About this opportunity
The Air Force Space Command seeks to award an IDIQ contract to provide logistics sustainment support services for instrumentation tracking systems at 26 test ranges worldwide. Required services include management of government-owned stock, stock acquisition, responding to component requisitions, in-house and vendor repair of components, fabrication, on-site overhauls, and on-call engineering field support. Technical capability/risk, small business participation, past performance, and cost/price will be evaluated. Responses were due by June 29, 2018.
The NAICS code is 334511 with no set-aside used. The current contractor provides these services under the Instrumentation Radar Support Program contract held at Patrick Air Force Base in Florida. The total contract value is estimated between $500 million to $1 billion over a seven year period of performance beginning October 2020.

This Request for Information is being conducted to identify firms interested in providing logistics sustainment support for instrumentation tracking systems supported by the Instrumentation Radar Support Program (IRSP). Currently the program supports 27 agencies across the DoD, DoE, NASA, and six foreign governments. The number of ranges and number of systems will fluctuate throughout the duration of this contract. The proposed contract would be a re-competition of the IRSP contract at Patrick Air Force Base (PAFB), FL. The contract will provide logistics sustainment support to instrumentation tracking systems (radar, telemetry and optics) for 27 (currently) test ranges worldwide. Sources are required to provide management of government owned stock in their contractor furnished warehouse, stock acquisition to maintain approved depot stock level, respond to requisitions for components on a routine or emergency basis, provide in-house and/or vendor repair of components, fabrication of components, on-site overhauls, and on-call engineering field support on both a routine and emergency basis. Conduct engineering investigations; perform and/or recommend modifications to overcome problems associated with component obsolescence or to meet new mission requirements. Ability to relocate systems, design, manufacture, install and test subsystem upgrades is also required.
The Security clearance level required for safeguarding is SECRET. Facility Clearance required is TOP SECRET. The applicable NAICS code and size standard is 334511/1250 employees and PSC 5840. Conflict of interest rules apply and offerors will be required to submit mitigation plans following release of the RFP.

INDUSTRY DAY 18 DEC 2018 GOVERNMENT MARKET RESEARCH - SEE ATTACHED NOTICES AND DOCUMENTS
1. Potential offerors are invited to attend a scheduled Industry Day at Patraick AFB, FL
2. The attached notice provides the exact location, date, time and registration form. Points of contact are listed on the letter and registration form.
3. The attached revised Statement of Work (SOW) and proposed Contract Line Item Numbering (CLIN) structure are provided for review. The 45 SW/PMD revised the SOW and CLINs to address the draft RFI questions raised in Jun 2018.
4. Interested offerors are requested to review the revised SOW and CLIN structure prior to the industry day; list any questions, and submit them with registration in advance of attending the industry day. The IRSP III team will review the questions, reasearch and prepare to answer the questions at the industry day.
5. Registration for attending the IRPS III Industry Day is due no later than close of business (5PM EST) on 14 Dec 2018. Again, any questions should be submitted with the registration.
