PERFORMANCE WORK STATEMENT
FOR
Total Life Cycle Logistics Support for HQ AFSPC/A4S 4 September 2008
1.0 DESCRIPTION OF SERVICES:
Provide acquisition logistics and support to ensure AFSPC acquires and fields supportable systems, through various techniques, analysis and the application of Total Life Cycle Logistics philosophies.
1.1 ORGANIZATION SUPPORTED:

1.1.2 MISSION:
AFSPC serves as the System Operational Manager for the Military Satellite Communications (MILSATCOM) systems delegated to the Air Force by the Chairman, Joint Chiefs of Staff. AFSPC is responsible for development and integration of MILSATCOM requirements into the overall Department of Defense Satellite Communications (SATCOM) architecture. AFSPC must establish requirements, plan, and budget for the current and future, operation, maintenance, and sustainment of MILSATCOM systems. The MILSATCOM Life Cycle Logistics Branch (A4SM) provides Total Life Cycle Logistics Support for the development, fielding and sustainment of these systems.
The supportability of MILSATCOM systems is critical to the operational availability of the systems. Logistics, supportability and maintainability requirements must be clearly identified as part of the initial requirements definition for these systems. As a system progresses from the concept/exploration phase and into operational use, the entire logistics support infrastructure must be developed as an integral part of the system acquisition process. A comprehensive logistics infrastructure provides for optimum operational availability at the lowest life cycle cost. This task supports the development and acquisition of the logistics resources through all phases of system acquisition.
1.2 OVERVIEW OF SERVICES REQUIRED:
The tasks addressed in this Statement of Work (SOW) include technical support to HQ AFSPC, MILSATCOM Life Cycle Logistics Branch (A4SM). This task provides technical and planning support for AFSPC to acquire and field supportable systems. The Contractor will be required to attend meetings to advocate A4SM perspective, perform document reviews, complete requirements analyses, and provide quick reaction support to the Government. This task also requires the Contractor to update the MILSATCOM Primer.
1.3 SPECIFIC REQUIREMENTS:
Provide acquisition logistics elements and sustainment expertise.
1.3.1 REQUIREMENT 1. (90%) Total Life Cycle Logistics Support:
Provide written comments daily on programmatic documents such as those defined in the Joint Capabilities Integration and Development System (CJCSI) 3170.01E, DOD 5000.1 (The Defense Acquisition System) ,DOD 5000.2 (Operation of the Defense Acquisition System), and National Security Space Instruction (NSS) 03-01, Technical Requirements Documents, concept planning tools, and Integrated Logistics Support Plans. Generate briefings, technical papers; etc associated with a program’s life cycle.
1.3.2. REQUIREMENT 2: (10%) MILSATCOM Primer
Draft the annual update to the MILSATCOM Primer which reflects current and future MILSATCOM systems. Review areas of weapon system support; maintenance planning; reliability and maintainability (R&M) analysis; manpower and personnel planning; supply support; support equipment analysis; technical data support; computer resources support; facilities support and design interface analysis. Provide semi-annual status and one annual report. CDRL 0036

3.2.1 FACILITIES, SUPPLIES, AND SERVICES:
The Government will furnish one workspace, telephone, fax, computers and supplies for contractor personnel in Government facilities. Any additional contractor personnel shall work from contractor facilities.
3.2.2 GOVERNMENT FURNISHED INFORMATION:
Government personnel will be available for technical exchanges with the Contractor. Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding Contractor efforts. The QAE is the primary source of technical guidance for this SOW.
3.2.2 DOCUMENTATION:
Where applicable, guidance/documentation will be made available to the Contractor. All materials will remain the property of the Government and will be returned to the Government upon request or at the end of the Task/Delivery Order period of performance. Copies of reference materials, as needed, will be provided to the Contractor.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs):
The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0 GENERAL INFORMATION:
4.1 SECURITY:
Provisions outlined in the basic DD 254 apply to this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:
The Contractor will be allowed unescorted access to Building 1 and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD Form 254.
4.3 TRAVEL:
Any travel required to fulfill the tasks in this PWS shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31. The Contractor shall be responsible for making travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Estimated travel requirements are included below. All contractor travel shall be approved by the Government prior to departure. Any travel required shall be performed in accordance with FAR 31.205-46, Travel Costs.
Contractor shall provide a trip report to the QAE within five (5) workdays after completion of travel.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
4.6.
DUTY HOURS
When working on government sites, the government’s normal duty hours are 0730-1630, Monday through Friday, unless otherwise specified in individual task orders. Circumstances may require the Contractor to provide services after normal duty hours.
