Each reference shall be submitted on a PPI Sheet (Section J, Attachment 16) and shall cover actual work performed and not overarching contracts, such as Indefinite-Delivery Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPA), etc. (i.e., each PPPI shall only address one performance effort such as a TO for an ID/IQ contract, a call order off of a BPA, or delivery order). In accordance with FAR Part 15.305(a)(2)(iii), the Government will allow consideration of Contractor-defined key personnel who have relevant experience, including current employees and new hires proposed to support management of this contract to be evaluated as part of Past Performance.

(2) In addition, the Government may utilize references other than those identified by Offerors in evaluation of Offerors' Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this requirement rests with each Offeror. This information is required on Offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance.

The Government reserves the right to contact the references provided by the Offeror and any other references generated by the Government to discuss the Offeror’s past performance. The Offeror should make its best effort to send out a sufficient number of PPPQs to reasonably expect the CO will receive at least one questionnaire on each cited contract/work effort. Offerors shall not complete any information in PPPQs and questionnaires received directly from Offerors will not be evaluated. References will return completed questionnaires via email directly to the Contracting Officer and Contract Specialist, listed in Section L, paragraph 1.2, as soon as possible but no later than proposal due date. Once complete PPQs will be treated as source selection information in accordance with FAR Part 3.104.

The written consent(s) should be submitted as part of the Present/Past Performance Volume. Should the Offeror not submit consent, the Government will only discuss present/past performance information directly with the prospective subcontractor or teaming partner that is being reviewed. If there is an issue with the proposed subcontractor’s or teaming partner’s present/past performance, the Offeror can be notified but no details may be discussed without the subcontractor’s teaming partner’s permission.

Many companies have acquired, have been acquired by, or have otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant efforts or between conclusion of recent past efforts and this source selection.
