About this file
This document contains a sample of engineering tasks and an opportunity notice for the Instrumentation Radar Support Program contract. The engineering tasks sample outlines potential issues involving various radar and telemetry systems and examples of solutions. It also includes samples for form, fit and function replacement of obsolete components as well as reverse engineering tasks.
The federal contract opportunity notice is for the Instrumentation Radar Support Program at Patrick Air Force Base to provide logistics sustainment support for instrumentation tracking systems across 26 test ranges worldwide. Services required include management of government-owned stock, stock acquisition, component repair, fabrication, on-site overhauls, and engineering field support. The contract will also conduct engineering investigations and perform or recommend modifications to address obsolescence or meet new mission requirements. Ability to relocate systems and perform subsystem upgrades is needed. The security clearance level is Secret and facility clearance is Top Secret. Responses were due by June 29, 2018.
The applicable NAICS code is 334511 with a size standard of 1250 employees. Offerors must indicate business size and type such as small or large business, small disadvantaged, woman-owned, 8(a), HUBZone, veteran or service-disabled veteran-owned.

Sample Engineering Tasks
RANGE SYSTEM AFFECTED DESCRIPTION OF PROBLEM DESCRIPTION OF SOLUTION ASSUMPTIONS
45 SW
AN/MPS-39 and AN/FPS-
Evaluate recent failures of the MOTR transmitter and Rosa ( FPS-134) transmitter
MOTR radar - Fault isolation and repair of MOTR transmitter determined CCTWT was bad and replaced with on-site spare, and reseated the input connector for the RF drive to the
TWT.
FPS-134 Radar - Isolated fault to chiller unit. Determined the chiller needed to be replaced.
Replaced chiller with on-site spare. Assumption is range personnel changed the chiller.
96 TW RIR-980 Investigate modulator oil leaks
Determined four couplers needed to be replaced. Replaced couplers with on-site spares.
Due to leak, transformer had to be refilled with oil. Required any air that had entered the closed system while it had been opened to refill with transformer oil, to be evacuated.
Performed a performance check upon completion to ensure the unit was operating normally, with full oil flow visible in the flow indicator and no air bubbles visible in the sight glass.
The quick-disconnect couplers in the modulator oil cooling system supply and return lines incurred a slow leak over an unspecified amount of time. The leak rate had been noted to increase in recent months to the point where it was messy and the oil level loss in the modulator was becoming a concern.
WSMR-Proper J-56 Viasat Telemetry Pedestal Not Functioning correctly Installed and aligned elevation encoder properly and restored system to operation.
Assumption an elevation encoder was found to have been improperly serviced by range personnel and the corrective action was to reinstall and align the encoder
PMRF
Radars - ROSA and
COSIP
PMRF requires Subject Matter Experts (SME) to assist in supporting the Radar assets during high cost test that have specific test windows.
Field Service manweek support through IRSP for SMEs with ROSA and COSIP technical, operations, analysis, and level 3 maintenance capabilities.
Support is to provide the necessary SMEs either through direct employee pool or sub-vendor with required SMEs. All personnel will have SECRET clearance and dependent on mission may require Top Secret. Must be able to do trusted download and courier of radar data.
Mission tests can last between 10 to 25 days and will be continuous.
Some missions will be followed by additional missions and will require extended travel requirements that my exceed 30 days. Must be able to review real time data and make specific event calls. Will use 10 day mission for this example to determine the number of hours.
Sample Obsolescence Tasks
Form, Fit, Function (FFF) Replacement COMPONENT NAME SYSTEM NSN or PN ASSUMPTIONS
Pump/motor MPS-25 P/N: 8004510-10 Assume these parts are obsolete and cannot be obtained from a known source of supply. List steps to provide a FFF replacement.
Reverse Engineering COMPONENT NAME SYSTEM NSN or PN ASSUMPTIONS
Servo Drive Motor MPS-25 P/N: TT-4204-3001C
Assume these parts are obsolete. Motors no longer manufactured. Vendor has not built these motors for 15+ years. Reverse Engineer will require a complete set of specification documents that provides electrical and mechanical drawings.
Engineering/Obsolescence Sample Tasks Note: This sample is used only for Technical Evaluation. Does not apply to pricing in L-11, Cost Workbook.
