AIR COMBAT TRAINING SYSTEM
APPENDIX 1 TO ATTACHMENT 1 - DEFINITIONS AND ABBREVIATIONS
APPENDIX 1
DEFINITIONS AND ABBREVIATIONS
DEFINITIONS
Access Road: Improved or unimproved road of any type. An access road may require to be cleared of snow depending on the means of transportation used.
ACOUSTISCORE: A system for scoring strafing passes. It consists of an electronic rounds counter located in the main scoring tower activated by transducers situated in the strafe pits. The system is used in conjunction with strafe panels to count the number of hits on the targets.
ACTS: Air Combat Training System
ACMI: Air Combat Maneuvering Instrumentation
Aerospace Expeditionary Force Exercise: Multi-unit, multi-service, "mini-Red Flag" type exercises designed to provide the participating units an opportunity to experience large strike package employment while flying out of home station aerodomes.
Aggressor: Opposing forces in an exercise.
Aircraft Instrumentation Subsystem (AIS): Externally mounted ACTS pod.
Aircraft Instrumentation Subsystem Internal (AISI): Internally mounted ACTS pod
Ajo General (Civilian) Aviation Corridor: An Air Force corridor through Barry M. Gold-water Range (BMGR) airspace that allows civilian aircraft to transit using a specific route. Passage is made between the Gila Bend AZ and the Ajo AZ Municipal Airports.
AMBER: System degradation. Reduction or limitation of equipment capability or performance, but not to the degree the equipment is operationally unusable (Partially Mission Capable [PMC]).
Ancillary Equipment: Equipment associated with the fulfillment of the ACTS mission at all operating locations.
Annual: Once each year.
“At no additional cost to the Government”: synonymous with “within the fixed price”
Automated Weather Observing System: A modular system using a central processor which may receive inputs from several sensors. Sensor measurements include barometric pressure, wind speed and direction, temperature, and dew point. The output of the AWOS can be via radio, telephone dial up, or modem output to a remote terminal.
BERM: An obstacle raised above surrounding ground level. In the strafe pits it will be constructed of salvaged tires and wood and then covered with earth. This construction combination will be used to protect acoustiscore transducers (microphones).
Blue Forces: Designation of friendly forces in an exercise; usually comprised of the primary deployed unit and other smaller units functioning as squadrons. Also see White Force and Red Force
Cannibalization: The authorized removal of a specific component(s) from one item of Air Force property for installation on another item of Air Force property to meet requirements, with the obligation of replacing the removed component(s).
Charter Carriers: Air carriers under agreement to any department of the US Government. This agreement may be an oral or written contract and the rates will equal those on file with the Civil Aeronautics Board.
Civil Aircraft: All non-Government aircraft (domestic and foreign) other than contract and charter carrier aircraft.
Class A Range: A manned range with scoring capability from the ground. It has a Range Control Officer (RCO) who controls aircraft using the range.
Class B Range: A controlled range, when it is not manned, that has a scoring capability from the ground but does not have a Range Control Specialist (RCS) on the ground who controls aircraft using the range.
Clearance: USAF responsibility which includes policing of Explosive Ordnance Disposal (EOD) designated target area residue and transporting it to the EOD holding area on the BMGR.
Clip Board: A tool used in the strafe pits to check the continuity of the acoustiscore system after it has all been hooked up and turned on.
Closed Range: A range where aerial operations and weapons delivery are prohibited. Ground operations of Range Maintenance, Security Police, or other support personnel may be allowed upon approval of Range Operations.
Cold Range: An open range which has no activity scheduled or in progress. Entrance by Range Maintenance, Security Police, or other support personnel may be allowed upon approval of Range Operations, or the RCS at the nearest manned range.
Commercial Industrial Practice: Those practices which are widely followed and accepted by DoD and industry as standard operating methods for the administration, technical operation and maintenance of equipment and facilities.
Communications-electronics-meteorological & navigational aids (C-E-M & NAVAIDS): Refers to all electronics systems and equipment, including associated systems and equipment, other than the radar systems.
Contract Task: A task the contractor is required to perform or a service the contractor is required to deliver. These are normally identified in the PWS beginning with “the Contractor shall ”.
Contractor Operating Instruction: A Contractor-developed, Contractor-provided publication, which provides procedures for performing a contract task.
Contracting Officer: A duly appointed officer assigned the responsibility to enter into or administer a specific contract and authorized to accomplish contractual actions within the scope of the contract and limitations of his/her warrant. He/she must ensure that the contract requirements are fulfilled.
Contractor Supported Property: Government furnished property for which the contractor provides parts, materials, calibration, etc. as necessary to ensure operation or serviceability.
COR: Contracting Officer Representative
Data Record Device (DRD): Also known as ‘Puck’. Mission storage device for input into the P5 pod.
Used to record mission data for post mission construction.
Data Merge Device (DMD): Computer used to merge DRD mission data for post mission replay. Also, allows the merge of DRD data with ‘Live’ mission data.
Dedicated Position: A contractor employee who performs only the tasks directly relating to the position in which they were hired
Deficiency: Anything that adversely affects the quality of work, not up to normal standards
Degradation: To pass from a higher grade or quality to a lower grade or quality.
Delayed Maintenance. Maintenance that can be delayed without damage to the vehicle/equipment, comprising safety standards, or preventing the vehicle/equipment from being used for its designed function.
Deployment: A movement of ACTS equipment or associated ancillary/support equipment requiring maintenance/operations support at a location other than the 'primary' ACTS location.
Depot Level Repair: Includes equipment / systems and their subassemblies, which do not have SMR codes or the Repair Code portion of the SMR code, is “D” or “L” IAW T.O. 00-25-195. Such repairs can require the employment of techniques and skills common to the electronics service industry such as but not limited to the following: Testing and troubleshooting to the lowest possible level which may ultimately result in the requirement for the replacement of the minutest discrete component including electrostatic sensitive devices, multi layer board repair, laminated printed circuit board repair including wiring traces and runs, cable fabrication, back plane wiring and replacement or repair of complex mechanical devices/components. This definition will not be construed to be limiting in nature, and only those end items / assemblies / subassemblies which require repair in excess of 75% (percent) of their replacement cost or are, otherwise determined to be, non economical to repair will be condemned as determined by the Government On-site manager.
Depot Maintenance: Those tasks beyond the capability of the organizational - and intermediate-level maintenance facilities. (Selected AN/TPT-T1- LRUs are designated “depot repair only”). Depot level normally includes major maintenance such as: printed circuit board fabrication, fabrication of wiring harnesses, and chassis repair. Depot maintenance also includes radome replacement.
Discrepancy: Anything that doesn't meet contract specifications
Documentation: (Used interchangeably with the terms: records, data, material, documents). The papers, maps, photographs, magnetic storage media, or other documentary materials, regardless of physical form or characteristics, made or received by the Air Force in pursuance of its legal obligations or in connection with the transaction of its business and preserved as evidence of its organization, functions, policies, decisions, procedures, operations, or other activities or because of its informational value.
Downtime: The period of time that an item is not operationally capable of being used for its intended purpose.
Due-In: The quantity of un-supplied items on requests submitted to higher supply echelons, or items not supplied by the Contractor.
Due-Out: An obligation assumed and recorded by any supply echelon to issue at a subsequent date a requested item that was not immediately available.
Electronic Combat: Includes all electronic countermeasures (ECM), electronic counter- countermeasures (ECCM), and electronic support measures (ESM).
Electronic warfare training: A generic term used to describe all activities/equipment related to the operation of electronic combat training programs
Electronics systems: Refers to all electronics systems and equipment, including associated systems and equipment, for which the contractor is responsible to manage, operate, and maintain.
Element of Expense Investment Code (EEIC). A code assigned to an item, which shows type of cost or resource being used.
Emergency: Any condition that could potentially injure personnel or damage equipment, facilities or the environment.
Emergency Locator Transmitter: A radio transmitter attached to the aircraft structure which operates from its own power sources on 121.5 MHz and 243.0 MHz. It aids in locating downed aircraft by radiating a downward sweeping audio tone, 2-4 times per second. It is designed to function without human action after an aircraft accident.
Emergency Repair: Defined as a breakdown, stoppage, or loss of critical system or equipment for which the Contractor has responsibility inasmuch that life or property is endangered or the mission impaired, if repair is not promptly accomplished.
End Instrument (EI): Orion Communication System radio interface.
Entry Authority List: List of authorized personnel allowed to enter site restricted areas.
Equipment: Non expendable items, which may be classified according to use, such as vehicle and test equipment. This definition does not include Real Property Installed Equipment (RPIE) and real property.
Equipment Authorized In-Use Details (EAID: Equipment authorization and issue listing.
Equipment Maintenance: Equipment maintenance includes all forms and levels of equipment upkeep from simple preventive maintenance and cleaning through complete inspection, assembly, repair, corrosion control, reassemble, adjustment and calibration as applicable. It includes the repair/replacement of component parts and subassemblies.
Expendable Item: Items which are consumed in use or which lose their original identity during periods of use by incorporation into, or attachment upon, another assembly.
Explosive Ordnance Disposal (EOD): That branch of the Air Force which specifically handles disposal of all explosive ordnance.
External Agency Support: Synonymous with Inter Agency
Facilities: Base CE supported buildings, Real Property, etc.. Occupant / user is required to perform minor maintenance (occupant maintenance). Also see Structures, Shelters
Fiscal Quarters: First quarter, 1 Oct–31 Dec
Second quarter, 1 Jan–31 Mar
Third quarter, 1 Apr–30 Jun
Fourth quarter, 1 Jul–30 Sep
Fiscal Year: 1 October to 30 September.
Fixed Threat Systems: Relocate within one week given two weeks notice. Examples of “Fixed” systems include AN/MPQ-T3, AN/MST-T1V, and other large trailer-type systems.
Flame Out: Unintended loss of combustion in aircraft turbine engines resulting in the loss of power.
Flare: A target illumination device dropped from an aircraft at night, to allow visual acquisition of the target with resultant visual attack capability. Also, a bright source of infrared energy dropped from aircraft used for decoying air-to-air and surface-to-air missiles.
Flight Plan: Specified information relating to the intended flight of an aircraft that is filed orally or in writing.
Foul Line: The foul line is a 2,000 foot long line of tires on an approximate 30 degree angle facing toward oncoming aircraft. The line is two grader blade widths wide in front of and behind the tires. The foul line is in front of the strafe targets and is bladed on a monthly basis. The tires are removed annually or as required for the removal of vegetation and reshaping of the slop due to erosion.
Functional Director (FD): The government official who retains responsibility for the actual performance of a given service whether it is performed in-house or by contractor.
Governing Publication: All official publications, regardless of inclusion or exclusion in this contract, which serve as a precedent or deciding principle.
Government Furnished Equipment (GFE): Equipment furnished by the Government to the contractor with the intent of reducing the cost of the contract.
Government Furnished Property (GFP): The property in the possession of, or acquired directly by, the Government and subsequently delivered to or otherwise made available to the Contractor, as well as property acquired by the Contractor in support of a contract in which title shall pass to the Government.
Government Supported: GFP, as defined, for which the Government will provide parts, materials, calibration, etc. as necessary to ensure operation or serviceability.
GREEN: Equipment operates as designed and output(s) meet technical Order/Commercial Manual specifications. (e.g. Fully operational with no reduction or limitation of capability (Fully Mission Capable (FMC))).
Hard Target: Salvaged vehicle or aircraft with all subsystem components intact. Armor plated vehicles are also included.
Hazard Abatement: Action to eliminate or permanently reduce a safety, fire, or occupational health deficiency by coming into compliance with the applicable AFOSH/OSHA standard or other safety or health guidance.
HIGH TRAFFIC FLOW AIRCRAFT. USAF aircraft that operate daily on the BMGR.
High Activity Aircraft (HAA): ACTS AIS podded aircraft identified as such via the SOC. ACTS receives and processes all high activity aircraft events for mission capture and aircrew debriefings. Also see Low Activity Aircraft (LAA).
Hot Range: An open range with aerial activity. Ground activity is authorized only by the (RCO) (Class A Range) or Range Operations ( Tactical Range.)
Hung Bomb: Ordnance that failed to release from aircraft when selected by aircrew to release. Also called hung ordnance.
In-Flight Emergency (IFE): An emergency condition of the aircraft that makes continued flight hazardous.
Infrared Target: Man-made target item located in a specific area used for dry passes with infrared capable munitions or infrared sensors.
Instrument Flight Rules (IFR) Conditions: Flight conditions that require Instrument Flight Rules.
Weather conditions below the minimum for flight under Visual Flight Rules (VFR).
Initial Inventory: The dollar value of the physical inventory of the storeroom account at the beginning of an accountability period. This must be the same as the closing inventory value of the preceding accounting period, or Zero if the account is new.
Integrated Communications Switching System (ICSS): A system designed to provide access to multiple forms of communications such as GATR radios, LMR, telephone, intercom, etc. from Operator Position Equipment (OPE) or Denro ® switch consoles. Consoles can be programmed individually to limit access or capability
Intermediate Level Maintenance: The level of maintenance consisting of those off-equipment tasks normally performed using the resources of an operating command at an operating location or at a centralized intermediate repair facility.
Job Control: Alternate name for a Maintenance Control Center.
Key Personnel: Contractor personnel of which an extended absence or vacancy would adversely affect management or supervision of key areas, which are integral to the overall satisfactory performance of the mission.
Land Mobile Radio (LMR): Ground communications network used by the Government and the contractor. LMR consists of various repeaters, hand-held radios, base stations, etc.
Lateral Redistribution (Support): The transfer of control, use, or location of material between organizations, sites, or activities within the military services.
Licensed Vehicle Operator: Personnel who meet the State requirements for a valid driver’s license to operate general-purpose vehicles. For all other vehicles, personnel must receive proficiency training and be certified by someone that is already qualified on the equipment the trainee is required to operate.
Light Gun: A hand held directional light signaling device which emits a brilliant narrow beam of white, green, or red light as selected by the tower controller. The light gun is used for controlling traffic operating in the vicinity of the airport and on the airport movement area.
Line Item: A complete descriptive entry on any document, including the quantity, unit of issue, stock or part number, and all data necessary to positively identify a specific article.
Line Replaceable Unit: Unit/module/subassembly that is a self-contained plug-in or fastened unit, to which a system fault can be isolated.
Live Ordnance: Live ordnance includes high explosive 2.75” and 5” rockets, MK 82 and MK 84 GP bombs containing high explosives, flares, 20mm, 30mm, and 40mm (grenade) ammunition. Live ordnance is only authorized to be dropped on or fired at one designated hill on each of the three tactical ranges.
Low Activity Aircraft (LAA): Aircraft identified as such by ACTS. ACTS receives and processes information from the search radar providing aircraft position only.
Live Virtual Constructive (LVC): A system or subset of systems which facilitate the function of integrating flight simulation information and/or communications transmissions with real-world operations.
Maintenance/Maintenance Support: All actions necessary to ensure the equipment, system, unit, item, etc.
meets operational or serviceability requirements established by technical publications / directives.
Maintenance includes but not limited to; preparing for operation, moving, shipping, relocating, installing, grounding, re-establishing connectivity, and any preparations necessary for equipment / system to function as designed.
Maintenance also includes troubleshooting, inspecting, removing, repairing, reinstalling, servicing, calibrating, corrosion control, parts / components replacement, overhaul (select equipment), Time Compliance Technical Orders (TCTOs), command modifications, PMIs, and the documentation of such maintenance actions..
Maintenance Control Center (MCC): A single control center for all maintenance activities
Maintenance Services: Maintenance (scheduled and unscheduled) and management necessary to satisfy the operational requirement of the using organization. This includes repair, lubrication, data gathering and submission, corrosion control, and the maintenance and dissemination of logs, records, and forms. It also includes Contractor in-plant technical support necessary to resolve equipment malfunctions. In-plant support is the engineering necessary for restoration of mission capability.
Mandatory Publication: A mandatory publication is one in which compliance by the Contractor is mandatory. If a mandatory publication requires compliance with one or more publications, or parts of other publications, the referenced publication or referenced part(s) are binding to the Contractor as they apply to the original mandatory publication.
Manned Threat Systems: Any electronic warfare threat system that requires a warm body to operate the system at a site location.
Mayday: The international radiotelephone distress signal. When repeated three time, it indicates imminent and grave danger and that immediate assistance is required.
Mean Time Between Failure (MTBF): The mean of the distribution of the time intervals between equipment failures. (Total operating time divided by the total number of failures.)
Mean Time to Repair (MTR): The mean of corrective maintenance time for each corrective maintenance action. (Total corrective maintenance time divided by number of events.)
Meteorological & Navigational Aid (METNAV): Refers to all meteorological and navigational aid systems and equipment, including associated systems and equipment.
Mishap: An unplanned or unsought event or series of events that result in death, injury, occupational illness, pollutant spill, or damage or loss of equipment or property. Loss of property includes fuel spills and other occurrences of a similar nature.
Mission: Any aircraft or flight of aircraft engaged in an authorized training activity.
Mission Lineup Utility (MLU): P5 Mission data utility used to build missions and DRD
Mobile Threat System: Any threat system that can be relocated within 3 hours (not including travel time) given a minimum of 3 hours advanced notice of potential relocation. An example of a “Mobile” EW system is the MOTES.
Natural Disasters: Predictable mishaps resulting from wind, snow, temperature extremes, water, or other “acts of nature”.
NAVAIR shelters: Interconnected trailer type facilities used to house communications equipment and ACTS equipment. Includes all supporting peripherals such as, power cables / panels, Environmental Control Unit (Heater / Air conditioner), etc.
Non-Compliance: Failure to meet the requirements of the contract.
Normal Duty Hours: Identified via the PWS for specific sites usually 0700 to 1600 Monday through Friday except approved holidays for base populace.
Normal Operations: Normal Operations are synonymous with day-to-day aircrew training. Such training consists of small flights of aircraft with each flight having its own unique training goal. Individual aircrew training requirements are based upon training objectives as well as the current world threat(s).
Occupational Mishaps: Situations involving injury or occupational illness to persons or damage to property as a result of Contractor operation.
Off-Equipment Maintenance: Maintenance tasks that are not or cannot be effectively performed on the weapon system or end item of equipment but require the removal of the component to a repair shop and the use of repair shop resources.
Open Range: A range open for weapons delivery (dedicated range activity.)
Operating Instructions: Written instructions that outline what and how procedures and requirements are to be accomplished.
Operations / Operations Support: The performance of required or requested contractor services (within the scope of this contract) that support aircrew training missions.
Operations support is preceded by equipment / system pre-operational checks, connectivity checks, settings and adjustments to ensure operational readiness and is followed by post mission support such as scoring, passing and editing data, aircrew debriefings, etc.
Pre and Post Support time does not reduce the defined Operations Support time. Operations Support times defined in this contract refers to the time equipment / systems, positions, functions, etc. are supporting aircrew training missions. Operations support does not include maintenance or maintenance time unless the operation was specifically designed to include contractor maintenance or maintenance time.
Organizational Level Maintenance: The level of maintenance consisting of those on-equipment tasks normally performed using the resources of an operating command at an operating location.
Package: A group of aircraft with various but related objectives. (e.g., AEFE AM package)
Phase-In: All tasks necessary for contractor to seamlessly assume responsibility for PARC O&M requirements (no interruptions in operations support). This period begins 30 days prior to contract start date.
Phase-Out: All tasks necessary for contractor to seamlessly transfer responsibility for PARC O&M requirements (no interruptions in operations support). This period begins 30 days prior to the last day of contracted services.
Plant: An installation in its entirety, including buildings, installed electronics equipment, utilities, power distribution systems and alternate/ emergency power production equipment.
Priority Response: Work that the Government desires to be performed outside of normal operations/maintenance times.
Profile: A definition including threat types, operator doctrine, and command and control methods.
Quality Assurance: Designated personnel responsible for monitoring the Contractor’s performance IAW instructions issued by the CO.
Quality Assurance Surveillance Plan (QASP): A written document used for quality assurance surveillance. The document contains specific methods used to monitor contractor performance.
Quality Control: Those actions taken by the contractor to ensure services meet the requirements of the
PWS.
Quarterly: Every three months. (See Fiscal Quarter)
Range Control: A manned facility providing control of all range activity, both air and ground, during the times the ranges / associated airspace are active.
Range Control Officer: An aircrew member responsible for monitoring all aircraft activity participating in activities at an air-to-ground bombing/gunnery range.
Range Period: A time block, normally 20-40 minutes duration, dedicated to a specific flying training mission comprising one or more aircraft.
Range Tracker: A person who scores weapons deliveries, maintains scoring systems, and performs target preparations.
Range Towers: Facilities used by the RCO and range crews to control range missions and score ordnance delivered either manually or electronically (DA-3H) Acoustiscorer. TOSS cameras are mounted on dedicated antenna towers on unmanned ranges.
Range Training Officer: An aircrew/weapons controller responsible for monitoring all aircraft that are participating in ACTS activities while within the Military Operating Airspace (MOA).
Real Property Facility: A separate, individual building or structure or other real property improvement to which a specific real property category code has been assigned. The assignment is based upon the functional purpose (use) of the facility.
Real Property Installed Equipment (RPIE): Equipment, which is permanently installed in a facility to support the function of that facility.
Red Ball: A 5-minute or less response requirement for parts or service. Normally used for AIS pod requirements on aircraft waiting to launch.
Red Forces: Units that participate in missions/exercises as hostile forces. Also see White Force and Blue Force.
Reconciliation: Ensuring assets listed are on-hand, ensuring assets on-hand are listed, and correcting any deviations or discrepancies.
RED: A total system or equipment outage. A reduction or limitation of equipment capability to the extent the equipment is operationally unusable (Not Mission Capable (NMC).
Refuse: The thrown aside or left as worthless or useless part of something.
Repair: Restoration of a real property facility, or components thereof, to such condition that it may be used effectively for its designated purpose, by overhaul, processing, or replacement of constituent parts or material that have deteriorated by action of the elements or wear and tear and which cannot be corrected through maintenance. Repair includes restoring or replacing components of facilities damaged by fire, storm, explosions, the elements and other disasters.
Repair Cycle Asset: Items with supply ERRC designators XD1, XD2, and XF3 which can normally be repaired economically, either by base or depot maintenance.
Replacement Codes: The maximum amount (in dollars) that may be spent on a particular vehicle for repairs at one time on a work order. Includes the cost of labor and replacement parts. Replacement codes are printed on the vehicle master list as a quick reference indicator to show vehicles that have low One Time Repair limits and how much of the anticipated vehicle serviceable life remains. Vehicles in replacement code A-J are near or at the end of their serviceable life. Replacement codes are also important criteria for justifying disposition and replacement of vehicles.
Risk Assessment Code: An expression of the degree of risk in terms of hazard severity and probability of occurrence.
Routine Maintenance: The recurring day-to-day work and non recurring work required to keep real property, RPIE, electronics, and other equipment in such condition that they may be continuously used to their maximum designed capacity and efficiency.
Safety Inspections: The process of determining compliance with standards and mishap prevention elements through observations.
Scheduled Maintenance: Preventive maintenance inspections and servicing that are accomplished annually, semiannually, or at other routine intervals based on criteria in applicable technical manuals or manufacturer’s manuals. Due dates allow for scheduling that will ensure maintenance is complete prior to the due dates. Provides detection and correction of minor defects before they develop into major defects.
Semiannual: Twice a year.
Semi-mobile Threat System: Any threat system that can be relocated within 3 hours (not including travel time) given a minimum of 12 hours advanced notice of potential relocation (i.e. AN/TPT-1(V) not mounted on a trailer at the time of request).
Shop Stock: Assets that can be used on a broad range of equipment for a broad range of uses. Example:
nuts, bolts, O-rings, etc.
Shelters: Contractor maintained buildings. Includes generator sheds, survival shelters, S-250 and S-280 shelters, CONEX shelters, NAVAIR shelters, etc. Also see Facilities and Structures.
Smokey SAM: LMU-24 Surface-to-Air Missile simulator
Sound Industrial Management Concepts & Practices: Those management concepts and practices that are generally accepted as industry standards. Also, practices and concepts related to the individual trade and manufacturing business.
Special Marking: Any marking authorized in accordance with TO 36-1-3 of special significance to a particular user.
Special Operations: Special Operations focus on unique events or aircrew training needs. Special Operations include, but are not limited to: Aerospace Expeditionary Force Exercises (AEFE);
Operational Readiness Evaluations (ORE); Operational Readiness Inspections (ORI); Combat Search and Rescue (CSAR) missions; and other significant events. These operations are planned and scheduled in advance and may require extended hours support or a special application of ACTS systems.
Spot Paint: Any area where paint has blistered or bare metal is showing, and when there is 10% or less paint degradation over the entire RPIE item.
Squawk: A term that denotes the assignment of a specific IFF/SIF transponder code.
Structures and Shelters: Contractor maintained building / towers. Includes antenna structures, TOSS towers, CONEX shelters, NavAir shelters,etc. Also see Facilities.
Surveyed Aiming Points (SAPs): The SAPs are precisely surveyed points within the target area, which provide a reference point for each target.
Tactical Range: An unmanned aerial gunnery/bombing range with pre-designated realistic targets, remotely scored by Television Ordnance Scoring System (TOSS). Ground and air activity is authorized only by Range Operations.
Technical Orders: Technical publications which outline procedures and standards for operating, maintaining, or repairing Air Force weapons systems and other equipment.
Technical Order Complete: A condition whereby all material, components, accessories and hardware listed in the technical order, as required for or supplied with a set, are on hand and identifiable
Test Measurement Diagnostic Equipment (TMDE): Test Measuring and Diagnostic Equipment (Laboratory) synonymous with Precision Measuring Equipment Laboratories (PMEL).
Time Compliance Technical Order (TCTO): Equipment modification, which must be accomplished within a specified period of time.
Tracking Instrumentation Subsystem (TIS): ACTS ground receiving and transmission stations.
Transducer: An omnidirectional microphone receiver that senses acoustic energy in a defined area of the strafe pit.
Unmanned Threat Systems: Includes all threat systems that are remotely controlled and an individual is not collocated with the system.
Unscheduled Maintenance. Any maintenance and/or repair required on a system that is not planned or scheduled.
Up-Time: That period of time where a system or piece of equipment is capable of performing minimum essential functions, as required.
Vehicle: An item of equipment mounted on wheels, tracks, runners, rollers or any combination of the above which is designed for highway and or land operation which derives power from a self-contained power unit or is designed to be towed by and/or used in conjunction with such self-propelled equipment.
Very High Frequency Omnidirectional Range (VOR) Station: A ground based electronic navigation aid transmitting very high frequency navigation signals, 360 degrees in azimuth, orientated from magnetic north. Used as the basis for navigation in the National Airspace System. The VOR periodically identifies itself by Mores Code and may have an additional voice identification feature. Voice features may be used by Air Traffic Control (ATC) or Flight Service Station (FSS) for transmitting instructions/information to pilots.
Weather Advisory: A type of weather report notifying customers that weather is in progress which could affect operations. Examples are thunderstorms within five miles or surface winds exceeding 30 knots.
Weather Warning: A type of weather report issued by the Command Post via the crash phone giving notification that severe weather conditions are likely to develop during a specified time frame.
Weather Watch: A type of weather report or notification issued by the Weather Flight that weather conditions exist which have potential for severe weather.
White Force: Designation of the operation, maintenance, and intelligence staff during missions/exercise.

Work Order Residue: Parts removed from equipment but still needed, bench stock items deleted from the system but still needed on a less frequent basis, and parts ordered and received but unused.
