About this file
This document contains a fire prevention guide for contractors working at Laughlin Air Force Base in Texas. The guide outlines contractor responsibilities for fire safety, reporting procedures, and specialized safety requirements for various work conditions including welding, confined spaces, and use of hazardous materials. Contractors must follow all applicable fire codes and standards from organizations like OSHA and NFPA. They are responsible for fire prevention on work sites and for maintaining proper equipment. Special permits are required for hot work. Contractors must coordinate with base fire and safety personnel and promptly report any fires. Emergency contact information is provided. The guide seeks to ensure contractor and base safety during construction and other work on base.

FIRE REPORTING
1. Report all fires to the Laughlin Air Force Base (LAFB) Fire Emergency Services (LFES) regardless of size, type, or location. This includes any extinguished fire put out by personnel. It is highly essential that all contractor personnel be familiar with local procedures for fire reporting as the speed and accuracy of alarm transmission governs the expeditious response of fire equipment. Procedures for individuals reporting fires are as follows:
a. In case of emergency, dial 911.
b. State in a clear voice to Fire Department Dispatcher “I wish to report a fire”
c. Give building number and / or the name of the facility, location of fire within the building and type of fire (what is burning). Stay on the line until instructed to hang up by the dispatcher.
Cell phone users of the 911 system will give you an off base operator. Ensure you tell them you are on Laughlin AFB!
2. Rapid Communication
a. Supervisors and/or Contractor Management teams, when project exceeds normal communication practices, will establish a means of quickly alerting all employees incase of fire or other emergencies when dictated by conditions. This means both employer and employee know and understand the alerting and emergency action procedures.
b. Management should brief monthly or more often during safety briefings.
CONTRACTOR RESPONSIBILITIES
1. Contractors operating on LAFB will be responsible for maintaining rigid fire prevention program throughout their stay on LAFB. Management teams, foreman, job supervisor and other personnel providing workman leadership will monitor all fire prevention measures associated with the contract work being accomplished and will ensure full compliance of OSHA, National Fire Protection Association Standards, industry standard and additional guidelines as stipulated in your contract.
NOTE: Contractors are responsible for providing serviceable and properly rated extinguisher during construction and hot work operations. Ensure equipment is safe, serviceable and maintained condition in accordance with manufacturer’s instructions.
Federal, state and industry calibration and certifications for equipment are successful and properly marked or documented prior to use on LAFB.
SPECIAL CONSIDERATIONS*
1. Pre-existing conditions – Contractor shall ensure the safety of personnel and property from any condition existing which might have been left from previous occupant.
2. If necessary:
a. Call 911 to report hazardous material, biological or explosive conditions.
i. Due this after evacuating your personnel and researching a safe location
ii. Ensure 911 operator understands you are on Laughlin AFB
b. Call project manager for any other condition that might need Air Force/Contracting intervention.
GOOD HOUSEKEEPING/SAFEGUARDING*
1. Sites shall not be overcrowded or congested which can be a major impediment to persons in need of evacuating the site.
a. Contractor’s materials and equipment will not be stored in a location or in a manner, which will create a fire exposure to facilities adjacent to the project site. This includes all types of:*
i. Construction
ii. Alteration
iii. Demolition
b. Limit the amount of product and equipment in any one area to what is required over a specific time, usually not exceeding 30 days.
c. Layout should be logical to produce a smooth safe workflow – eliminate all possible slip, trips and falls.
d. Storage, especially hazardous materials areas shall be segregated and extra containment as necessary/required for all hazardous liquids.
e. All sites must maintain proper escape routes.
2. Waste Control
a. Remove all waste daily; consideration given if waste is not excessive.
b. All waste must be properly disposed in suitable/compatible containers.
c. Limit vegetation and other combustible items inside sites…remove as necessary.
d. Limit the amount if ignition sources, i.e. electrical taps, space heaters, welding equipment.
MATERIAL CONTROL/PROTECTION OF EQUPMENT AND EXPOSURES*
1. Contractor’s materials and equipment will not be stored in a location or in a manner, which will create a fire exposure to facilities adjacent to the project site.
2. Waste materials and rubbish will not be stored or allowed to accumulate within the building or in the immediate vicinity; remove from site daily. Do not burn rubbish/waste.
ON SITE SECURITY*
1. Work out on-security needs with Security Forces (SF) at (830)298-5100.
2. While on installation, the SF will maintain all base security and reports all emergencies to the
Emergency Communication Center. The Base Fire Emergency Service’s Flight handles medical and fire requests.
3. You are responsible for the safeguarding of supplies and equipment.
FIRE PROTECTION SYSTEMS/FIRE BRIGADE(S)*
1. Keep all fire protection alarms and systems in service as much as possible.
a. Contact Air Force Project Manager before disabling any fire alarm or fire protection system. The fire prevention office needs details of all fire alarm or protection system outages. Please call (830) 298-5036/5037 or Dispatch at (830) 298-5633 to report temporary outages.
b. For permanent removal/demolishment outside the scope of work is prohibited.
c. New fire alarm or fire protections system, after installation, will remain operational for additional protection during the rest of construction/demo work.
d. At all times, follow the stipulations in your statement of work/contract. These are guidelines and are not formal changes to your contractual agreement.
2. Fire brigades are an internal program by you, the contractor; fire brigades are not mandated by
Laughlin Fire emergency Services.
a. If fire brigades are required by your organization – provide training/certification documentation of training to the Air Force’s Contract Specialist.
PRE-FIRE PLANS*
1. All submitted and approved construction plans meet the intent of pre-fire plans provided the following:
a. No significant changes to the layout are expected – notify the fire department if so.
b. No changes to the base’s water distribution system without prior approval from Project
Management.

2. If a pre-fire plan, emergency action plan is required by your organization; you can submit via project manager, email to any contact on front cover or call to coordinate we will gladly assist.
SPECIALIZED WORK CONDITIONS
WOOD WORKING
