About this file
This document outlines procedures for a Multiple Award Construction Contract (MACC) for facilities maintenance and repair services at Joint Base Andrews and Joint Base Anacostia-Bolling. The MACC has a one year base period and six one-year option periods, with a total estimated value of $700 million. The U.S. Air Force is seeking contractors to provide design and construction services for repair, alteration, and new construction projects across various trades. On-ramps will allow the addition of new contractors throughout the contract term, while off-ramps will remove contractors that do not bid on work regularly or receive satisfactory performance ratings.

ON RAMP PROCEDURES
1. The Government reserves the right to reopen competition at any time during the term of the contract.
The Contracting Officer intends to periodically review the need for additional contractors during the contract Period of Performance (POP). When an on-ramp is used, the Government will advertise the reopening of the competition on betaSAM, and awardees shall meet the criteria established in the initial MACC solicitation. The solicitation process will be the same as during the original solicitation, but changes may occur if law, regulation, or policy have changed and require alteration to the process. Any new awardees will compete with any existing or remaining MACC contractors for all task orders (excluding the need to meet the minimum obligation amount). Any additions due to on-ramps will not increase the contract ceiling and the ordering period for the new awardees will not exceed the overall maximum term of the original contract. The Government will not consider unsolicited requests for addition to the competitive pool.
2. Contractors that have previously been, involuntarily, Off Ramped from the MACC vehicle are not eligible to be On Ramped at any time during the remainder of the contract period.
Off RAMP PROCEDURES
1. Competition is a major focus of this contract therefore the Government intends to compete all task orders; accordingly, awardees are required to:
a. Propose on a minimum of one (1) effort per twelve (12) consecutive Requests for Proposal or at least one (1) per six-month period; whichever comes later. If a contractor does not comply, at this point the contractor will be considered dormant and the Government may choose not to exercise the following, or any, remaining options for that contractor.
b. Contractors must be determined to be of value to the competitive MACC process, as determined by the Contracting Officer. Determination will be made based on individual contractors bid history and contract performance. Annual performance must be determined to be satisfactory or higher.
2. If a Contractor determines that they are no longer able to meet the requirements of the MACC, a request may be made to Off Ramp at the end of the current ordering period. This request may be made in response to the Governments “Intent to Exercise the Option” notice, thereby not exercising the following option for that contractor.
