MULTIPLE AWARD PAVING CONTRACT (MAPC)
STATEMENT OF WORK
SCOTT AIR FORCE BASE, ILLINOIS
12 March 2025
1 GENERAL
1.1 BACKGROUND: Scott AFB consists of approximately 3.8K acres, 400 facilities, and 59 road miles. See Scott AFB Map (Attachment A). The 375 AMW is seeking for civil contractors for an overall Multiple Award Paving Contract (MAPC) for civil improvements to the base to accommodate USTC, AMC, SDDC, DISA, AMW, 932nd Airlift Wing, 126th Air Refueling Wing and 33 mission partners.
1.2 OBJECTIVES: The purpose of this contract is to provide a Multiple Award Paving Contract for heavy construction paving opportunities where MAPC prime contractors are to compete for individual paving opportunities; each individual opportunity will detail the scope of work, technical specifications, deliverables, schedules, and quality standards that each contractor must meet when awarded a specific paving opportunity under this blanket contract. The type of projects included are detailed below in “3 TASKS AND TECHNICAL REQUIREMENTS”.
1.3 STANDARDS, REGULATIONS, AND CODES: The work associated with this contract shall adhere to all applicable standards, regulations, and codes, as detailed in the Section 01010 General Requirements, dated 12 March 2025, (Attachment B) and the Scott AFB Installation Facilities Standards (IFS) (Attachment C).
2 PROJECT ADMINISTRATION
2.1 SITE VISIT
2.11 The Government intends on individual task orders to hold one official site visit, any additional site visits to be arranged with 375 CONS. All contractors must attend site visit to submit a proposal. Requests for base access must go through the 375th Contracting Squadron (375 CONS).
2.2 MEETING
Kick-Off Meeting: Kick-off meeting to occur after contract awards with all awardees.
3 TASKS AND TECHNICAL REQUIREMENTS
3.1 Work Requirements for opportunities on Scott Air Force Base will consist of:
3.1.1 Demolition
3.1.1.1 Facilities
3.1.1.2 Above/Below ground structures
3.1.2 Pavement
3.1.2.1 Base Roads and Parking Lots – Asphalt, Concrete and Aggregate.
3.1.2.1.1 Complete reconstruction
3.1.2.1.2 Routine, preventive and corrective maintenance from sealing to full-depth repair.
3.1.2.1.3 Striping
3.1.2.2 Airfield (Apron, Taxiway and Runway) – Asphalt and Concrete.
3.1.2.1.2 Routine, preventive and corrective maintenance from sealing to full-depth repair.
3.1.2.2.2 Rubber removal
3.1.2.2.3 Striping
3.1.3 Utilities – Repair and replacement of storm sewer systems
3.1.4 Landscaping – Site and ditch grading
3.1.5 Tank Removal/Cleaning/Inspection – Fuel/Water/De-icing etc.
3.1.6 Project Management
3.1.6.1 Appropriate, documented coordination with involved parties
3.1.6.2 On-site construction supervisor/superintendent
3.1.6.3 Work executed to appropriate construction and safety standards
3.2 Design-Build Proposals – 100% Architectural/Engineering Design package in AutoCAD shall include:
3.2.1 Detailed Cost Estimate (with line items)
3.2.2 35% Design Plans and Drawings and on-site review meeting
3.2.3 65% Design Plans and Drawings and on-site review meeting
3.2.4 95% Design Plans and Drawings
3.2.5 100% Design Plans and Drawings
