MA-SASC Task Order:
Performance Work Statement on
Building 622 Dormitory Security/Surveillance Systems
(364 TRS/TRR)
REQUIREMENTS:
364 TRS has a requirement to install an Internet Protocol (IP) based, private video surveillance system in our Non-Prior Service (NPS) student housing area, Building 622. The system shall include wired IP cameras with Power-Over Ethernet (POE) capability, network video recorders, monitoring station with high definition displays capable of displaying multiple areas, and Uninterruptable Power Supply (UPS.) The system shall have the capability to display and store high quality video images for a period of 7-14 days, 24 hour coverage (168-336 hours storage).
The system shall also be expandable to accommodate future planned surveillance projects in Bldg 622 that will enable maximum camera coverage in each dormitory. Future projects will provide full surveillance coverage in all interiors (100% of remaining hallways, entrance to every stairwell), and all exteriors (sides of buildings and courtyards). Note that the government requests pricing on these future anticipated projects as option line items as shown below and in the solicitation in the event funding is made available to purchase these future projects. All computers, cabling and switches used in the system must meet current Air Force configuration standards. The system shall include initial user training and include a 1-year maintenance agreement for all installed equipment.
This system shall cover the facility areas as detailed below.
“Base” CLINS
Exterior: Front, sides and rear of building (to include “blind spots”); Outdoor common area consisting of covered picnic area and sand volley ball court, as indicated on the Exhibit 1 “364 TRS SAFB Building 622 Layout.pdf.”
Interior: All entrances/exits to/from the facility (interior cameras only); commercial computer access area on Floor 1; laundry rooms on Floor 1; Day rooms on Floor 1; central hall ways on Floor 1, to include central/lobby/atrium areas and entrances to all 1st floor stairwells.
Contractor shall design the system based on the building diagram in the Exhibit 1 “364 TRS SAFB Building 622 Layout and Coverage Areas.pdf.” A site visit will be conducted in conjunction with the overall MA-SASC site visit. The date/time for this site visit will be announced on the FedBizOps website where the MA-SASC soliciation is posted. The purpose of the Dorm 622 portion of this site visit is to ensure interested contractors are familiar with the physical layout of the facility and to determine where cameras and related equipment should be placed to meet or exceed requirements.
Contractor shall provide all necessary system design elements. All required equipment, software, hardware; cabling and electrical connections shall be provided and installed by the contractor.
Contractor shall be responsible for complying with any other requirements set forth in the MA- SASC contract, and for coordinating all installation permits and facility modification/construction requests through 82 Civil Engineering Squadron (DS2) and/or Base Security Forces.
“Option” CLINS
Interior: Tie into commercial computer access area on Floor 1 installed with “Base” CLINS;
laundry rooms on Floors 2-4; Day rooms on Floors 2-4; central hall ways on Floors 2-4, to include central/lobby/atrium areas and entrances to all stairwells.

82d TRW MĀ-SASC AiT DORMITORY REQUIREMENTS
INTRODUCTION: The purpose of this paper is to provide standardized requirements for cameras, public address systems, alarms, and accountability in the AiT dormitories.
DISCUSSION:
- Scope is limited to the 6 AiT dormitories, 3 dorms currently have some level of surveillance -- Need to address sister service dormitories and T-Flight
- Goal is to provide a standardized level of security in each dorm that is scalable -- Built in phases, with compatible equipment -- Integrated with other networked systems if required -- Maintainable by single contractor
- Data recorded for evidentiary purposes only, computer and data stored in a secure location -- Cameras serve as a deterrent to inappropriate actions -- No real time monitoring, due to lack of continuity, consistency, and training -- Access to data limited to Squadron Leadership and MTLs – think YouTube -- Data retained at least 5 days, more if recommended and affordable
REQUIREMENT PHASES
- Phase 1 – Minimum camera coverage in each dormitory -- Main entry, 1st floor main thoroughfares, 1st floor exits, and CQ area
- Phase 2 – Maximum camera coverage in each dormitory -- Interior – 100% of remaining hallways, entrance to every stairwell, and laundry rooms -- Exterior – sides of buildings and courtyards
- Phase 3 – Public Address System, coverage throughout dorm for mass notification -- Must comply with Unified Facility Code, integrate with Giant Voice -- Comply with Installation Warning System Plan
- Phase 4 – Alarms for unauthorized exits and emergency situations
- Phase 5 – Student Accountability – similar to DBIDS, real-time verification of occupants
EITDR – all PWS for dorm systems must contain this clause
- "Contractor will meet all government certification and accreditation requirements for information technology (IT) systems in accordance with DoDI 8510.01, DoD Information Assurance Certification and Accreditation Process (DIACAP) and AFI33-210, Air Force Certification and Accreditation (C&A) Program (AFCAP). The system must receive an Air

Force (AF) Approval to Operate (ATO) through the Designated Accrediting Authority (DAA) upon delivery."
COMM REQUIREMENTS
- All cabling must be coordinate with 82 CS for base standards
- IP cameras on copper CAT 6 cable, cannot exceed 300' in length
- Switches must be IPv6 compatible and CISCO
- Switches must be in a Comm cabinet and copper cables will be punched down to patch panels and then jumpered to the switch.
- Computers must have current version of FDCC 2.4
- All DoD and AF comm and industry standards for communications equipment and cable installation must be followed.
RECOMMENDATION
- Phases prioritized by Senior Leadership -- Advocate wing level funding of each phase to ensure standardization in dorms -- Phases 1 and 2 combined if funding allows -- Utilize phase approach to minimize man-hours for EITDR, project management, contracting, etc. versus one dorm at a time with actions repeated by multiple personnel, multiple dorms
