STATEMENT OF WORK

FOR

HQ Air Force Space Command Space Professional Management Office (AFSPC/A1FX) Support 20 Oct 2008

1.0 DESCRIPTION OF SERVICES:

1.1. ORGANIZATION SUPPORTED: HQ AFSPC/A1FX

Space Professional Management Office

1.1.1. MISSION:

1.1.1.1 The Space Professional Management Office (SPMO) was established to accomplish actions to satisfy Space Commission-identified shortfalls in the development of all USAF Space Professionals directly involved in acquiring, fielding, launching, employing and integrating space power. The Space Professional Development Program (SPDP) is the Air Force approach to space professional development as directed by the Space Commission. SPMO is charged with identifying all space professionals and space billets and tracking the information in a Military Personnel Database System (MilPDS) type database application; managing and continuing to develop a Space Professional continuum of education (Undergraduate Space Training (UST), Space 200, Space 300 and mission-specific Advanced Courses); implementing and managing a three-tiered Space Professional certification program; determining/validating training, education, experience and certification requirements for all USAF space billets; and defining career force management guidance, plans and programs. Additional SPMO activities include partnering with the Air Force Personnel Center (AFPC) to modify accession requirements, working to increase the technical competence of Space Professionals, working with Air University to determine the appropriate level of space content in Air University curricula, updating personnel policies and procedures in line with Space Professional Functional Authority (SPFA) guidance, shaping the certification program to meet changing requirements, analyzing requirements and providing recommendations on personnel management and development, assessing other Air Force Specialty Codes (AFSCs) for inclusion in the SPDP, and other duties as required.

1.1.1.2 The SPMO develops space education policy and maintains AFSPC oversight of all space professional courses (e.g., Space 200, Space 300, Advanced Courses). The National Security Space Institute (NSSI) develops and administers those space professional courses. The NSSI is the execution arm for SPDP education; it is intended to be the DOD center for space education throughout the National Security Space community and accommodates multi-service students.

1.1.1.3 SPMO develops and implements strategy, policy and long-range plans to develop, educate and train space professionals who provide combat power from space. In addition, SPMO programs and advocates manpower, resources and organizational development towards space professional initiatives.

1.3. SPECIFIC REQUIREMENTS

1.3.1 REQUIREMENT 1: SPD Support

1.3.1.1 Assist SPMO in the development and implementation of strategies, appropriate policy, and long-range plans for all aspects of the Space Professional Development Program.

1.3.1.2 Assist SPMO in the continued development, implementation and execution of a Space Professional Certification program responding to continuing changes in Space Professional Development strategy.

1.3.1.3 Update the Program Management Plan (PMP) each month, detailing all long-term and periodic tasks supported by SPMO and resources assigned. (CDRL 0030)

1.3.1.4 Provide recommendations for skill and background development of personnel in current space systems, performing research, gathering facts, and analyzing and evaluating methods of assessment.

1.3.1.5 Develop Space Professional career management plans for individuals using processes and procedures to field, launch and employ future AF space systems.

1.3.1.6 Develop, update and publish briefings, papers, articles and other forms of communication to expand the Space Professional Community in determining candidates/potential AFSCs, tailoring SPDP for new members, integrating AFSPC requirements, and expanding career field models.

1.3.1.7 Establish and develop metrics to track Space Professional inventory, skills, position requirements, SPDP effectiveness, use of qualified personnel, and health of AF and Space personnel inventories.

1.3.1.8 Facilitate management of Space Professionals Air Force-wide through coordination with AFSPC Directorates and external agencies to include AFPC, Special Programs Office, and the National Reconnaissance Office.

1.3.1.9 Provide updates, briefings, metrics and point papers on the status of the nuclear career path effort and nuclear-experienced personnel to AFSPC/CC, the Space Professional Functional Authority Advisory Council and selected Air Staff organizations. Assist with development of a nuclear career path that assures a pool of qualified experts with broad nuclear experience meeting AF requirements. Assist with establishment and development of new metrics to assess nuclear experience of space professionals and determine requirements for nuclear billets and key nuclear leadership positions. Support SPMO interaction with Air Staff and other associated organizations to identify opportunities for broadened career assignment options developing nuclear expertise and expanded education and training opportunities.

1.3.2 REQUIREMENT 2: SPMO Database Support. Assist with administration of the Space Professional Development Database (SPDD) for all Total Force components. The SPDD contains information on education, training, experience and certification for all Space Professionals.

1.3.2.1 Update the SPDD with current information and synchronize by the 10th day of each month with MilPDS. In addition, the Contractor shall have full knowledge and understanding of the Assignment Management System (AMS), MilPDS, and any follow-on personnel database systems

1.3.2.2 Perform database management functions to ensure Space Professional databases at the Air Force Personnel Center (AFPC), National Reconnaissance Office (NRO), Space and Missiles Systems Center (SMC) and the National Security Space Office (NSSO) are exact replicas of the AFSPC-resident SPMO database. Provide data to AFPC, NRO, SMC and NSSO once per month, within five business days after MilPDS update, and establish recovery processes for data availability within 24 hours of detection at the prime database location (HQ AFSPC).

1.3.2.3 Provide a Single Universal Retrieval Format (SURF) document or data spreadsheet in response to queries from internal/external customers.

1.3.2.4 Update checklists in the SPDD user’s guide to add, delete and retrieve data; create and launch personnel queries; add fields; manipulate retrieved data; reform retrieved data into presentation-ready documents; and administer and maintain the Career Opportunities Guide (COG) (CDRL 0020).

1.3.2.5 Administer, modify and maintain the COG database that identifies all education, training, experience and certification requirements for all Space Professional billets or positions. Provide required analytical tools and processes for periodic review of the COG for current positions and the AFSPC Strategic Master Plan for future programs determining overarching requirements of personnel development and career management. Provide performance measures matching individuals to positions and estimated quarterly “state of the Space Professionals” metrics.

1.3.2.6 Update documents and information on the SPMO website.

1.3.2.7 Extract analytical data on SPD career guidance to determine career tracks and skill pairings. Within one month of contract award, provide recommendations for improvements of existing SPD data analysis methodologies.

1.3.2.8 Assist with completion of the AF-wide Billet Validation effort, defining requirements (e.g., education, certification, experience) for all Space Billets. Update the annual billet review. Update the SPDD and the COG within five days of receipt of validated billet data.

1.3.2.9 Assemble inputs to the SPDD identifying experience, certification, education, training opportunities and requirements for all Space Control professionals’ billets. Provide analytical tools and processes for a semi-annual review of the billets and people to ensure HQ AFSPC/A3C is meeting the AFSPC Strategic Master Plan for future programs, personnel development and career management.

1.3.2.10 Develop demonstration of database capabilities as users are identified for a future DOD-wide personnel database system (e.g., to track and provide Space Pro information on Army FA40 officers). This database contains information on education, training, experience, certification and associated personnel data and permits queries. The equivalent of a Space Pro SURF document or data spreadsheet is generated in response to queries.

1.3.2.11 Enhance the SPDD to document space or nuclear skills and determine billets requiring specialized expertise. Identify personnel with specific space/nuclear skill sets (to include experience, education and training) and tag records in the Space Professional Development Database (SPDD). Provide lists of personnel with appropriate experience and background to fill key Air Force space or nuclear positions throughout DoD. With the approval of QAE, provide support to other DoD agencies with similar identification, tracking and monitoring needs.

1.3.3 REQUIREMENT 3: Education and Training: Assist in providing technical support for all aspects of Space Professional education and training.

1.3.3.1 Assist in consolidation of space education requirements for all DOD and other government entity stakeholders in NSSI and the determine methods to satisfy identified requirements. Assist in drafting Memoranda of Agreement between AFSPC and NSSI partners. Provide input to discussions and technical interchange meetings between NSSI stakeholders. Develop explanatory and status briefings, papers and articles for communication with internal and external organizations. Assist with development of educational priorities within fiscal constraints.

1.3.3.2 Provide input on evolving space education and candidate research requirements for the Space Education Consortium (SEC). Facilitate meetings of the SEC Steering Committee and the SEC Executive Committee. Provide technical support to define space education requirements in support of Naval Postgraduate School (NPS) and the Air Force Institute of Technology (AFIT).

1.3.3.3 Assist with management of the University of Colorado at Colorado Springs (UCCS)/SEC pilot space certificate program. After the initial five-course pilot program, assist with determination of feasibility of expanding the program to all Space Professionals.

1.3.3.4 Assist with development of a structured Space Professional Continuing Education (CE) program which includes development/compilation of a space course/subject catalog for SPDP CE and access to space-focused, testable courseware. This program shall be measurable, trackable, and enforceable.

1.3.3.5 Assist with assessment and modification of Space Professional education and training (e.g., UST, Space 200, Space 300, Advanced Courses, additional NSSI courses) to meet SPDP intent and needs.

1.3.3.6 Monitor progress and execution of Space Professional education courses offered by the NSSI to meet SPDP requirements. Assist in developing Course Requirement Documents and other supporting documentation for Space 200, Space 300, and any other courses required by Space Professionals.

1.3.3.7 Provide an estimate of throughput requirements and determination of student eligibility for Space 200 and Space 300. Contractor shall provide a draft message in August requesting class preferences from all eligible Space Professionals. Compile responses, populate classes and manage rosters.

1.3.3.8 Provide agendas, briefings, papers, and other documentation to support quarterly Space Education and Training Boards (SETB), a decision-making body for HQ AFSPC and NSSI-provided space education and training (CDRL 0004).

1.3.4 REQUIREMENT 4: Staff Support

1.3.4.1 Develop, update and publish briefings, papers, articles and other written communication in response to AFSPC/CC taskings and status and information requests on SPDP.

1.3.4.2 Plan, coordinate and prepare materials for Space Professional Functional Authority Advisory Council (SPFAAC) meetings. Consolidate minutes and action items from semi-annual meetings.

1.3.5 REQUIREMENT 5: Senior Leader Development

1.3.5.1 Assist with developing, implementing and executing a senior leadership development program addressing key education, training and experience to develop Space Professionals with depth and breadth of space experience to fill senior space leadership roles in Joint, DOD, and AF organizations. The program shall identify, track, develop and monitor progress of potential future senior leaders and provide periodic updates to AFSPC/CC.

1.3.5.2 Performing database queries and personnel assessments in response to senior leadership requests for candidates with specific credentials for senior space leadership positions, selective assignments and key staff positions.

1.3.5.3 Assist with demonstration of the Senior Leader Development program to commanders within and outside of AFSPC.

1.3.6 REQUIREMENT 6: Space Control Mission Support

1.3.6.1 Identify, screen, recruit and assign Space Control Operations military personnel to selectively manned AFSPC units.

1.3.6.2 Perform data queries on Air Force personnel to identify potential Space Control Operations candidates.

1.3.6.3 Assist with building a subset of the SPDD on a classified network focused on Space Control experience. Update database and synchronize with SPDD. Update and maintain the classified portion of the SPDD with all current and future Space Professional Experience Codes (SPECs)

1.4 Monthly Status Report:

The contractor shall provide a Monthly Status Report. The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or concerns. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. The Contractor shall provide drafts of all documents in HQ AFSPC approved formats on software versions supported by the HQ AFSPC Information Management Systems (21 NET). (CDRLs 0010, 0012, 0030)

2.0 SERVICES SUMMARY

The Service Delivery Summary (SDS) is a list of Performance Objectives and Performance Thresholds that will be regularly verified by Government personnel. Each Performance Objective represents a significant task as identified in the PWS by the Government at the time of contract award. The Performance Threshold represents the minimum acceptable level of performance. The Performance Objectives and Performance Thresholds represent only the significant tasks of this contract and do not excuse the Contractor from performance of other responsibilities identified in this PWS. Performance Objectives will be monitored regularly by Government Quality Assurance Evaluators (QAEs). Performance objectives may be added at the basic contract and/or task order level and performance thresholds may be raised or lowered during the course of this contract.

2.1. Findings. A finding is any government-identified noncompliance with contract requirements that specifies that an activity or action did not take place, or did not take place to the standards of timeliness or quality required. A Finding is categorized as either a Major or Minor Finding. Findings will be documented on a Corrective Action Report (CAR) and provided to the Contractor for their response. While the Contractor will be given the opportunity for reperformance when possible, the deficiency will nevertheless be documented.

2.2. Performance Objectives.

(SDS-1) Provide accurate technical and analytical advice, guidance and products as required by individual task orders.
1.3.
Contractor receives no more than one formal customer complaints/contract discrepancy reports per year for each task order. Contractor successfully resolves any customer complaint within 10 working days of receipt or less time as specified in the task order.
(SDS-2) Provide timely response to time-sensitive requirements, including short notice requirements and a large number of requirements in a short period (surge capability).
1.3.
Contractor receives no more than one formal customer complaint/contract discrepancy report per year from all task orders.
(SDS-3) Compliance with DD 254, Contract Security Classification Specification, to include proper handling, storage, transmission, and destruction of classified materials.
1.3..
No security violations.
(SDS-4) Requirements/deliverables completed in an accurate, timely manner in compliance with individual task order requirements.
1.3.
No more than three late documents per year per task order and no more than 2 working days late. No more than two sets of corrections/edits and all corrections must be accomplished within two working days, or other such time periods as established in the task order.

3.0 Government Furnished Property and services:

3.1 FACILITIES, SUPPLIES, AND SERVICES: The Government will provide up to six workspaces in AFSPC Hartinger Building 1, to include desk space, chairs, computers connected to 21 NET, use of telephones, fax, copying machines and supplies as necessary. Any additional contractors shall work in contractor factilites. The Government will provide access and integration of the Contractor into necessary AFSPC organizations to fully execute the requirements of this PWS.

3.2.2 GOVERNMENT FURNISHED INFORMATION: The Contractor will be given full access to government personnel and other contractors involved in SPDP, including attendance at meetings, conferences and technical exchanges. The QAE is the primary source of technical guidance for the SOW; however, the QAE may direct other government representatives to provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. All information collected during contractor research or assembled at the end of the contract shall become the sole property of the Government.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.

4.0 GENERAL INFORMATION

4.1 SECURITY. All contractor personnel shall hold a SECRET clearance or higher. Some task orders may require security classifications up to and including TOP SECRET SCI. Additionally, contractor personnel shall possess appropriate security clearances as prescribed in individual task orders as of the task order start date. For positions requiring additional SCI clearance, contractors shall provide cleared individuals eligible for SCI at task order start. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET SCI classification as required by individual task orders. The Contractor shall maintain accountability records/receipts for classified material to include transfer and destruction of material.

4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor will be allowed unescorted access to the Hartinger Building on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic DD 254, Department of Defense Contract Security Classification Specification.

4.3. TRAVEL. Any travel required to fulfill the tasks in this PWS shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31. The Contractor shall be responsible for making travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Contractor employees may be required to travel to various locations within the continental United States (CONUS) in performance of this work. Estimated travel requirements are included below. All contractor travel shall be approved by the Government prior to departure. Any travel required shall be performed in accordance with FAR 31.205-46, Travel Costs.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.6 Supervision of Employees

The Government shall not supervise or otherwise direct contractor employees. The Contractor shall not supervise or otherwise direct government employees, nor shall the Contractor supervise employees of other contractors outside the Contractors’ own subcontracting/teaming arrangements.

4.7 Contractor Identification

All N2A2S contractor personnel shall be required to wear company identification badges so as to distinguish themselves from government employees. These badges must be visible at all times when working with government personnel. When conversing with government personnel during business meetings, over the telephone or via electronic mail, support contractor personnel shall identify themselves as such to avoid any perception that they may be government employees and to avoid situations arising where sensitive topics might be better discussed solely between government employees. Electronic mail signature blocks shall identify contractor/company affiliation. Documents or reports produced by contractors shall be suitably marked as contractor products or contractor participation appropriately disclosed. Contractor personnel occupying collocated space in a government facility shall identify their workspace area with their name and company/contractor affiliation.

4.9.

Duty Hours

When working on government sites, the government’s normal duty hours are 0730-1630, Monday through Friday, unless otherwise specified in individual task orders. Circumstances may require the Contractor to provide services after normal duty hours.

4.10.

4.8. Services During Crisis. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes.”
