Description of the Requirement

The 338th Specialized Contracting Squadron (SCONS), at Joint Base San Antonio (JBSA) –

Randolph, Texas (TX), is seeking inputs/concerns from industry on the approach of distinct and separate service areas regarding non-personal BOS services at Vance AFB in Enid, Oklahoma

(OK).

This requirement involves providing mission support for the 71st Flying Training Wing (FTW) located at Vance AFB, OK. The 71st FTW supports one wing, with a permanent party population of about 2,150 and roughly 3,100 additional beneficiaries of installation services. The wing exercises stewardship over an installation comprising $312.7M in assets, 294 facilities and three runways on 2,123 acres. Additionally, the requirement includes Kegelman Auxiliary Airfield

(AAF), near Jet OK, comprising $10.6M in assets, 34 facilities and one runway on 1,066 acres.

The historical North American Industry Classification System (NAICS) code for the requirement is 561210 - Facilities Support Services, and the applicable small business size standard is $38.5 million average annual gross receipts. However, for purposes of this RFI Notice, the NAICS codes and associated small business size standards below will be used for the specific functions referenced in the questions below. Small Business Information

The Government reserves the right to determine whether a Small Business (SB) set-aside is appropriate for this acquisition based on responses to this notice. In order to support a Government

SB set-aside determination, interested SB concerns must provide sufficient written information to indicate their capability to successfully perform any the distinct functional areas of this magnitude.

Large Businesses provide for the significant use of small and small disadvantaged business subcontractors known as Small Business Subcontracting. As of this posting, the most current

Department of Defense subcontracting SB goals are indicated as follows: Total SB (33%); Small

Disadvantaged Businesses (5%); Woman-owned SB (5%); Service-disabled Veteran-owned SB

(3%); and HUBZone (3%). Subcontracting percentages and the basis of recommended percentages are requested if the above percentages are inappropriate.

Acquisition Information

The magnitude of this requirement is between $400M and 900M. The Government is contemplating a multiple year contract(s) with a total life cycle of 5 to 10 years; 60-day mobilization period, 5-year base with up to five 1-year incentive option periods. The tentative solicitation issue date is July 2019, however, this date is subject to change. The Government anticipates issuing a single Request for

Proposal RFP and awarding no more than (6) six hybrid contracts with both Firm Fixed Price and

Cost Reimbursable CLINs. The Government will conduct a source selection IAW Federal

Acquisition Regulation (FAR) Part 15 and any applicable supplements. The Government will post information regarding this solicitation [e.g. the draft Performance Work Statement (PWS) and the draft (RFP)] on the Federal Business Opportunities website (www.fbo.gov), as soon as it becomes available. Information contained in this RFI is subject to change. It is the responsibility of prospective Offerors to check this site regularly for any changes or updates.

Requested Information

The 338th Specialized Contracting Squadron is looking for Small and Large Businesses who are interested in the Vance AFB Base Operations Support (BOS) contract.

1) Based on our Market Research, the Government is contemplating (6) six distinct and separate service areas (as noted above) within the Vance AFB BOS requirement.

Contractors could propose on up to 5 contracts (see question #2). We are seeking further inputs/concerns from industry on this approach.

a. Provide specific concerns you have regarding your company’s ability to perform specific functions and processes, including risk areas, and challenges.

b. Provide any benefits/concerns you see in the Government’s approach to potentially awarding up to 6 contracts in support of Vance BOS.

c. Do you believe this approach could facilitate Small Business participation?

2) The Government is contemplating adding a stipulation to the award of the

Purchasing/Contracting function of the Vance AFB BOS requirement, specifically, the contractor awarded the Civil Engineering function could not be awarded the

Purchasing/Contracting function.

a. Would this mitigate any potential conflict of interest in the development and execution of projects?

b. Would this potentially create any areas that may be a conflict of interest?

c. Could this create any efficiencies or inefficiencies in the execution of projects?

3) The Government is contemplating a multiple year contract with a total life cycle of 5 to

10 years (60-day mobilization period, 1-year base + four 1-year option periods) with up to five 1-year incentive option periods. Would this deter you from proposing?

a. As a prime?

b. Participating a teaming partner/joint venture?

c. Please provide any concerns/benefits you see with this approach.

4) The Government is also contemplating, in place of the Purchasing/Contracting function, creating a stand-alone, contract Installation Management function (A&AS contract) to support base operations and management functions to include: financial management, asset management, real property, housing management, purchasing, and quality control.

The A&AS contractor would provide liaison support between the contracted base functions and government-run base functions, leadership and the Air Force program offices to ensure sustainment operations are within Air Force standards. A notional structure is below for your reference.

a. Please provide your thoughts, concerns, benefits, or risks on this approach.

b. Are there any other management functions you believe could be added in this

A&AS support approach from the 5 remaining functions?

Ella Smith at ella.smith.2@us.af.mil as soon as practicable, but no later than 12:00 p.m. CST on
