Number Question Response

(B705 Renovate Changing Rooms) Will there be the opportunity to create a storage/staging area for materials, and equipment before May?

Material staging area will be submitted and approved during the submittal process so yes a staging area will be provided at the site if needed. General, non-task order specific storage, will be available at the SABER Trailer site on base as well.

(Water Mains Lancaster & Canberra) Do the fire hydrants have to be made by specific manufacture?

No, but we have used Mueller Super Centurion Model A423 that has a 5.25" barrel due to parts availability and stocked on Base.

(Overall IDIQ) Will the project be tax exempt? The project will not be tax exempt.

(Overall IDIQ) The instructions to bidders stated that the estimates are to be completed in E4 clicks software or equivalent. This is an a RS means module.

Can the RS Means M2 Estimating software be used as an equivalent substitute and will we will not be scored differently or lower on our proposal. If awarded, an E4 clicks software module can be purchased going forward.

The base uses e4Clicks software to conduct Technical Evaluations. As long as the software being used allows for cross compatibility with Gordians e4Clicks.

For the purposes of proposal submission the government will remove the need for an e4Clicks electronic file and will allow submission of a PDF of the line items proposed.

(B705 Changing Rooms) The plans show the storage room as part of the area to be renovated. Please confirm this area is not part of the renovation. Will the exterior door of the storage room be included in the scope for the exterior renovation of the building? Painted or replaced?

The storage room is not part of the renovation. Yes the exterior door of the storage unit is in the scope of the Task Order. Door and frame is to be painted.

(B705 Changing Room) During the site visit it was explained that all fixtures, Soap, towel dispensers, will be removed and salvaged for installation after renovation?

Only the areas identified in the drawings are to be included in this Task Order. Crosswalk area crossing Kearney Blvd is not included in this scope.

(Construct Raised Crosswalk) If the area on Kearney Blvd is included in the project scope ,will there be other set of drawings released that include the new area under scope?

Only the areas identified in the drawings are to be included in this Task Order. Crosswalk area crossing Kearney Blvd is not included in this scope.

(Replace Water Mains Hornet & Scherz) During the on-site visit there was discussion of the project reaching Valent (Valiant) Street, but the plans show it ending well before then. Can you verify the Bounds of the area in scope?

Revised SOW and Drawing posted with amendment 0002. See Attachments 14a & 15a

(Replace Water Mains Lancaster & Canberra) During the site visit it was discussed that additional information was coming for waterline area. When will the government provide that data or additional information.

Revised SOW and Drawing posted with amendment 0002. See Attachments 14a & 15a

(Replace Water Mains Lancaster & Canberra) If additional drawings are provided with additional work elements will there be another question-and-answer period?

Revised SOW and Drawing posted with amendment 0002. No additional site visits are scheduled nor does the Contracting Officer anticipate a need for a time extension. See Attachments 14a & 15a

(Overall IDIQ) Section M, paragraph 2.1.2.1, page 6, states, “The Government will consider and evaluate offeror's past performance information, to include the Relevant Contracts (Attachment 11), PPQs (Attachment 10), Contractor Performance Assessment Reporting System (CPARS)…” Please confirm that CPARS are acceptable in lieu of Attachment 10 PPQs for applicable contracts.

CPARS will be utilized separately by the Government to review past performance. The Contractor may submit up to five (5) most recent contracts on Attachment 10 - Relevant Contracts Worksheet (Section M, para. 2.1.2.3). Also see Section L para.

4.0.1. If no additional past performance is submitted, the information contained in CPARS will be used. If neither PPQ's are submitted or CPARS are available, a rating of neutral will be given and factored into the overall performance confidence assessments.

(Overall IDIQ) Section L, Table 2.1 - Proposal Organization, page 3, lists the maximum number of pages for Past Performance as 35 pages but allows up to 5 most contracts for the prime contractor and each of its teaming partners, JVs, and/or significant subcontractors.

Please confirm that offerors are allowed to submit up to 5 contracts for each team member, each with a 5-page limit per contract, with no maximum page limitation for this section.

We acknowledge the page limitations and encourage you use brevity in your responses. Keep in mind the Government must review all pages of all proposals, this is very time consuming. The total allowable page count for Volume II, Past Performance is limited to 35 pages.

(Overall IDIQ) The technical volume encompasses several complex requirements, all within a 30-page limitation. Can the organizational chart be removed from the page limit for this volume?

Section M para. 2.1.1.1 Subfactor 1 - Management/Organizational Structure provides that the block diagram be included in the Technical Volume of each proposal. The government will allow one (1) additional page for the organizational chart.

(Overall IDIQ) The technical volume encompasses several complex requirements, all within a 30-page limitation. Can the bonding capacity documentation be removed from the page limit for this volume?

Section M para. 2.1.1.2 Subfactor 2 - Bonding Capacity requires Offerors to provide bonding capacity documents that meet the aggregate and project amounts, backed by a bonding surety with a best company rating of ‘A’. The document must also include the surety company’s name, address, phone number, and points of contact. The government will allow two (2) additional pages for the bonding information.

(Overall IDIQ) The technical volume encompasses several complex requirements, including separate schedules for each of the seed projects, all within a 30-page limitation.

Can the graphic schedules be removed from the page limit for this volume?

Section M para. 2.1.1.4 Subfactor 4 - Seed Projects provides that Offerors provide schedules that demonstrate an approach and understanding of the required activities to execute the project. This requirement is to be included in the 30 page limit of Technical Volume 1. The government will allow one additional page per project for the schedule. This will total four (4) additional pages.

(Overall IDIQ) Will 11” x 17” page size be permitted for the graphic schedule and organizational chart? How many pages will the 11” x 17” size count as?

Section L para. 2.2.1.1 Page Size and Format requires 11" x 14" page sizes for the proposal. These pages will be considered one (1) page each. Additionally, we acknowledge the errors in page size being 11" x 14" when we intended to be 11" x' 17"

Section L, paragraph 4.0.1, page 9, states, “Recent past performance is defined as any relevant work completed within the past three (3) years from the date of issuance of this solicitation.”

Section M, paragraph 2.1.2.2, page 7, states, “To be recent, the effort must be ongoing or must have been performed during the past 3 years from the date of issuance of this solicitation.”

Section M, paragraph 2.1.2.3, page 8, states, “Recent past performance is defined as any relevant work completed within the past three (3) years from the date of issuance of this solicitation.

Sections L and M appear to have conflicting recency requirements. Will the Government please confirm that acceptable past performance examples can be ongoing?

According to Section M para. 2.1.2.2 "To be recent, the effort must be ongoing or must have been performed during the past 3 years from the date of issuance of this solicitation." Acceptable past performance can be projects that are ongoing and/or have been performed during the past three years.

Section M, paragraph 2.1.2.3, page 8, states, “Recent past performance is defined as any relevant work completed within the past three (3) years from the date of issuance of this solicitation.

Sections L and M appear to have conflicting recency requirements. If the intention is for the past performance examples to have been completed in the last three years, will the government accept a SABER/JOC/MATOC/MACC – type contract that is ongoing, but has completed task orders within the last three years?

According to Sec L para. 4.0.1, Sec M para 2.1.2.2, Sec M 2.1.2.3 The Government will accept relevant work completed in the last three years from the date of issuance of the solicitation. However, Section M, Subfactor 1 includes: “The offeror must provide design/documentation for the overall SABER IDIQ provided in Attachment 4.” Can the government please confirm which Attachment is correct here and clarify what design/documentation is required in the Management/Organizational Structure narrative?

Section M: Technical Factor, Subfactor 1, Para (a) has been stricken in its entirety. Sentence may have been placed in error during benchmarking.

22 (Overall IDIQ) The instructions in Section L, Subfactor 4 include a line item (iv) for a price proposal for each seed project.

Please confirm that pricing should not be included in the Technical volume.

Section M para 2.1.1.4 Subfactor 4 - Seed Projects line

iv) requires that a price proposal for each seed project be submitted in accordance with the "measure of merit" criteria. Any pages containing ONLY RS MEANS line items for seed project proposals will be excluded from the page count limitations in Volume 1

Pricing in the technical volume concerns itself with the four seed projects. The Pricing Volume requires the Offeror fill-in Attachment 9 - Coefficient Pricing Worksheet.

(Overall IDIQ) The instructions in Section L, Subfactor 4 include a line item (iv) for a price proposal for each seed project, including: “The proposal will be sent with a digital e4Clicks file, PDF, and conceptual drawings needed to evaluate proposed line items and quantities.” The instructions in Volume III do not include these requirements. Please confirm if a separate digital e4Clicks file is required.

Section M para 2.1.1.4 Subfactor 4 - Seed Projects line

iv) requires that a price proposal for each seed project be submitted in accordance with the "measure of merit" criteria.

For the purposes of proposal submission the government will remove the need for an e4Clicks electronic file and will allow submission of a PDF of the line items proposed. Any pages containing ONLY RS MEANS line items for seed project proposals will be excluded from the page count limitations in Volume 1.

(Overall IDIQ) The instructions in Section L, Subfactor 4 include a line item (iv) for a price proposal for each seed project, including: “The proposal will be sent with a digital e4Clicks file, PDF, and conceptual drawings needed to evaluate proposed line items and quantities.” Please confirm if alternative file types, such as Excel files, are acceptable in lieu of e4Clicks files for the purpose of this proposal submission.

A separate e4Clicks file will not be needed with the initial proposal, but will be needed directly after award to accommodate negotiations. Any pages containing ONLY RS MEANS line items for seed project proposals will be excluded from the page count limitations in Volume 1.

The instructions in Section L, Subfactor 4 include a line item (iv) for a price proposal for each seed project, including: “The proposal will be sent with a digital e4Clicks file, PDF, and conceptual drawings needed to evaluate proposed line items and quantities.” The instructions in Volume III do not include these requirements. Please confirm if conceptual drawings are required and, if so, if they should be submitted with the Seed Project narrative in Volume I or the price proposal in Volume III.

Any pages containing ONLY RS MEANS line items for seed project proposals will be excluded from the page count limitations in Volume 1. Any pages containing ONLY drawings for the seed project proposals will be excluded from the page count limitations in Volume 1.

(Overall IDIQ) Section L, Subfactor 3 includes a requirement for a draft Quality Control Plan. Please clarify if Offeror’s are to submit a separate corporate Quality Control Plan. If so, where is this submitted, and does it count against the 30-page limit for Volume 1? Or is the requirement for a narrative within Volume I that describes the offeror’s QC processes and procedures?

The requirement for subfactor 3 - quality control (QCP) plan is met when the offeror provides a description of the contractor’s quality control processes and procedures, including a chart showing lines of authority. The QCP Manager shall report to the project manager or someone higher in the organization. The project manager in this context shall mean the individual with responsibility for the overall management of the project including quality and production. The QCP will be submitted as a draft with the offerors proposal. If an offeror becomes the awardee the draft QCP will required to become formalized no later than 20 calendar days after award (See Sec L, sub-factor 3 and Section M, sub-factor 3).

(Overall IDIQ) Section L and Specifications have conflicting personnel requirements. For example, Section L, paragraph 3.1.3, page 7, states, “Quality Assurance Manager/ Foreman (minimum of 2 years experience),” whereas Section 01 45 00.10 20, paragraph 1.5.1.2, page 4, states a QC manager requires a minimum of 5 years combined experience.

Please clarify which document's requirements should take precedence.

Section L - Instructions to Offerors Subfactor 1 - Management/Organizational Structure & Section M Section 2.1.1.1 Subfactor 1 - Management/Organizational Structure revised to reflect "five years combined experience," as stated in Specifications 01 45 00.10 20 Sec 1.5.1.2

Due to the size, scope, and complexity of this project, please consider extending the current proposal due date an additional two (2) weeks to allow adequate time for the contracting community to fully understand the project requirements and ensure competitive pricing.

Due to end of year obligation requirements, the government cannot extend the proposal due date any further. You are encouraged to use your time wisely and submit your best proposal.

(Overall IDIQ) RE: Attachment 2 – Section L Instructions to Offerors,

2.2 Organization/Number of Copies/Page Limits.

Q: This section does not state what volume the seed projects are to be included. Can the government provide guidance?

Section L para 3.1.3 provides the guidance for the Technical Volume I and the four technical sub-factors included. Technical Volume I sub-factor 4 will house the seed projects in the offerors proposal. Section M para 2.1.1.4 Subfactor 4 – Seed Projects also provides the description of sub-factor 4 as well as the measure of merit for which the sub-factor will be evaluated.

Please review accordingly.

RE: Attachment 2 – Section L Instructions to Offerors,

2.2.1 and 2.2.1.1 sections do not state how 11x14 pages will be counted as.

Q: Will the 11x14 pages fall within the page count? If so, will they be counted as 1 page or 2 pages?

Section L para. 2.2.1.1 Page Size and Format requires 11" x 14" page sizes for the proposal. These pages will be considered 1 page each. Additionally, we acknowledge the errors in page size being 11" x 14" when we intended to be 11" x' 17"

(Overall IDIQ) RE: RE: Attachment 2 – Section L Instructions to Offerors, Subfactor 3 – Quality Control Plan A. states - Offeror shall provide a draft Quality Control Plan

(QCP).

Q: Table 2.1 only allows 30 pages for Volume I Technical. A draft Quality Control Plan will be over 30 pages. Does the government want a draft plan or a summary of a plan? If the government wants a draft plan, will it be excluded from the page count?

The page count limitation is to encourage brevity and precision in the response to this Request for Proposal.

(Overall IDIQ) RE: RE: Attachment 2 – Section L Instructions to Offerors, 4.0 Volume II – Past Performance, 4.0 General states - The offeror shall submit a consent letter in their format executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information.

Q: Does the government have a standard letter of consent you wish the offeror to use?

The Government does not have a standard letter of consent. Section L Volume II - Past Performance provides that the offeror submit their consent letter in their format (Para 4.0 General). Offerors will provide the consent letter in their companies format.

Combining all subcontractors on one letter with numerous signatures is also acceptable to cut down on pages needed for this response.

RE: Attachment 2 – Section L Instructions to Offerors,
