About this file
This file is an attachment containing vendor quality assurance (QA) information compiled from Request for Information (RFI) responses related to the Historical Archives Digitization solicitation (FA440727QTW02).
The document serves as a compilation of vendor feedback and QA-related responses gathered during the RFI phase prior to the formal solicitation. This information would have been collected to inform the government's understanding of vendor capabilities, quality assurance methodologies, and operational standards within the archives digitization industry. The QA responses likely address vendor approaches to quality control, compliance verification, testing protocols, and performance standards relevant to the comprehensive digitization services being procured—including historical archives digitization, microform conversion, bound book scanning, and legacy media transfer. Given the solicitation's emphasis on FADGI (Federal Agencies Digitization Guidelines) compliance and strict timelines for evaluation and award before fiscal year close, the vendor QA information would be critical for establishing acceptable performance standards and evaluation criteria for the formal RFQ submission.

Attachment 7 – Vendor Q&A (RFI Responses)
Question 1:
Past Performance Form: Attachment 4 defines relevant experience as Integrated Solid Waste Management involving waste collection, hauling, landfill reporting, and refuse disposal. This appears unrelated to the Historical Archives Digitization requirement. Will the Government issue a corrected Attachment 4 defining relevant experience as digitization, archival preservation, microform conversion, legacy-media conversion, or comparable records-management services?
Government Response:
The Government acknowledges the administrative error. A revised Attachment 4, Past Performance Questionnaire (Rev 1), is hereby issued with this amendment to correctly define relevant experience. The revised attachment should be used for all submissions.
Question 2:
Teaming-Partner References: Attachment 4 permits references for projects performed by a subcontractor or teaming partner. Please confirm that an offeror may submit recent and relevant past-performance references from its proposed subcontractor, provided the performing company and its role are clearly identified.
Government Response:
The Government confirms that an offeror may submit recent and relevant past performance references for its proposed subcontractors or teaming partners, provided that the subcontractor or teaming partner is explicitly proposed to perform major or critical aspects of the Statement of Work (SOW). The proposal must clearly identify the specific company that performed the work and describe their precise role and responsibilities under both the referenced project and this current requirement.
Question 3:
Number of References: Please confirm that three completed Past Performance Information Sheets are required for the proposed contractor team collectively, rather than three references from each team member.
Government Response:
The Government confirms that a minimum of three (3) completed Past Performance Information (PPI) Sheets are required for the proposed contractor team collectively (e.g., the prime contractor and subcontractor/teaming partner combined), rather than three references from each individual team member.
Question 4:
Quotation Deadline: Attachment 3 states “DUE __ September 2026 @ 10:00 AM CST,” with the specific day left blank. Please confirm the final quotation due date and time.
Government Response:
The Government confirms the quotation deadline is Friday, 22 September 2026 at 9:00 AM
