Attachment 35 Questions and Answers
23-Jun-21
1 Q. Due to the requirement of client submission of Factor 1 information for past performance evaluation and the due date falling on the week of a federal holiday, could contracting extend the due date at least 1 week? This would provide offerors time to ensure clients properly receive and submit required documentation in a timely fashion.
A. See Amendment 4
2 Q. Page 5 of Attachment 30 states that information must be submitted by 3 June 2016 @ 2:00PM LOCAL (CDT). Please confirm whether Past Performance Questionnaire information needs to be submitted by the offeror’s clients to contracting before the submission due date OR if our clients will be contacted by contracting to fill out and submit Past Performance Questionnaires.
A. Amendment 0002 corrected the date issue. The Memorandum is for the Contractor's Reference, then letter is addressing the reference a contractor wants to fill out. Read Paragragh 2 and the answer is there.
3 Q. Please confirm whether Past Performance Questionnaire information needs to be submitted by the offeror’s clients to contracting before the submission due date OR if our clients will be contacted by contracting to fill out and submit Past Performance Questionnaires.
A. Answer provided in Question 2
4 Q. If the latter, how much time are clients typically allotted to respond? Does the offeror get notified when our clients are being contacted so that we can follow-up to ensure they receive and respond to contracting’s requests? (Often clients do not recognize contracting’s email addresses or their servers mark unfamiliar email contacts as spam; allowing the offeror to know the general time contracting reaches out to clients gives us a chance to give clients a reminder).
A. Answer provided in Question 2
5 Q. Is a bid bond required for the seed project amount or just the letter from the surety?
A. The bid gurantee is for the Seed Project
6 Q. Do we need to include a Designer of Record as part of our proposal?
A. Yes, the Designer of Record shall be identified in each proposal.
7 Q. For past performance projects, if we have existing PPQs can we submit them? If a project has a CPARS rating, do we still need a PPQ as well?
A. Attachment 30 is not mandatory to use. This is put in the solicitation for the contractors to use for references. Previously completed PPQ's can be included in the proposal.
8 Q. With most of our DOD clients, after a CPARS evaluation for a project has been completed, we have been told that it is policy to refer any future Past Performance requirements in new solicitations to the CPARS report because completing lengthy PPQs (including multiple times for the same project) has become burdensome. Additionally, with proposals being due near to the 4th of July Independence Day holiday, we have found that it is difficult to engage our clients on PPQs due to vacation time and other workload. For the purposes of M-3.2 Part II – Factor 1 – Past Performance Information will the Government allow CPARS reports and/or previously completed PPQs to be submitted in lieu of Attachment 30?
A. Answer provided in Question 7
9 Q. During the site walk it was noticed that a temp chiller was onsite but was not running. Is the building chiller being repaired or is not repairable?
A. The existing chiller is being repaired.
10 Q. Will the building contents be removed prior to construction or is the contractor responsible for storing or disposing of unused equipment?
A. The Design Build Firm shall be responsible for removing and storing all furniture in B-380.
11 Q. We understand LEED certification is not required for the project. Taking this into consideration, is the Government trying to meet a LEED program/status, knowing that a third party is being requested?
A. The Design Build Firm shall meet the requirements identified in UFC 1-200-02, dated 01 DECEMBER 2020, UNIFIED
FACILITIES CRITERIA (UFC) HIGH PERFORMANCE AND SUSTAINABLE BUILDING REQUIREMENTS
12 Q. Are all new spaces in B.380 required to meet ADA compliance, including leveling the vault floor?
A. All new and renovated areas of the building shall meet current ABA Standards, including new entry vestibule, shower room and public restrooms (in non-secure area).
13 Q. Part II Factor 1 - Past Performance Information; Attachment 30 - Past Performance Package - We respectfully request that the government allow for the submission of CPARS in lieu of PPQs. Completed CPARS offer the government a verified view of the offeror's performance from individuals actively involved in the project. With the provided 5 year timeline for projects, we find that, in some cases, the representatives who were actively involved in the project are no longer able to provide completed PPQs to the government because they have either moved on to other agencies, or have retired. In other cases, the representatives will not complete PPQs if a CPARS evaluation already exists.
A. Answer provided in Question 7
14 Q. Part I Factor 2 - Price Proposal/Contract Documents; Section G - Persons Authorized to Negotiate or Conduct Discussions - As Section G (of the Solicitation) is "Contract Administration Data" (WAWF Payment Instructions), please advise what the offeror should submit to satisfy this requirement. Is it acceptable just to submit contact information for the offeror's authorized negotiators?
A. Information added in Amendment 4
15 Q. Part II Factor 1 - Past Performance Information; Attachment 30 - Past Performance Package - Please advise if the first 3 pages of Attachment 30 (Past Performance Information) are to be completed by the offeror (for each contract) and physically submitted in the Part II Factor 1 - Past Performance Information section of the offeror's proposal. If so, please advise what the page limitations are for each contract being submitted. Note: The first 3 pages of Attachment 30 appear to feature all of the same information that will be submitted in the PPI tool, and as we understand it, the PPI tool will generate this information for us to include in Part II Factor 1, essentially making the first 3 pages of Attachment 30 redundant.
A. Answer provided in Question 7. There is no page limitation.
16 Q. Part II Factor 1 - Past Performance Information; Attachment 27 - EZSource Present/Past Performance Relevancy Table - Please advise if Attachment 27 is to be completed by the offeror (for each contract) and physically submitted in the Part II Factor 1 - Past Performance Information section of the offeror's proposal. If so, please advise what the page limitations are for each contract being submitted.
A. See Amendment 4 Attachment 27 has been deleted and is not required. There is no page limitation.
17 Q. Part II Factor 1 - Past Performance Information; Attachment 33 - Subcontractor Consent Form - If the offeror is a Joint Venture, please advise if each of the firms making up the Joint Venture need to complete and submit an Attachment 33.
A. If you are submitting past performance as a Joint Venture then no, but if submitting past performance from the individual firms then yes.
18 Q. Section L-1.7 & Section L-2.3 - Both sections state to submit the offeror's overall proposal on two (2) CDs. However, step 4 under the "Printing Reports and Submitting PPI Tool" section of the PPI Tool Instructions states "Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume ...". Please confirm there is no requirement for a physical binder hard copy submission, and that the offeror only needs to submit their proposal on two (2) CDs.
