47th Security Force Squadron Pre-Contract Briefing
Welcome to Laughlin Air Force Base (LAFB). The installation Security Forces desire to ensure that all personnel on Laughlin are safe at work, play and their homes. We do this by ensuring that the good order and discipline of all personnel on the installation is maintained at all times.
This briefing is designed to provide you with the basic law enforcement and force protection information that you will need during your contractual period. Please address any questions directly to the Contracting Officer Representative (COR) or the Security Force personnel listed on the last page.
The contract site manager or company owner is responsible for ensuring that all of their employees are aware of the instructions in this brief. Moreover, any sub-contractors or laborers assigned to the contract are subject to these instructions.
Under Section 21, Internal Security Act of 1950; U.S. Code 797, all personnel and the property under their control are subject to search at any time. Random vehicle checks are conducted on LAFB and if you are stopped for a check and will not allow the check, you are subject to immediate debarment from the Installation.
Under Title 18, U.S. Code 795, no sketching or photography of or within this Installation is allowed. The Owner/User of the area to be photographed will provide authorization to contractors who have a requirement to take photographs of the work being done (i.e. work conducted on the airfield will be authorized by Airfield Management). Authorized individuals will be issued a photo letter identifying specific rules of photography. The letter must be hand carried while taking photos. If photographers are observed taking photos by LAFB personnel, the letter must be presented upon request. If the letter is not in the photographers’ possession, photos and storage equipment may be confiscated until authorization is verified. All photos may be reviewed by designated representatives on the media that the photos were taken, i.e. camera or phone, prior to the photographer departing LAFB at the end of each day. Any photos that contain restricted information will be deleted on the spot.
Under the authority of the 47 FTW Commander:
• No alcoholic beverages or unauthorized drugs are allowed.
• All personnel on LAFB must have on their person a military ID or valid pass that must be presented upon demand.
• No weapons or firearms are allowed on the Installation.
• Seat belts will be worn at all times by persons traveling in a vehicle.
• A safety helmet will be worn by all persons traveling on a motorcycle.
• All posted speed limits will be adhered to at all times.
• All vehicle operators will yield to all emergency vehicles.
• Cell phone use by vehicle operators is strictly prohibited unless used with a hands-free device.
Equipment Staging Area(s). Staging areas may be provided to the contractor. These areas must be secured and maintained by the contractor. Security Forces are not responsible for the theft or misuse of equipment or tools that are not properly stored.
The Contractor may be delayed, denied access to or requested to depart the base for planned or unplanned exercises and increases in Force Protection Conditions (FPCONs) and will not be compensated. As an example, if an Active Shooter situation were to occur, installation personnel will be “locked down” until the threat is removed.
Safety and Security is an overall responsibility for everyone concerned. If you become suspicious of personnel or actions within any area on LAFB, the contractor has an obligation to identify the suspicious event or circumstance and report them immediately to the law enforcement desk sergeant (1 (830) 298-5100.
All contractors must ensure that issued badges and licenses are kept current and are presented upon request. Any changes must be immediately reported to Visitor Control or Pass and Registration personnel.
Any contractor personnel who have their employment terminated while on the installation will be escorted off the installation by a supervisor. The supervisor will confiscate any badge or license issued to that employee by Pass and Registration. The Security Forces will be immediately notified and the confiscated identification item(s) will be returned to Pass and Registration.
Any person that is issued an official visitors pass or badge must immediately report the loss or theft of the identification media to the Security Force Visitors Control Center.
Roadways on LAFB are authorized to be used by military formations, joggers, walkers, and bicyclists. Drivers must use caution at all times.
Installation Access Requirements:
An Entry Authority List (EAL) of personnel will be provided by the contractor to their sponsor (i.e. CE). EAL’s must be filled out correctly in the original EAL format and submitted a minimum of 72 hours prior to the arrival of contractors. Any modifications to the EAL template will result in an automatic kickback restarting the 72 hour requirement. See example at attachment 1.
The EAL must contain:
• Full Name
• Full Social Security Number (or Green Card Number)
• Date and Place of Birth
• Driver’s License Number and State Citizenship
• Laughlin AFB Sponsor Name
• Laughlin AFB Sponsor Phone Number
• Arrival (or contract start date) Date
• Departure (or contract completion date) Date
• Location
• Reason for Access
NOTE: A valid identity proofing document (Official Passport, United States Driver’s License, Employment Authorization Document with Photograph, a Federal, State, or Local Government Identification Card) must be submitted with the EAL.
• Once the EAL is provided by the sponsor to Pass & Registration, Pass & Registration will complete a vetting process, authenticate the EAL and provide it to the appropriate gate.
• Short Term Visitor Pass: AF Form 75, Visitor Pass, is issued at the entry gate and will not exceed seven (7) days. The Visitor Pass section of the form should remain on the person for whom it was issued to at all times. Passes will be presented upon request.
Non-U.S. citizens will be identified as “Non-U.S. Citizens”:
• Personnel must have proper identification and documentation to be in the country.
• The primary means of identification will be a valid driver’s license. A valid Immigration
(green) card may be used as a secondary means of identification.
• If no license is available and no other form of photograph identification is on their person, these individuals will be denied entry on the Installation.
Visitors who will need access for more than a month will be submitted on an approved EAL from an authorized CE signer in order to be issued an AF Form 75A, Visitor Pass (long term Visitor Pass). The AF Form 75A should remain on issued personnel at all times so when challenged can show proof of authority to be on 412 TW OL AFP 42. Upon completion of the contract, project or when a person’s need for access is terminated all issued identification media must be returned to the Pass and Registration section. It is incumbent upon the contractor or sponsor to ensure compliance.
Installation Access: Sponsorship & Escorting:
• Sponsorship: Sponsorship allows approved individuals affiliated with DoD to take responsibility for verifying and authorizing an applicant's need for a locally produced identification credential to facilitate unescorted access to an installation. Visitors must still be identity proofed and vetted in order to receive a pass. All contractors (and sub-contractors) will be submitted on an EAL 72 hours prior to the commencement of the contract.
• Escorting: Only LAFB personnel who possess a Common Access Card (CAC) can escort contractors onto LAFB. Escorts must ride in the same vehicle as the contractors and remain with them at all times while on the installation.
Antiterrorism Requirements:
• The contractor is advised that the Outside Continental United States (OCONUS)
Antiterrorism clauses as required by Defense Acquisition Regulation Supplement (DFARS) are not applicable to contracts on LAFB. The exception to this guidance would be the employment or association with trafficking in persons which represent grounds for a termination of the contract.
• The contractor is advised of the availability of Level I - AT Awareness Training that may be offered to all of the contractor’s employees upon request. A time, date and location will be coordinated with the contractor if the training is desired.
• The contractor is responsible for the conduct of their employees on reporting any unusual activity and the LAFB watch words, “If you see something, say something, do something”.
The contractor and employees will be added as additional eyes to the LAFB Eagle Eyes Program.
• Any activity that is unusual or out of the ordinary will be reported following the contractor’s established procedures to the LAFB Security Force’s law enforcement desk sergeant.
