Question Answer Please confirm we are to dismantle the two existing rows of 4 bay parking spots. We are submitting this question as during the site walk there was some discussion of dismantling one row of 5 bay parking. Confirmed that only the two existing rows of 4 bay parking sports are being dismantled.

Does the government intend to publish the original sunshade drawings that were submitted stamped, sealed, and with the words “Confidential Property of Agate, Inc” along with patent-pending? Did the government receive in writing from Agate, Inc. permission to publish the company’s proprietary information?

There is no current patent on the original sunshade drawings. IAW FAR 52.236‐21 (d) Shop drawings means drawings, submitted to the Government by the Contractor, subcontractor, or any lower tier subcontractor pursuant to a construction contract, showing in detail (1) the proposed fabrication and assembly of structural elements, and (2) the installation (i.e., fit, and attachment details) of materials or equipment. It includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The Government may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.

The existing sunshades were constructed in 2005. The existing sunshades were engineered per 1997 UBC, 12 PSF roof live load, 80 mph wind load, exposure “C”, 4 PSF framing load, and designed in accordance with seismic zone 2B (Ca-0.28). The specification states “Provide certified engineered drawings for the re-construction of the eight sunshades. In addition, the specifications reference the Contractor shall be responsible for researching all historical weather conditions within the local area and shall install the sunshades to withstand these conditions. Wind pressure shall be computed and applied using a basic wind speed of 110 miles per hour. If certain members do not meet the government's desired 2018 International Building Code should the Contractor include the cost of a new steel member in the base bid? Yes, if there are new members to be added, the Contractor should include that cost in the base bid.

Under the description of work – “Conduits shall be removed vertically to the 90-degree bend avoiding water getting into the conduit.”. Please describe what we are to do with the existing end of the conduit? Are we to plug the end of the conduit and simply patch the concrete? Yes. Plug the conduit and then patch the concrete.

The scope of work states, “Full depth replacement of concrete where existing anchor bolts flush existed and fill voids with a pourable epoxy.” The existing anchor bolts are 4 each per column - ¾” diameter embedded deep into the concrete. In past projects we simply grind the anchor bolts down below the flightline concrete surface and cap them with a pourable epoxy. Please clarify how the contractor is to remove and cap the existing anchor bolts?

The existing bolts at Kirtland will need to be completed removed and the concrete will need to be filled where the bolts were displaced. They will not be ground down.

Under specification L-10. Submitting The Proposal - Please confirm we can submit the 20% Bid Bond with the Bid Proposal via email? No. Please submit all bonding as hard copies with the original raised seal.

Please confirm that all existing bolts and fasteners are to be replaced with new ones that are made in American?

All construction materials shall conform to the requirements of solicitation and resulting contract, including FAR 52.225‐9 Buy American ‐ Construction Materials (Nov 2021), 52.225‐13 Restrictions on Certain Foreign Purchases (Feb 2021), and DFARs 252.225‐7001 Buy American and Balance of Payments Program (Dec 2017), 252.225‐7002 Qualifying Country Sources as Subcontractors (Dec 2017), 252.225‐7048, Export‐Controlled Items (June 2013)

With the replacement of all bolts and nuts, will you require Nyloc nuts on all A307 bolted connections to prevent the connection from loosening under wind conditions? Any bolts requested for use can be submitted to the Government as a submittal for approval.

Does the government require the existing cable bracing, strand grips, eye bolts, hillside washers, and nuts to be replaced? If they are not in good working condition, or do not function properly, yes.

It was pointed out on the end of the canopy a series of screws, closely spaced, 6” o.c. that were used to retain the end screen fabricate. Will the government require all of the existing fasteners be removed and discarded before new sunscreen is applied?

Yes, they will need to be removed in order to place a new fabric canopy. After installation, fasteners will need to be replaced as required.

Along the lines of question #10, will all of the screws remaining in the tops of each purlin be required to be removed before the new sunscreen fabricate is applied? If they are in the way of installing the new fabric, they will need to be removed and replaced after installation.

Does the government want the sunshade steel repainted before the new sunscreen is applied? We are submitting this question because the scope of work refers us to the Installation Excellence Guide Air Education and Training Command. Within the specification of the AETC, it references the local command colors to be selected within the range of neutral and earth tones If the sunshade needs to be reapinted, the Contractor will do so before the canopy is installed.

The scope of work does not address if the government wants new sunscreen applied to the ends of the parking rows. Please clarify? Yes, sunscreen will be applied to the ends of the rowsd as well as the tops.

Will the government require a manufacturer’s warranty on the re-constructed sunshades? If yes, how many years?

Warranty will be whatever the current commercial standard is at no additional cost or for one year upon project final acceptance.

The Contractor is to “Provide certified engineered concrete foundation drawings based on the existing expansion soils. New sunshades foundations will include 30-inch diameter x 13-feet-0-inches deep, drilled concrete caissons with engineered steel reinforcements.” The specifications reference UFC 3-220-01 Geotechnical Engineering, will the government provide a geotechnical soils investigation for the new location at Laughlin? If not, will the Contractor be required to perform a geotechnical soil investigation? No, Laughlin is not capable of doing this testing. The contractor will have to do the investigation.

How thick is the existing flightline concrete at Laughlin AFB where we are to install the sunshades?

SOW states the Contractor shall conduct site surveys to include above and below ground grade conditions assessments. The Government does not have that information on file.

Concrete sampling and testing, will the government provide this service, or will the Contractor pay for the services of a third-party testing company? The contractor will be required to look into third‐party testing.

Will the government provide the following information for Laughlin AFB. Currently there are no existing as‐builts on file.

As-built drawings of the flightline. Currently there are no existing as‐builts on file.

Existing airfield pavement. Currently there are no existing as‐builts on file.

Existing aircraft tie-downs. Currently there are no existing as‐builts on file.

Existing underground utilities. There is only a partial CASS system.

Existing adequate power source for powering new obstruction lights. Currently there are no existing as‐builts on file.

Under the structural design criteria, it states, “The structure shall be built to mitigate bird roosting and nesting within the sunshade structure.” Will the government clarify this statement? Does the government want bird netting applied to the re-installed sunshades and if so, please specify what is the largest hole size permitted Yes, The Government is requiriung bird nesting mitigation. Netting holes will be no larger than 3/4".

Under the structural design criteria, the government provided the aircraft dimensions and clearances for the desired parked plane. Has the government checked and confirmed the specified aircraft will properly fit under the sunshades with the required clearances? If the specified aircraft encroaches within a clearance dimension is the government willing to issue a waiver? Yes, the aircraft fit under the sunshades.

The specification references UFC 3-575-01 Lightning and Static Electricity Protection Systems. Within this broad specification are NFPA 70 and NFPA 780. Yes Shepherd’s Crook – without existing drawings please specify how many new static grounding units the Contractor is required to install?

Needs to be new material. Number of rods depends on how many aircraft go in each bay and how many tie downs are required per aircraft. Should be 48 total

Under lightning protection and grounding – please clarify if the relocated sunshades are to be grounded? Sunshades shall be grounded per UFC and NEC.

Does the government desire air terminals to be installed to enhance the overall lightning protection to the sunshade?

Follow NFPA 780 and UFC 3‐757‐01. From UFC: If lightning protection is required and the structure is steel I‐ beam or roundheavy beam construction and continuous to ground, air terminals are not necessary as thestructural steel forms a large air terminal. Grounding will be addressed specific to each facility.Tubular steel assemblies do not meet the intent of protection against lightning

What is the desired light intensity of the LED fixtures to illuminate the aircraft under the sunshades? Lighting intensity needs to be in conformance with UFC 5‐530‐01 Before commencing onsite work at the Laughlin AFB site, we understand the requirements for filling out the AF Form 103 and the AF 3000 Form. Will the government require the Contractor to scan the proposed area for the new concrete caissons utilizing GPR (ground penetrating radar) for an additional layer of safety? Yes, the Government will require the Contrator to use GPR to scan the airfield for concrete caissons.

Under the barricade specification, it states, “Contractor shall use Low Profile Construction Barricades.

Barricades shall have no separation or as instructed by the CO.” Please clarify if we can space the barricades apart if they are tied together with colored rope and if so at what is the maximum spacing permitted? Barricades must connect together. Spacing with rope does not prevent FOD When working on the flight line will portable toilets be permitted, or will the Contractor be directed to use the permanent restrooms on-site? Portable toilets are not to be on the airfield due to winds

Within the specification titled, “On-Site Field Oversight” – A superintendent and Quality Control (QC) manager, approved by the Government, must be on-site whenever work is being performed. The superintendent and the QC manager shall not be the same person.” There was a verbal discussion regarding this requirement, and we would like to obtain further clarification.

For this project, the superintendent and Quality Control manager will be required to be two separate individuals.

If we submit the resume of our superintendent and can establish 10+ years of experience working on active flight lines will the government allow our superintendent to also be our Quality Control Manager? No.

Under Existing Site Conditions, it states the Contractor is responsible to conduct a site survey and validate existing site conditions. It goes on to state “Above and below grade condition assessment”. Please confirm the government will provide a soil report and as-built of the proposed area for construction or the requirement for below-grade condition assessment will not be obtainable. The Government does not have any existing soil reports or as‐builts for this area.

Under specification section 5.4 Warranty – The Contractor shall prepare and submit the Transfer and Acceptance of DoD Real Property. If the sunshades are going to be considered real property, then please clarify if this project is subject to Prevailing Wages? If yes, please provide a copy of the Prevailing Wage Determination. Additionally, under the Laughlin specifications, 12.4 Temporary Signage, it references the displaying of the Wage Decision. Lastly, there is a reference under contract clauses 52.222-6 Construction Wage Rate Requirements. The Government has posted the prevailing wage determinations with this amendment.

Under specification section 5.4 Warranty – “The bolting to the concrete shall have a 5-year warranty against any material defects, corrosion, and deterioration.” During our site visit at Kirtland AFB, it was mentioned the existing sunshades were constructed in 2005. The 17-year-old paint has held up well but has some signs of corrosion developing around the base plates and connections. Please clarify if the government wants the sunshades repainted or waive the 5-year warranty against corrosion and deterioration? The government would like the sunshades repainted to match the existing sunshades.

We understand we must install FAA low profile, lighted barricades around the perimeter of our work area.

May we stretch them 10’ apart and tie them together with colored rope or do you require the barricades to be interlocked? Barricades must connect together. Spacing with rope does not prevent FOD After the construction of the sunshades, and FOD inspection, does the base require the Contractor to run a vacuum truck over the entire work area before the base will accept the sunshades?

FOD must be removed at all times. Vacuum is preferred however other means are acceptable as long as all FOD is removed.

Will the bid submittal form be modified to separate the costs associated with Kirtland AFB vs. Laughlin AFB? This question was raised due to the New Mexico tax situation.

An additional line item has been added in order to separate the costs associated with Kirtland AFB and Laughlin

AFB.

We understand the current project is not funded but maybe by September 30th. Based on today’s turbulent times with material shortages and constant material increases we will have to bid to extend the pricing for an extended time. Can the government state how long the bid proposal is to remain valid? The longer we have to hold the price the larger the material escalation contingency will be added.

Proposals must remain valid for 90 days after the proposal closing date in accorandance with the solicitation, block 13.d.

The current specifications reflect 75 Calendar days for the engineering and permits and 150 Calendar days for construction. When you evaluate Calendar days vs. workdays less the required time for review and approval the current times are tight and may not be achievable. Can the government extend the times to 90 workdays and 160 workdays?

In accordance with the solicitation, block 11 the period of performance is negotiable. Please include proposed period of performance in the submitted proposal.

Based on the number of questions to be responded to, the upcoming holiday, we are requesting a time extension to submit the bid 3 weeks after the receipt of the final government responses.

This proposal was extended in order to ensure all questions are answered. This amendment is allowing for a second round of questions and the government will continue to review all information to allow for adequate time for proposal preparation and submission.

Can you please provide copies of the site visit sign in sheets? No. Sign in sheets will not be made publically available.

What quantity of lights is required per bay? Should it match the existing quantity installed on the shade structures? Reference UFC 3‐535‐01, Chapter 06 During the site visit at Laughlin electrical was discussed. Please confirm that the only electrical required is for the obstruction lighting. If not, what other electrical requirements are included in the project? Electrical will also be required for the GPUs During the site visit at Laughlin the government discussed an electrical panel in Building 219 that would feed the project. There was an electrical manhole located near the future sunshade’s location. Is there a spare conduit running from this manhole to the electrical panel that can be used for obstruction lighting power or will trenching all the way back to the electrical building be required? If trenching is required this will result in signifcant additional cost to the project.

Since the government does not have the as‐builts, this is something that will have to have eyes‐on. A small amount of trecnhing may be required.

During the site visit at Laughlin the government discussed an electrical panel in Building 219 that would feed the project. This building was not visited during the site walk. Please provide a map showing the location of this building. This map is not currently approved for release.
