The details of this are shown on Sht.

MI601. DDC will NOT be added to Bldg. 350 resident rooms. It is possible that, besides the resident rooms, there will still be some other units that do not have DDC, but 22nd CES is unaware of these. If more information is needed, please indicate specifically which units are in question.

Question:

9. Regarding Bldg. 350: do we provide new controls for the new cabinet unit heaters?

Please reuse existing controls at Bldg. 350 cabinet heaters.

10. Sheet G-002 notes 1.7 and 2.6.14 indicate that the fuel lines between buildings 340 and 342 and their respective mechanical equipment yard shall be cut below ground and is to include all associated excavation, backfill, and compaction. However, note 3 on sheet MEP001 indicates all fuel lines shall be capped below ground and abandoned in place. Is the intent to remove the fuel lines or to simply abandon in place and cap below grade?

To be clarified in Amendment #3 issued soon.

11. Can the government please clarify the ceiling fan controller to be provided? Mechanical drawings show it shall be a digital speed controller while electrical drawings show that it shall be a solid state speed controller.

More information to be provided as soon as it is available from the designers.

12. Can a detail be provided for framing and enclosing the exposed CUH piping? Bldg. 350 M-101, note 4.

Answer:

The reference to a detail is an error. There is no detail, and none will be provided. There are very few cabinet unit heaters to be installed and therefore, not much of the associated work to enclose the piping.

In the scope of the entire project, it should be a fairly small item, and it will be left to the contractors to install piping and perform cutting and patching in accordance with the specifications for piping and cutting and patching.

13. Since only one set of rooms was available during the site walk, can the government confirm that all existing finishes, i.e. location/quantity of wall coverings, are identical throughout the remaining rooms?

Answer:

For bidding purposes, the contractor shall assume that all finishes (i.e. location/quality of wall coverings are identical throughout all rooms). Any differences found will be dealt with separate from the contract.

14. For the fan coil units located above the vanity in the dorm rooms (Carrier model# 42CEA03), the Fan Coil Unit Schedule note 9 indicates a rear return/front supply. The drawings and Air Inlet/Outlet schedule do not allow for any means of return air from the dorm room space at these locations or means of tie-in to the fresh air duct without creating a common return/fresh air plenum above ceiling. Detail 2 on M-501 illustrates a bottom return/front supply configuration more in line with a Carrier Model# 42CK03 (Front supply bottom return with telescoping access panel). Please advise.

Answer:

The intent is to have a bottom return, not a plenum return through the ceiling. As part of Amendment #3 to be issued soon, this will be clarified.

15. For the fan coil units located in the kitchen (Carrier model# 42CEA02), the Fan Coil Unit Schedule note 9 indicates a rear return/front supply. The drawings and Air Inlet/Outlet schedule do not allow for any means of return air from the kitchen space at these locations without creating a common return plenum above ceiling. Detail 2 on M-501 illustrates a bottom return/front supply configuration more in line with a Carrier Model# 42CK02 (Front supply bottom return with telescoping access panel) which would appear to be the correct unit for this configuration. Please advise.

Answer:

The intent is to have a bottom return, not a plenum return through the ceiling. As part of Amendment #3 to be issued soon, this will be clarified.

16. Can you confirm that the wall tile in the pod restrooms will be 4' wainscot?

Answer:

Wall tile is as shown on sheet attached with these questions. The information is taken from as-builts issued to bidders previously.

17. Sheets C-001 and C-102 call out the construction of “Shadow Box” fencing around the (3) mechanical yards. Please provide the Base Standard design.

Refer to Spec 32 31 00 Fences and Gates for the base standard design.
