10 February 2016
1. QUESTION: Page 1 of the Solicitation indicates that an offer guarantee is required and the proposal must be held open for 150 calendar days, as well as the statement that funds are not presently available for this effort. Considering that the project has been set aside for small businesses, and that the bid bond may potentially be held out for 5 months, this can impact a small businesses’ ability to secure other work while this effort seeks funding that it may or may not secure. Has, or will, the Government consider a shorter period of acceptance with extensions being requested as the funding process progresses?
ANSWER: The Government will not consider a shorter period of acceptance at this time. The
Government is mandated to allow sufficient time to evaluate proposals, hold discussions, if necessary, and request funding, among other things.

84. QUESTION: Reference Spec Section 09 90 00 – Paints and Coatings. This specification requires the coating applicator to be SSPC QP 1 certified. This certification is typically held by bridge, industrial, marine, and tank coating companies. There are very few commercial painters that have this certification and the process of obtaining the certification takes a considerable amount of time. If a company attempted to obtain the certification after the bid, they likely would not receive it before their scope of work would need to begin. This limits the pool of subcontractors considerably and results in increased costs. Please consider removing this requirement completely or allowing an SSPC QP 5 inspection company to oversee the work in lieu of the SSPC QP 1 requirement.
