Contractor provided application is subject to Contracting Officer approval and must be compatible with JB Andrews intranet “Pentagon” network. The Government must be able to readily access all hosted project information.
The application to be used is TBD before award of the MACC.
The construction management system is a means of transferring technical documents between the Contractor and the Government.
Once Contractor application is approved by the Contracting Officer. Contractor shall provide access, rights and training as needed to the Government's construction management staff to successfully operate the Contractor provided application.
Paper media or e‐mail submission, including originals or copies, of the documents identified in Table 1 are not permitted. Contractor shall request approval of electronic File Format when the web‐based application is unavailable, non‐functional or specifically requested as an exception.
1.1. REFERENCES: Not used.
1.2. SUBMITTALS: All technical submittals and documents must be transmitted to the Government via the COR. Contractor shall provide access for use of the application to all individuals designated by the Contracting Officer. Project roles and system roles will be established to control each user's menu, application, and software privileges, including the ability to create, edit, or delete objects.
1.3. DEFINITIONS:
1.3.1. Submittal Definition: Shop drawings, product data, samples, administrative and close‐out submittals, and additional data required by contract, presented for review and approval.
Prepare and provide all submittals according to the requirements of this Section.
1.3.2. Types of Submittals:
1.3.2.1. Shop Drawings: As used in this Section, drawings, schedules, diagrams, and other data prepared specifically for this contract, by the contractor or through the contractor by way of a subcontractor, manufacturer, supplier, distributor, 01 33 00-2 or other lower tier contractor, to illustrate a portion of the work. Types are as listed in the paragraph 1.7 entitled "Schedule of Submittal Descriptions (SD)."
1.3.2.2. Product Data: Material such as illustrations, standard schedules, performance charts, instructions, brochures, diagrams, manufacturer's descriptive literature, catalog data, and other data to illustrate a portion of the work, but not prepared exclusively for this contract. Manufacturer installation instructions and certificates of compliance shall also be considered part of this type of data. Types are as listed in the paragraph 1.7 entitled "Schedule of Submittal Descriptions (SD)."
1.3.2.3. Samples: Physical examples of products, materials, equipment, assemblies, or workmanship, physically identical to a portion of the work, illustrating a portion of the work or establishing standards for evaluating the appearance of the finished work or both. Types are as listed in the paragraph 1.7 entitled "Schedule of Submittal Descriptions (SD)."
1.3.2.4. Administrative and close‐out submittals: Submittals of data for which reviews and approval will be to ensure that the administrative requirements of the project are adequately met but not to ensure directly that the work is in accordance with the design concept and in compliance with the contract documents. Types are as listed in the paragraph 1.7 entitled "Schedule of Submittal Descriptions (SD)."
1.3.3. Approving Authority: The person who is authorized to approve a submittal.

PROCEDURES FOR SUBMITTALS: Contractor shall provide and maintain computer hardware and software for the chosen application access throughout the duration of the contract for all Contractor‐designated users. Provide connectivity, speed, bandwidth, and access to the Internet to ensure adequate functionality. Neither upgrading of the Contractor's computer system nor delays associated from the usage of the chosen application will be justification or grounds for a time extension or cost adjustment to the Contract.
1.4.1. Contractor Personnel List: Within 20 calendar days of contract award, provide to the Contracting Officer a list of Contractor's personnel who will have the responsibility for the transfer, sharing and management of electronic technical submittals and documents and will require access to the chosen application. Project personnel roles to be filled in the chosen application include the Contractor's Project Manager, Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO). Personnel must be capable of electronic document management.
Notify the COR immediately of any personnel changes to the project. The Contracting Officer reserves the right to perform a security check on all potential users. Provide the following information:

The tablet computer must have a web‐browser, built‐in camera, and cellular data connectivity. Provide tablet computer with a rugged case suitable for use in a construction environment. The tablet computer must be fully charged and made available at all times for Government use to facilitate the input of construction data at the job site. After completion of the work, reset the tablet computer to factory default settings. The tablet computer remains the property of the Contractor and must be removed from the site. There are restrictions on use of WIFI on military bases. Cellular data connectivity and availability, and use of WIFI requires coordination with and approval by the Contracting Officer.

1,4.5. Information Security Classification/Identification: The chosen application must be used for the transmittal of the following documents listed in Table 1. Unless mentioned otherwise.
Table 1 ‐ Project Documentation Types provides the appropriate U and FOUO designations for various types of project documents. Construction documents requiring FOUO status must be marked accordingly. Apply the appropriate markings before any document is uploaded into the chosen application. Markings are not required on U documents.
As applicable, Table 1 also identifies which eCMS application is to be used in the transmittal of data (these are subject to change based on the latest software configuration). If a designated application is not functional within 4 hours of initial attempt, defer to the Submittal application and submit the required data as an
01 33 00-4 uploaded portable document (e.g. PDF), word processor, spreadsheet, drawing, or other appropriate format. Hard copy or e‐mail submission of these items is acceptable only if the contract management system application selected is documented to be not available or not functional. After uploading documents to the Submittal application, transmit the submittals and attachments to the COR via the Transmittal application.
For Submittals, select the following:

1.4.8.2. When submittal acceptability is dependent on conditions, items, or materials included in
01 33 00-9 separate subsequent submittals, the submittal will be returned without review.
1.4.8.3. Submittals of information not required as a submittal, or covering work for which the submittals have been returned as "approved" or "approved as noted" or "approved except as noted;
resubmission not required" will be returned without review.
1.4.8.4. Approval of a separate material, product, or component does not imply approval of assembly in which the item functions.
1.4.8.5. Work shall conform to contract specification. If a submittal is inadvertently approved that does not conform to a contract specification, the contract specification will govern.
1.4.9. Scheduling of Submittals:
1.4.9.1. The contractor shall be responsible for all scheduling, preparation and processing of submittals in coordination with the performance of the work so that work will not be delayed by submittal processing. Coordinate and sequence different categories of submittals for the same work, and for interfacing units of work, so that one will not be delayed for lack of coordination with another.
1.4.9.2. All product data submittals shall be provided within 30 calendar days maximum of the contract notice to proceed, unless indicated otherwise. All sample submissions shall be made within 30 calendar days maximum of the contract notice to proceed (NTP) through the electronic contract management system and shall include all entries required on the AF Form 66, Schedule of Material Submittals, unless indicated otherwise. All shop drawing submittals shall be provided, as a minimum, in such time that review and approval shall be accomplished a minimum of two weeks prior to construction on items included in the required drawings.
Required administrative submittals such as work plans, field test results, manifests, administrative items and other submittals, shall be properly submitted in the times as specifically required in the technical sections of the contract. If specific time requirements are not indicated in the contract, the submissions shall be in a timely manner and as necessary during construction performance. As a general requirement, unless stated otherwise, submissions of an administrative or close‐out nature, shall be made two weeks, 14 days, prior to start of construction on the item or items involved. The period of review is the same for both the submittal and re‐ submittal.
1.4.9.4. Re‐submittals on any item which has previously been disapproved shall be made within 15 calendar days of the disapproval date.
01 33 00-10
