ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) was developed using the United States (U.S.) Air Force’s (AF) standardized Storm Water Pollution Prevention Plan (SWPPP) template. This Plan is not an exhaustive inventory of all storm water requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); AF Playbooks; and federal, state, local, and permit requirements are referenced.
Each section of this SWPPP begins with standardized, AF-wide “common text” language that addresses AF, Department of Defense (DoD), and federal requirements, including the Environmental Protection Agency (EPA) Multi-Sector General Permit (MSGP) requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections are Installation sections. The Installation sections contain installation-specific content to address state, local, and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by installation or Section personnel.

SWPPP Overview and Scope
This SWPPP specifies how installation personnel prevent discharges to storm water of potential pollution from industrial operations. It contains procedures intended to minimize the risk of industrial storm water pollution in drainage areas located within the installation’s boundaries. The SWPPP describes installation:
Identification and evaluation of activities and potential storm water pollution sources Identification and implementation of storm water Best Management Practices (BMPs) Pollution reduction measures and procedures Monitoring and inspection procedures
The installation Storm Water Pollution Prevention Team (SWPPT) is responsible for developing, implementing, and managing the SWPPP.
Installation Supplement Overview and Scope
Installation Description
Scott Air Force Base (AFB) is located in St. Clair County, Illinois (IL) in the southwestern portion of the State, approximately 25 miles east of downtown St. Louis, Missouri. The Scott AFB Location Map is presented in Attachment A and the Scott AFB Site Map is presented in Attachment B. The Base is located within the IL portion of the St. Louis metropolitan area known as Metro East. The setting is semi-rural at the edge of the Metro East area. The Base is surrounded by smaller municipalities, including O'Fallon, Belleville, Lebanon, and Mascoutah. The Base is bordered on the east by Silver Creek. The Base occupies approximately 2,900 acres (1.26 x 108 square feet). Approximately 25 percent of the Base is covered with impervious areas, such as pavement and buildings.
Currently, Scott AFB is the home of the 375th Air Mobility Wing (AMW). The 375th AMW is responsible for the operation, management, and maintenance of the mission of Scott AFB; managing an aeromedical evacuation system for the continental U.S.; and command and supervision of all active duty C-21 aircraft within the U.S.
The 375th AMW is host to the following commands:
The Air Mobility Command (AMC) and U.S. Transportation Command The 18th AF The 932nd Airlift Wing (AW) and 126th Air Refueling Wing (ARW) Surface Deployment Distribution Command The Defense Information Technology Contracting Organization
Scott AFB maintains an airport with an 8,000-foot runway, an air traffic control tower (built in 1997), and associated aircraft. The Base is also host to a number of tenant organizations. The 375th AMW operates C-21A and NC-21 aircraft from Scott AFB, Will Rogers World Airport, Joint Base Andrews, and Peterson AFB. The 932nd AW operates C-40 aircraft assigned to Scott AFB. The C-40 aircraft are flown and maintained by the 932nd AW and the 54th Airlift Squadron. The 126th ARW and the 906th Air Reserve Station operate KC-135R aircraft.
The Mid America Airport (MAA) is a joint-use venture between the AF and local governments. An additional runway was added to support commercial flights. Scott AFB extended their taxiway to connect with the airport and has access to the runway, but is not responsible for the operation or maintenance of the airport.

The 126th ARW of the Illinois Air National Guard (ILANG) became operational in 1999 and added approximately 300 permanent personnel and 900 part-time personnel. The 126th ARW operates KC-135 aerial refueling aircraft from the ramp and maintenance facilities on the east side of the Base.
Storm Water Permits
Scott AFB has applied for and received permits as required by the Federal Water Pollution Control Act, also referred to as the Clean Water Act (CWA). The following is a list of Scott AFB storm water permits:

Under the General NPDES Permit for Storm Water Discharges from Industrial Activities (ILR00), Scott AFB falls under the following sectors:
Sector S: Air Transportation Sector N: Scrap Recycling Facilities, Sub-Sector N2 (Source-Separated Recycling Facilities) Sector P: Land Transportation and Warehousing
The Base has developed a Storm Water Management Program to reduce the discharge of pollutants from the MS4 and satisfy the MS4 permit requirements. The Storm Water Management Program is described in the Storm Water Management Plan (SWMP), a document separate from the SWPPP.
The Base also holds Permit No. IL00 26859 NPDES Permit to Discharge into Waters of the State. This permit regulates discharge from the Base Waste Water Treatment Plant (WWTP) into an unnamed tributary of Silver Creek.
Drainage Basin Overview
Scott AFB is located within the Silver Creek and Ash Creek drainage basins of the Kaskaskia River.
Elevations within the Kaskaskia River Watershed range from 350 to 500 feet above mean sea level. The Watershed is approximately 172 miles long and 67 miles wide running northeast to southwest with two flood control reservoirs, Lake Shelbyville in the northern portion of the basin and Carlyle Lake located just south of the middle of the Kaskaskia of the basin. Elevations on the Base range from 420 to 480 feet. The Base and surrounding areas are generally flat with gentle rolling hills.
Storm Water Drainage System
Storm water drainage at Scott AFB is provided by a series of enclosed storm sewers and open channels. As precipitation falls, it is conveyed to major drainage channels which exit to the south and east boundaries of Scott AFB. More specifically:
Silver Creek flows along the eastern boundary of Scott AFB and is the major receiving stream for runoff from the Base.
Drainage is also provided by Ash Creek, which flows through the Shiloh housing area and through the western and southern areas of the Base.
The South Ditch flows adjacent to the southern boundary of the Base and into Mosquito Creek.
A high-flow relief channel connects the western portion of South Ditch to Ash Creek.

A portion of Patriots Landing Housing Area discharges to Loop Creek, which is a tributary to Silver Creek.
Cardinal Creek flows onto the base across the north boundary and through the Base golf course and the 126th ARW facilities and ultimately into Silver Creek.
The East Taxiway Ditch discharges storm water from approximately half of the active runway. It disperses into multiple channels in the Silver Creek Wetlands downstream from the Taxiway Ditch (Spill) Control Gate.
The storm water collection system at Scott AFB services administrative, industrial, commercial, and residential areas of the Base. Facilities with the most potential for storm water pollution include aircraft hangars and maintenance facilities, fuels storage and dispensing, office complexes, warehousing, residential and service facilities, runways, and recreational facilities.
Drainage Areas
Fifteen drainage areas have been identified on the Base, and are shown in Attachment B. Inflows to the Base include the designation “I” and a sequential number. Outfalls from the major drainage ways are designated with an “O” and a sequential number. Nine defined outfalls have been identified at Scott AFB.
Active facilities subject to industrial classification under storm water discharge regulations are located within eleven of these basins.
Drainage areas are generally governed by topography. This section presents the delineation of Scott AFB into outfalls or drainage areas subject to current storm water regulations and characterizes the storm water drainage system for each drainage area on the Base. It also identifies the potential operations and facilities that have the potential to adversely affect storm water and receiving water quality.
Table 1-1 summarizes the size, associated infalls or outfalls, area description, receiving waters, and impervious surface area for each drainage area. The table also identifies whether each drainage area contains industrial activity that could lead to contamination of storm water runoff, either from past or present industrial activities.

Regulatory Basis
In 1987, the CWA was amended by Congress to require implementation of a national program for addressing water quality impairment due to non-agricultural causes. In 1990, the EPA published final regulations in 40 Code of Federal Regulations 122 establishing permit application requirements for storm water discharges associated with industrial activities. The activities applicable to Scott AFB are listed as follows:
Landfills, land application sites, and open dumps that receive or have received industrial wastes from activities on the Base.
Transportation facilities that are involved in vehicle maintenance, equipment cleaning operations, or aircraft deicing operations.
Treatment works treating domestic sewage or waste water treatment device or system used in the storage, treatment, recycling, and reclamation of municipal or domestic sewage, including land used for the disposal of sewage sludge that is located within the Base boundary.
In response to regulatory requirements, the Illinois Environmental Protection Agency (IEPA) issued a General NPDES Permit for Storm Water Discharges from Industrial Activities (Permit No. ILR00 2659) to Scott AFB, which authorizes Scott AFB to discharge storm water from its property to waters of the State.
The permit is effective from April 5, 2017 to March 31, 2022, and as a condition of the permit, Scott AFB is required to maintain this SWPPP.
Storm Water Pollution Prevention Plan Organization
This SWPPP is organized to include the components specified by the Illinois Environmental Protection Agency (IEPA) per Section E of General NPDES Permit No. ILR00 2659. Major elements of the Plan include a description of potential storm water pollution sources, description of storm water management controls, certification of non-storm water discharges, completion of quarterly visual observations of discharges, and completion of annual facility inspections.
The SWPPP describes potential sources which may be expected to add significant quantities of pollutants to storm water discharges, as summarized below:
General Location Map: A map extending 1/4 mile beyond the property line, showing the facility, and surface water bodies is included in Attachment A.
Site Map: A map showing storm water conveyance and discharge structures, drainage areas of each storm water outfall, infall and outfall locations, paved areas and buildings, locations of exposed significant materials, structural storm water pollution control measures, surface water bodies and drainage ditches, and areas of existing and potential soil erosion are included in Attachment B. A map showing the locations of hazardous waste initial accumulation points, cooling towers, oil water separators (OWSs), and fueling areas where materials are potentially exposed to precipitation are also included in Attachment B.
Narrative Description: A description of the industrial activities occurring at the Base, including significant materials that are treated, stored, or disposed of in a manner to allow exposure with storm water; materials that are used, stored, or produced on site with emphasis on those materials that are exposed to storm water and have the potential of polluting storm water runoff; list of all measures to remove significant pollutants from storm water (containment devices, oil-grease separators, debris and sediment controls, and waste chemical disposal); and methods of onsite storage and disposal is included in Section 7.1, Potential Pollution Sources.
Types of Pollutants: A list of the types of pollutants with a potential to be present in storm water discharges in significant quantities is included in Section 7.1, Potential Pollution Sources.

Size of Facility/Impervious Area: The size of the facility and the percent of the facility with impervious areas were described in Table 1-1., Storm Water Drainage Area Information.
Summary of Existing Sampling Data: The May 2020 sampling data for the infall and outfall areas is included in Section 7.3, Schedules and Procedures for Monitoring.
Storm water management controls, which will be implemented by Scott AFB, are described in the SWPPP and include:
Storm Water Pollution Prevention Personnel: The storm water pollution prevention personnel responsible for developing, implementing, and revising the SWPPP are identified in Chapter 4.0, General Roles and Responsibilities.
Preventive Maintenance: The inspection procedures for storm water conveyance system devices are described in Section 7.2, Storm Water Control Measures.
Good Housekeeping: Procedures for maintaining clean and orderly facilities are described in Section 7.2, Storm Water Control Measures.
Spill Prevention and Response: Areas where significant spills have the potential to enter the storm water conveyance systems and procedures for material handling and spill response are included in Section 7.2, Storm Water Control Measures.
Storm Water Management Practices: Measures to reduce the pollutants in storm water discharge are described in Section 7.2, Storm Water Control Measures.
Sediment and Erosion Prevention: Topographic areas that have a high potential for erosion of soil have been identified in Section 7.1, Potential Pollution Sources, and the methods to be employed to reduce such erosion are described in Section 7.2, Storm Water Control Measures.
Employee Training: The periodic training of all employees at all levels of responsibility, including who should be trained, frequency, and topics, is outlined in Chapter 5.0, Training.
Inspection Procedures: Qualified personnel should conduct periodic inspections, documenting such inspections and any corrective action to be initiated. Chapter 4.0, General Roles and Responsibilities, and Section 7.4, Inspections, assigns responsibilities and outlines inspection procedures.
The certification of testing/evaluation for non-storm water discharges is included in Section 7.2, Storm Water Control Measures.
Requirements and procedures for quarterly visual observations, to include performing and documenting quarterly visual observations of storm water discharges associated with industrial activities from each outfall, are described in Section 7.4, Inspections.
The requirements for annual facility inspections to ensure compliance with all elements of the SWPPP are described in Section 7.4, Inspections. Record keeping associated with annual inspections is outlined in Section 6.0, Recordkeeping and Reporting.
A description of additional federal and/or local programs that may affect storm water discharges (i.e., Integrated Contingency Plan (ICP) for Oil and Hazardous Substance Spill Prevention and Response is included in Section 7.5, Documentation to Support Eligibility Considerations Under Other Laws.

ENVIRONMENTAL MANAGEMENT SYSTEM
The AF environmental program adheres to the Environmental Management System (EMS) framework and it’s Plan, Do, Check, Act cycle for ensuring mission success. Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade, Department of Defense Instruction (DoDI) 4715.17, Environmental Management Systems, AFI 32-7001, Environmental Management, and International Organization for Standardization (ISO) 14001 standard, Environmental Management Systems – Requirements with guidance for use, provide guidance on how environmental programs should be established, implemented, and maintained to operate under the EMS framework.
IAW the installation EMS framework, the storm water program employs EMS-based processes to achieve compliance with all legal obligations and current policy drivers, effectively manage associated risks, and instill a culture of continual improvement. The SWPPP serves as an administrative operational control that defines compliance-related activities and processes.

GENERAL ROLES AND RESPONSIBILITIES
The SWPPP requires the involvement of multiple organizations and varied personnel on the installation, including contractors and other DoD organizations. The major roles/organizations involved in supporting the SWPPP at a typical installation include:

While storm water pollution prevention is the responsibility of everyone on Scott AFB, those primarily involved in the execution of the SWPPP are the Base-wide team of personnel who are responsible for training, developing, implementing, and revising the SWPPP. General NPDES Permit ILR00 2659, condition E.7., requires that these personnel be identified by job title, direct telephone number, and email address.
SWPPT members are identified by name or title, along with their individual responsibilities in the Storm Water Pollution Prevention Team Members table below.

TRAINING
The installation implements storm water training programs to ensure installation personnel, contractors, and visitors are aware of their roles in the program and the importance of their participation in its success.
DoDI 4715.10, Environmental Education, Training, and Career Development, implements policy and provides the procedures to obtain environmental education, training, and career development programs for DoD personnel. Installation leadership ensures that appropriate personnel complete required education, training, and certification necessary to perform their jobs. Priority for training is given to the use of AF-approved education/training sources such as the Air Force Institute of Technology (AFIT) training courses and official AF-approved computer-based training resources (e.g., The Environmental Awareness Course Hub [TEACH], Advanced Distributed Learning Service [ADLS], ArcNet, etc.) to meet training needs.
Specific training requirements are outlined in Section 7.2.7, Employee Training. Training records are maintained IAW the Recordkeeping and Reporting section of this Plan.

SWPPP Training
The following personnel must understand the requirements of the MSGP and their specific responsibilities with respect to those requirements:
Personnel responsible for the design, installation, maintenance, and/or repair of controls (including pollution prevention measures) Personnel responsible for the storage and handling of chemicals and materials that could become contaminants in storm water discharges Personnel responsible for conducting monitoring and inspections Personnel responsible for documentation requirements for monitoring and inspections Personnel responsible for implementing and documenting corrective actions
Personnel must be trained in at least the following as related to the scope of their job duties (e.g., only personnel responsible for conducting inspections need to understand how to conduct inspections):
An overview of what is in the SWPPP Spill response procedures, good housekeeping, maintenance requirements, and material management practices The location of all BMPs and structural controls on the site required by the permit, and how they are to be maintained The proper procedures to follow with respect to the permit’s pollution prevention requirements When and how to conduct inspections, record applicable findings, and take corrective action
Employee training is essential to effective implementation of the SWPPP. Training activities address each component of the SWPPP, including how and why tasks are to be implemented. Annual training will be conducted to ensure that at least one member of each affected area is current on relevant storm water topics (see Attachment C). Each area representative is responsible for training others in their area. The SWPPP training tools used at Scott AFB include the following:

Spill Response Training
Scott AFB conducts spill response training, exercises, and drills related to the execution of their most recent ICP. This training meets the requirements of several regulators, including the EPA, Department of Transportation, Department of Interior, applicable AFI, and the Occupational Safety and Health Administration. Scott AFB conducts site-specific annual training throughout the year (drill year officially begins on 01 January).

RECORDKEEPING AND REPORTING
Installation personnel as identified in this SWPPP implement measures to ensure compliance with applicable permit recordkeeping and reporting requirements. Records are stored and maintained IAW Air Force Manual 33-363, Management of Records, and records are archived and disposed IAW the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). The installation complies with permit reporting requirements
The installation maintains the following inspection, monitoring, and certification records with the SWPPP.

Maintaining the SWPPP for Scott AFB requires several recordkeeping tasks. General NPDES Permit ILR00 2659 Part E.1 states that an electronic copy of the SWPPP will be submitted to the IEPA at the following email address: epa.indilr00swppp@illinois.gov. The SWPPP must also be available for inspection upon request.
In addition, Permit ILR00 2659 Part K.1 requires that an annual inspection report be submitted to document the results of the quarterly benchmark monitoring (if required) and quarterly facility inspections. The annual report must be submitted to the IEPA on or before 22 July (within 60 days of the 23 May anniversary of effective coverage under the Permit). The annual report will include at a minimum, a review and update of the SWPPP. The Permittee must submit modifications of the requirements of the SWPPP to the Agency with the Annual Report. The SWPPP must be updated within 180 days to comply with the new requirements and submitted with the next annual report. The annual report must also include documentation of any event (spill, treatment unit malfunction, etc.) which required an inspection, the results of the inspection, and any subsequent corrective maintenance activity performed. The report must be completed and signed by the authorized facility employee(s) who conducted the inspection(s). Copies of the annual reports must be kept with the SWPPP and maintained for at least 3 years.

Spill records at Scott AFB indicate that minor fuel spill incidents in the flight line ramp areas are fairly common. Ramp fueling operations are probably the most frequent source of potential pollutants in the area of the active runways. The table below identifies the areas where spills and leaks may occur.
