There was mention at the site visit that the past performance will be for the last 3 years. Can this be changed to 5 years due to Covid and also the fact that this contract will also have more than just pavement projects that include other site utility work that are not pavement work.

Past performance recency will be within five (5) years from the date of this solicitation.

2 5-Jun-25 Will the pavement that is removed from the area that is labeled as contaminated have to be disposed of as special waste or can it be recycled.

The pavement may be disposed of as the contractor would prefer. Special waste removal is not required.

3 10-Jun-25 Section L and Section M each state a different number of years (3 and 5) for past performance projects. Please clarify if contractors can use projects completed within the last 3 or 5 years.

Past performance recency will be within five (5) years from the date of this solicitation.

4 10-Jun-25 The asphalt pavement is currently covering the gutter in multiple areas. Will the new gutter pan need to be at the same elevations as the existing and adjacent asphalt surfaces?

New gutter pan shall be installed at the elevation of the existing asphalt surface.

5 10-Jun-25 There are two different sizes of curb and gutter on Scott Drive. Does the new curb and gutter in the patch sections need to be B6.18 or match surrounding?

New curb and gutter shall be B6.18. If existing curb and gutter differ. Contractor shall transition the curb and gutter within the limits of the patch to B6.18.

Please clarify how the contractor needs to identify, address, and dispose of contaminated soil in the southwest most patch.

The contractor will have to test the material and compare the analytical results to the MAC (Maximum Allowable Concentration) table. Exceedance of any of the MAC's will require the soil to disposed of as non-hazardous waste. Disposal of contaminated soil requires base Environmental to sign off on non-hazardous waste disposal documentation prior to the material leaving the base.

Are there contamination concerns in any other patch areas? Contamination concerns are only for the southwestern patch, as the rest have previously been tested as clean material.

Will contractors need to test soils in each patch area? No, the only soils that will require testing are the soils in the Southwestern patch as this patch is in very close proximity to soils that previously tested positive for contaminants

Is recycled CA6 acceptable for use under the concrete pavements? Yes, recycled CA6 is acceptable as long as it meets IDOT material requirements for course aggregate under Section 1004.04 of the 2022 IDOT Standard Specifications for Road and Bridge Construction.

During the pre bid meeting it was stated that the large patch in the south bound lane on Scott Dr.

could contain “hazardous” material, it is to be tested before excavating and then properly disposed of after testing. Will the fee associated for disposal be negotiated after testing is complete, or are assuming that attached soil analysis reports will suffice to true findings during construction?

No hazardous waste disposal shall be included with the bid. If contaminated material is determined to be present, a modification will be processed for the contractor to dispose of the contaminated material.

I understand that we cannot shut any north bound and south bound lanes down at the same time, correct? Can we shut either the north bound lanes or the south bound lanes down in their entirety and detour around the construction site?

Yes, both lanes in the same travel path can be shut down simultaneously.

It states that the curb and gutter will be poured separately from the pavement, could we incorporate a “tie bar” basket at the longitudinal joint between the curb and gutter and the pavement and pour together in some instances?

Yes, if the contractor would prefer to pour the section together this would be acceptable.

States that the transverse joints are to be spaced 10’ to 15’, is this going to be the discretion of engineering? These are full width patches so there will be no existing joints to match.

Yes, the contractor shall coordinate with the CE project manager for the joint layout.

Will all transverse and longitudinal joints be sealed with a “hot tar” sealer? Transverse and Longitudinal pavement joints shall be sealed with sealant conforming to Section

1050.03 or 1050.04 of the 2022 IDOT Standard Specifications for Road and Bridge Construction.

12-Jun-25 Are we responsible for the concrete drains within the curb and gutter leading to the ditches

(picture attached)?

These concrete flumes are not to be replaced. The contractor shall leave these in place and form the new curb to transition into this drain as existing.

In the SOW, paragraph 3.1.8 it states “ The Contractor shall apply new paint markings to the new pavement”, is this the only painting we are doing? Not the entire section of road?

The contractor shall repaint markings on the new pavement only.

12-Jun-25 If it rains within the first 5 days after planting the new seed/fertilizer/mulch areas, are we still responsible for 2 waterings?

Yes, the contractor will be responsible for 2 waterings for the newly seeded areas.

There are (2) areas of patches that are near trees in the median, if we are to ensure base material is, at a minimum of 1-foot behind the curb, this will encroach on the roots of the trees. How would the base like us to approach this obstacle?

The contractor shall cut roots back to allow for the 1 foot minimum of base course.

SOW 3.1.8, states to apply traffic markings according to SDDCTEA 55-17, just looking for confirmation for the requirement of retro-reflectivity media applications.

There is no requirement for a specific method of applying the retro-reflective material, the government will inspect for even coverage of material across the entirety of the marking.

No, Construction Wage Rates can change.

For the seed project, please confirm that the Northern Message Board refers to the “Message Board for South Bound Lanes” and the Southern Message Board refers to the “Message Board for North Bound Lanes” on the Atch 6 Drawings.

This is correct.

There is a requirement in the seed project SOW numbered 3.1.8 to apply new paint markings to the new pavement before the completion of the project. It is understood that the markings are to be in accordance with SDDCTEA Pamphlet 55-17, however can you provide drawings or additional indications on where the crosswalks should be placed and the guidelines for the striping to be done on the actual roadway?

There are no crosswalks to be painted as part of this project. Striping is to be completed only on the new pavement.

12-Jun-25 Will the traffic control plan need to be submitted with our initial seed project proposal? Or will it be proposed for review post-award?

Please refer to bullet point 3.1.7.5 of the SOW for traffic plan requirements.

Will a police officer be required for the traffic control plan? The contractor will not be required to provide a police officer for coordination, all coordination will go through Government personnel on base.

12-Jun-25 For market research, is someone on site currently maintaining the roadways that you can provide contact information for?

The 375 CES is responsible for maintaining all roadways on Scott AFB. The Contracting officer in the contact for the current multiple award paving contract.

12-Jun-25 Please confirm if all excess fill materials, including broken concrete and asphalt will be allowed to stay on property or shall be hauled offsite?

Excess fill materials must be removed from base by the contractor.

12-Jun-25 Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use? There is no separate staging area planned for this project, all materials and equipment must be stored within the work area.

Will the site contractor be required to have operators trained and certified in all various levels of contamination handling?

Contractor shall follow all safety protocols in the SDS sheets of any chemical or substance used in this project. This area is not anticipated to contain hazardous materials, no certification required.

Will all contaminated soils be delivered to a location on site, turned over to Owner for disposal? If contamination is determined to be present, the contractor shall notify the Government and a modification shall be processed for the contractor to dispose of the contaminated material.

Sanitized copies of the past performance questionnaires are not required and the solicitation will be amended.
