L.3.1.5.1 does not say if this is only for Luke/Gila Bend or if another Phase-in Plan is required for Holloman. Because of the different status of Holloman, i.e. no incumbent staff, new operation and how much will be already set up there will be additional tasks required and the duration of some tasks like training will be much longer that at Luke/Gila Bend so the time line charts will also be different.Is a separate and distinct Phase-in Plan with its own unique timeline required for Holloman?Holloman will be reserved for a later date/time.
