28. Page 16 of Section L Attachment 17 states “Offerors will send out PPPQs (Section J, Attachment 15) to each reference identified in the Past Performance Volume.” May we use completed PPQs from previous proposals and / or CPARs in lieu of Attachment 15 PPPQs as some of our clients who managed the projects are no longer

29. For the four past performance projects (“The Offeror shall provide a maximum of four (4) references” (Page 14, Section L), will design-build past performance be looked upon more favorably than bid-build given that “(i)t is anticipated that approximately 60% of all orders issued under this contract will be design/build” (Page 2, Attachment 2, MACC General Requirements)?

37. In Section L.3.2.2 No. 2, the key personnel section requires a Program Manager and Quality control manager. Are you requesting that these positions be full-time, on-site at JBA?
Not required to be full time, located at JBA. The designated program manager must be available when required to discuss, coordinate and answer contract questions. Likewise, the quality control manager must be available during project execution to discuss and enforce quality control plan, means and methods.

44. L.1.1 Participation states that proposals may be submitted by SBA 8(a) firms with an approved bona fide office in the Mid-Atlantic Region III. Please confirm that firms qualify to submit proposals if they have an office in at least ONE of six states listed in the region, and are not required to have offices in EACH of the states listed.
That is correct. Companies do not need to be operations in ALL Mid-Atlantic states.
45. L.1.1 Participation states that in order to submit a proposal for this solicitation, each business concern in a Teaming Agreement must be a small business under the designated NAICS size standard, and must also be a small business when combined in the aggregate of all teaming affiliates.
This requirement appears to treat prime/subcontractor teaming agreements between
Teaming Agreements and Joint Ventures must be in accordance with Attachment 17 Section L Paragraph L1.1 the 8(a) Prime offeror and its design and other subcontractors, with the same criteria/restrictions as companies forming a new entity as a Joint Venture. In a Teaming Agreement scenario, the Prime remains its own entity. Please reconsider this requirement by allowing 8(a) prime offerors to team with design firms of all size categories, including large businesses.
46. L.3.2.2 Technical Subfactor II: Staffing Plan, paragraph 3 lists key personnel disciplines required. Please confirm that key personnel can be provided by subcontracted entities and not just from the 8(a) Prime contractor.
Yes
47. Please confirm that in lieu of resumes, the requirement for key personnel qualifications will be satisfied by the submittal of the Personnel Skills Matrix.
Correct
48. Please confirm whether Construction Superintendents can be dual hatted as Site Safety Health Officers, or Quality Control.
Yes
49. Please clarify which full time on site key personnel are required for task orders performed under the contract.
See Answer to #37
50. L.4.2.2 Present and Past Performance Questionnaires. Will the government allow for the submittal of existing CPARS and PPQs obtained from previous proposals to be submitted in lieu of sending out new PPPQs to its clients for projects provided as references in Volume II?
See Answer to #2
51. L.5.0 Volume III – Contract Forms/Responsibility. Please advise whether or not the offeror is to resubmit Financial Resources as part of the Volume III package to be emailed in the final proposal submittal, or that simply stating the information was previously submitted in advance under d. Financial Resources will suffice.
Stating the information was submitted previously and referencing that submittal (time/date) is sufficient.
52. Under Box 10 on the 1442, item 11 says, “Contractors will be required to submit proposals on all Task Orders issued under the IDIQ.” This is contrary to the “Off Ramp” minimum proposal requirements identified in Attachment 4. Please clarify.
The Solicitation will be amended to correct this discrepancy. Directions in the “Off Ramp procedures” are correct.
53. Solicitation Page 7 says, TOs will “range between $500,000 and $15,000,000.” Section M, Past Performance, 5.2.2 Relevancy says, “Projects will be determined relevant if….magnitude of at least $100K and involves two or more trades.”
Would the AF consider larger value past performance projects?
Yes
54. Section 5 – TASK ORDER ISSUANCE PROCEDURES, 1.d., calls for MACC Contractors to include in their DB/TO proposal ; concept design drawings, sketches, outline specifications, design analysis and/or other documentation required in the TO Statement of Work.
This requirement creates unique complications when applied to the conditions of this project.
Most DB Contractors utilize design consultants that will absorb the cost of putting forth the estimating effort such as that required under this contract, however the magnitude of these TO’s constrain such effort.
Historically 65% of the TO’s for JBA is <$349K and 76% of the JBAB TO’s are also <$349K. This relatively low magnitude (for DB projects) applied to the bid to award ratio of most Contractors, limits the effort willing to be put forth by most Architectural and Engineering Consultants. The return on investing such proposal effort in relatively low magnitude DB projects is not apparent under these requirements. This low or no return on proposal preparation effort also applies to contracting firms with in-house design and engineering capability.
We respectfully request that review and consideration be given to these issues and that some relief to the DB TO requirements be granted.
If the request for proposal is a design build contractor must include the design costs in the proposal. Design costs must include the preparation of shop drawings, material and equipment selection, engineering calculations if required.
55. What are the submission requirements for the MACC . We checked under section L&M and other documents but there is no reference to the submission requirements .
Please reference Attachment 17, Section L and Attachment 18 Section M for all submissions and their criteria.
56. What are the various factors for submissions , Page limitations, font and Format , project size and within how many years for past projects submission , number of volumes for price and technical and copies , If electronic copies are needed , How the proposal has to be organized into various factors, evaluation criteria . If the past performance has to be sent directly to the client or can be with the submission. Is there a seed project or phase 1 and 2 selection?
Please reference Attachment 17, Section L and Attachment 18 Section M for all submissions and their criteria.
57. We would like to know if CPARs or Past performance evaluation in in NAVFAC and USACE- form D is acceptable
See Answer to #2
58. Please upload Attachments 17 and 18 (Instructions to Offerers and Evaluation Criteria).
We are not able to proceed with proposal preparation until these documents are provided.

Section M - Evaluation Factors for Award See Section J, Attachment 18, for complete Section M - Evaluation Factors for Award information.
59. Please provide attachments (a) “17 Section L - Instructions Conditions and Notices to Offerors 18 June 2020” and (b) “18 Section M - Evaluation Criteria for Award 8 June 2020” as listed on p. 55 of 70 of the solicitation. These attachments were not posted with the other documents on beta.SAM.gov.
Attachments have been uploaded to beta.SAM.gov in Amendment 1 to the solicitation. Posted 21 July 2020.
60. There is a bonding letter required to be submitted in the financial information package. The request does not identify a requirement for a minimum single task order nor aggregate bonding value for the overall contract. As this is listed as a $700M contract, should there be minimum values for single task order and aggregate bonding capacity required for a contractor to participate? From Section C of the Solicitation, task orders anticipated are from $500,000 to $15,000,000. Should the single task order bonding requirement for each contractor be a minimum of $15,000,000?
Bonding capacity letters need to show the company’s ability to obtain a $15,000,000 bond on a single task order.
61. The Past Performance requirement lists Past Performance Questionnaires (PPQ’s) as the allowable response for this section. Can a completed CPARS be substituted for this requirement? We have a few Government Contractual Entities that have been told that they are no longer allowed to fill out PPQ’s for contracts especially if they have already filled out CPARS for those projects.
See Answer to #2
62. If PPQ’s are the required submission for the Past Performance, can previously filled out PPQ’s by the client be submitted for this section?
See Answer to #2
63. The Past Experience section calls for task orders to be submitted that are greater than $100,000 in value. From Section C of the Solicitation, task orders anticipated are from $500,000 to $15,000,000. Should the minimum
Section M, paragraph 5.2.5.
value of task orders to be submitted for Past Experience be $500,000 or greater?
64. Is there a maximum and/or minimum number of contracts that the Air Force intends to award?
No, There is no target number of contracts intended to be awarded.
64. Can you please confirm that no pricing is required for this proposal? The solicitation include Section B- Supplies and Price/Cost with Unit Prices.
