About this file
This document is a Statement of Objectives (SOO) for a federal contract opportunity to replace existing water mains, valves, and fire hydrants at Goodfellow Air Force Base in Texas.
The SOO outlines the project scope to include providing all labor, materials, and associated design work to install new 8-inch and 12-inch C-900 water mains and service lines, as well as replace existing valves and fire hydrants. The work involves demolition, excavation, trenching, pipe installation, paving/concrete repairs, and landscaping restoration. Key submittal requirements include as-built drawings, test results, traffic plan, and disposal/recycling reports. The contractor is responsible for all quality control testing at no additional cost to the government.
This SOO is related to a pre-solicitation for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite Delivery/Indefinite Quantity (IDIQ) contract at Goodfellow AFB, which is set-aside for certified 8(a) business concerns. The contract has a $750,000 guaranteed minimum and a $25 million maximum over the base period and four option years.
