Task Order #4 5 Sep 2010
MA-SASC Task Order:
Performance Work Statement on
Monitored Panic System (Vindicator System), Buildings 315 and 317
1. Project Scope: To supply all necessary components and labor required to install a multi zone panic system for the receptionist, command section, military justice section and the court house that will interface with the existing base Vindicator System at Sheppard AFB, TX. The design and installation shall provide state-of-the-art technology monitored panic system for legal personnel to security personnel. All installed cabling must meet Air Force quality, safety, and installation standards.
2. Panic System Requirements for Legal Office at SAFB:
2.1.1. Provide all labor and materials to connect the receptionist and judge in separate buildings that are within close proximity to the existing base Vindicator duress alarm system.
2.1.2. Unit will contact Security Forces via the base Vindicator duress alarm system to notify security forces to dispatch in the event of safety/security issues requiring law enforcement response.
2.2. Unit Specifications.
A. Compatibility: Unit will need communications cable installed to from the duress alarm
(panic buttons) in the facility to connect to the existing Sheppard AFB Vindicator system.
B. Capacity: Four panic buttons to be installed at the front desk, military justice and command section of Building 315, fourth button to be installed on judge’s bench in Building 317.
C. Dry Contacts: Based on current Vindicator system requirements.
D. Range: Range from sensors to control panel is up to 1.7 miles depending on local site conditions (based on current Vindicator system requirements).
3. Electrical Work and Building Modifications:
3.1. The contractor shall provide any required electrical work and building modifications necessary for system operation.
3.2. The contractor shall install communication cable between duress (panic buttons) and base Vindicator equipment.
4. System Training and Documentation:
4.1. System shall be tested by contractor with the approval of appropriate SAFB personnel.
4.2. A minimum of two (2), training sessions on all equipment shall be conducted for personnel to familiarize them with operation and maintenance of the system.
4.3. Training materials, including user manuals, shall be duplicated and distributed for usage and future training.
4.4. A one-year warranty shall be provided from the date of acceptance on all installation-related cabling and workmanship.
5. Preventative Maintenance Inspections (PMI) and Service Plans:
5.1.
A: Quarterly operational checks of the equipment shall be conducted for a period of one
(1) year to ensure equipment is in optimum working condition. This includes services such as checking battery power, cleaning contacts, and communication testing.

CLIN Description 0001 Design and provide all labor and materials to provide Vindicator duress alarm connectivity between Buildings 315 and 317, the existing Vindicator alarm system and the Law Enforcement Desk at Building 2118.
0002 Provide a minimum of two training sessions to familiarize users with the operation and maintenance of the system and a minimum of two hard and soft copies of any manufacturer’s information on the installed system
