1.0. DESCRIPTION OF SERVICES.

This Performance Work Statement (PWS) provides for various Advisory and Assistance Services (A&AS) to Headquarters Air Force Space Command (HQ AFSPC) Missile Warning/Missile Defense (MW/MD) Mission Capability. This Task Order (TO) will serve as a vehicle to provide further broadened technical and analytical tools, support or improve policy development, management, and administration, or improve operation of systems supporting MW/MD missions. MW/MD requires various forms of support during several phases of planning, programming, acquisition, implementation cycles, and operational oversight of various government systems, and will need to complement the Government's technical expertise in accomplishing its mission. The Command also requires various forms of support during several phases of planning, programming, acquisition, implementation cycles, and operational oversight of various government systems, and will need to complement the Government's technical expertise in accomplishing its mission. This support may include various forms of support within the contracted expertise during several phases of planning, programming, acquisition, and implementation cycles of various government systems for the MW/MD Capability in addition to the other capability teams and will need to complement the Government’s technical expertise in accomplishing the mission. All services requested under this PWS are non-personal in nature.

1.1. Scope. In rendering the foregoing services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the Government’s technical expertise in accomplishing its mission. MW/MD has a continuing requirement for contracted support that includes: management, operational and professional support services; general management consulting; studies, analyses, and evaluations; and engineering and technical services. All services rendered under this TO require a thorough knowledge and understanding of space vehicles and associated ground systems, ground based radars, ballistic and guided missiles, military and aerospace equipment, military weapons, and space operations.

1.2. Mission.

1.2.1. The mission of AFSPC is to defend the United States through the control and exploitation of space. This is accomplished by operating space systems; providing support from space to terrestrial forces; operating ballistic missile forces as a deterrent against nuclear attack; providing assured mission capability, including ground control support for designated Department of Defense (DoD) satellites through all levels of conflict; providing warning of a space ballistic missile attack; providing the ability to protect friendly satellites and to negate enemy spacecraft; and maintaining the Intercontinental Ballistic Missile (ICBM) force, people and materiel. The mission of AFSPC includes specific responsibilities as the Air Force component of US Strategic Command (USSTRATCOM) for space and ICBM forces, and as an Air Force Major Command (MAJCOM). These responsibilities are interrelated and entail specific relationships with other commands and agencies, both United States and Allied.

1.2.2. MW/MD Mission and Goals.

1.2.2.1. MW/MD supports planning, acquisition, fielding and operations of assigned missions. Specific duties include requirements documentation development, program and policy guidance, and budget programming. Programs include Space Based Infrared System (SBIRS), Shared Early Warning System (SEWS), Mobile Ground System (MGS), Third Generation Infrared System (3GIRS), United States Nuclear Detonation Detection System (USNDS), National Polar-orbiting Operational Environmental Satellite System (NPOESS), Ground Radar – specifically Ballistic Missile Early Warning System (BMEWS) and Upgraded Early Warning Radar (UEWR), European Mid-course Radar (EMR), High Altitude Electromagnetic Pulse (HEMP), Space Surveillance and Tracking System (STSS), and STSS Follow On program. MW/MD routinely interfaces with the following organizations: Office of the Secretary of Defense (OSD), Joint Staff, Missile Defense Agency (MDA), applicable unified/specified commands and their components [i.e. USSTRATCOM,US Northern Command (USNORTHCOM), US European Command (EUCOM), Army Strategic Command (ARSTRAT), Army Space and Missile Defense Command (SMDC), and Naval Network and Space Operations Command (NNSOC), Office of the Secretary of the Air Force (SAF), Headquarters Air Force (HAF), Air Combat Command (ACC), Air Education and Training Command (AETC), United States Air Forces in Europe (USAFE), HQ AFSPC directorates , 14th Air Force, Space and Missile System Center (SMC), Electronic Systems Center (ESC), Space Innovation and Development Center (SIDC), National Reconnaissance Office (NRO), National Geo-Spatial Intelligence Agency (NGA), National Oceanic and Atmospheric Administration (NOAA), the intelligence community, national labs, operational test agencies, and other contract personnel.]. Work may also include daily interfaces with foreign nationals.

1.2.2.2. MW/MD goals are to provide a decisive integrated space and ground capability that provides reliable detecting, characterization and tracking and superior battlefield effects in any engagement, with any adversary, anywhere, anytime through all levels of conflict. MW/MD will meet or exceed warfighter expectations for strategic and theater missile warning and missile defense; pursue agile and adaptable sensor data collection techniques and analysis capability; provide an intelligence collection and missile defense capability that supports a national strategy for secure space operations and exploitation; develop a networked, cross domain capability operating within find, fix, track, target, engage, and assess (F2T2EA) timelines; strive to expose, exploit, and leverage MW and MD sensor data; enable decision superiority to accomplish US national security objectives; provide enduring situational awareness for the full range of military activities; ensure AFSPC operated MD assets are responsive to evolving threats; improve battlespace awareness for warfighters by providing a global, integrated and synchronized ground- and space-based sensor network seamlessly integrating MW/MD and space situational awareness (SSA) missions; collect, process, exploit and disseminate critical information allowing for defense of the homeland, theater forces, friends and allies to permit protective measures and employment of both offensive and defensive actions; provide a global sensor integrated network to acquire, track, characterize, discriminate and provide quality commit data with sufficient timeliness and detail to kill ballistic missile threats from any location and in all phases of flight; provide support in developing and documenting training capability needs in support of the HQ AFSPC organize, train and equip mission.

1.3. Requirements. Provide technical assistance and engineering support services to MW/MD, planning and executing current and future requirements. Support shall be provided for Space Based Infrared System (SBIRS), Nuclear Detonation Detection System (NDS), Weather (NPOESS), Ballistic Missile Defense systems (BMDS), Shared Early Warning System (SEWS), Mobile Ground System (MGS), Survivable and Endurable (S/E) missile warning systems, Third Generation Infrared System (3GIRS), Ground-based Radar, STSS, and various communication networks; classified and unclassified elements.

1.3.1. Requirement 1: Overhead Persistent Infrared (OPIR).

[Period of Performance (PoP) Begins: 1 March 2011] Provide system engineering and technical services to support government appointed staff officers for OPIR; technology analysis planning expertise for advanced, functional, operating, and enabling concepts, projects and/or programs and site support for mission requirements definition, implementation, communications, facilities management, maintenance of applicable document libraries, maintenance of Information Management System databases and web pages, maintenance of hardware, software, and cryptographic equipment required to link with Lockheed Martin’s Integrated Digital Environment (IDE), Communications Security (COMSEC), security, and resource management.

1.3.1.1. OPIR Engineering and Technical Support.

1.3.1.1.1. Provide system engineering and technical services for OPIR and major components to include geosynchronous (GEO) satellite constellation; highly elliptical orbit (HEO) sensor payload, survivable and non-survivable communication systems, satellite command and control systems, primary, back-up and mobile ground stations, relay ground stations, survivable/endurable elements, any hosted payloads, host satellite interfaces warfighter forward user interfaces, and future OPIR space and ground architectures [i.e. Third Generation Infrared System (3GIRS)].

1.3.1.1.2. Transform operational need into a set of required capabilities and concepts for development of a system that best satisfies the operational need, provide assessment of the system’s ability, and develop and monitor measures of effectiveness for emerging issues.

1.3.1.1.3. Integrate related technical parameters for compatibility of all physical, functional, and technical program interfaces to optimize the total system definition and design.

1.3.1.1.4. Provide technical reports for the total engineering effort, integrating system engineering disciplines and OPIR specialties.

1.3.1.1.5. Provide approximately 60 Quick Look Reports.

1.3.1.2. Program Integration Support.

1.3.1.2.1. Provide a report on impacts of SBIRS on existing and/or planned space-based warning systems. Document operational and technical capabilities, and assess impacts of employing program solutions to existing C4ISR government infrastructures, considering current and proposed C4ISR architecture changes and upgrades, other AFSPC/agency sensor or weapon systems, or concept demonstrations. Provide reports on the impact to existing and/or planned space based warning systems and integration of current and proposed command, control, and communications (C3) architecture changes and upgrades with planned space based warning systems.

1.3.1.2.2. Provide written recommendations to correct/update system interoperability disconnects among AFSPC missile warning and missile defense systems. Document program implementation and transition planning for interoperability, operational flexibility, and ownership (launch, manpower, sustainment, training) cost implications.

1.3.1.2.3. Assess program schedules, resource baselines, and execution progress for impacts on operational capability needs and dates. Provide comments, action items, and disposition associated with staffing of key documents developed under this effort. Maintain database and library of current and historical documents for individual program development in each system’s electronic data management database.

1.3.1.2.4. Report on operational effectiveness and suitability of designs, specifications, and concepts to implement mission and support requirements within planned system functions.

1.3.1.2.5. Provide requirements clarification and test methodology information to operational test communities prior and during test events (i.e. Air Force Operational Test and Evaluation Center, Army Test and Evaluation Command) supporting Development Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) activities for prime, interim, back-up, endurable and survivable ground, communication and relay stations. Interface with the Air Force Operational Test and Evaluation Center (AFOTEC) for developmental and operational test activities. Provide reviews and evaluations of acceptance test criteria for operational performance, communications, training, logistics, and sustainment to meet operational requirements for developmental tests and evaluations (DT&E) tests. From an operational perspective, provide evaluations and reports on DT&E and OT&E activities and develop and/or evaluate critical operational issues (COIs), measures of effectiveness (MOEs), and measures of performance (MOPs) for incorporation in appropriate planning, execution, and requirements documents.

1.3.1.2.6. Develop test strategies, concepts, test plans, operational acceptance plans, and procedures from a user, technical, operational performance, training, and supportability perspective. Provide technical evaluations of Test and Evaluation Master Plans (TEMPs) and proposed test approach methodologies. Assist test teams with test planning, conduct, and post test analysis for Operational Test and Evaluation (OT&E) and Follow-On OT&E.

1.3.1.2.7. Provide written recommendations as systems are planned and become operational for the interoperability of new systems for cueing and fusion. Provide written recommendations for integration of the current SBIRS with future enhancements to the DOD OPIR Architecture (for example, SBIRS Increment 2 integration, BMD-SE integration, 3GIRS, S/E missile warning systems).

1.3.1.2.8. Provide approximately 40 quick look reports.

1.3.1.3. Requirements Analysis and Definition.

1.3.1.3.1. Draft and coordinate Initial Capabilities Documents (ICD), Capabilities Development Documents (CDDs), Capability Production Documents (CPDs), and other requirements documents. Develop, review, and coordinate Technical Requirements Documents (TRDs), and Requirements Allocation Documents (RADs). Develop and coordinate Functional Area Analysis, Functional Needs Analysis, Functional Solution Analysis, Post Independent Analysis, and other requirements planning documentation for OPIR systems.

1.3.1.3.2. Provide position and operational requirements clarification (i.e. verbal clarification, documented analysis, briefings, informal meetings) to Space and Missile Systems Center (SMC), Missile Defense Agency (MDA), 21 Space Wing, 460 Space Wing, 140 Wing, 14th Air Force, Headquarters Air Force Space Command Directorates, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force, unified/specified commands and their components (i.e. USSTRATCOM, USNORTHCOM, ARSTRAT, NNSOC), national agencies, intelligence community, and operational test agencies. (CDRLs #0003 and #0004)

1.3.1.3.3 Derive applicable operational requirements (technical, performance, training, development/operational testing, sustainment, manpower, etc.) and provide requirement consistency across program documentation and technical reports identifying potential operational cost and/or performance impacts utilizing evolving concepts of operation, associated capstone requirements documents, and mission area initial capabilities documents.

1.3.1.3.4. Provide technical assessments and recommendations for impacts on or applicability to OPIR’s operational, support, or sustainment requirements utilizing policies, procedures, guidance, and methodologies.

1.3.1.3.5. Provide approximately 35 event-driven quick look reports.

1.3.1.4. Technical Studies/Assessment

1.3.1.4.1. Provide an assessment of relevant technical studies. Develop plans to address specialty engineering and infrastructure concerns including facilities, communications, human factors, training development and implementation, survivability, endurability, and operational environment conditions. Provide an assessment of system security accreditation; certification; logistics support; configuration management; interface control; reliability; maintainability; dependability; coverage and orbital adequacy; integration requirements; and processing, exploitation, and dissemination architectures.

1.3.1.4.2. Provide recommendations supporting specific system installations, operations, and transition from legacy capabilities to operational capability.

1.3.1.4.3. Provide technical evaluations of Space-Based Infrared System fixed site and mobile operational and functional concepts, S/E missile warning systems, Shared Early Warning Concept of Operations (CONOPS), C4ISR Systems, STRATCOM/NORAD/USNORTHCOM Warfighting Support System [and its replacement, the Combatant Commanders Integrated Command and Control System (CCIC2S)] planning documents, National Missile Defense program documents, Theater Event System (TES) CONOPS, Technical Intelligence Studies, HEO 3/4 studies, Analysis of Alternative studies, re-plan studies, and other Missile Warning and Missile Defense Department of Defense (DoD) Agency and Service component systems documents.

1.3.1.4.4. Document impacts and provide recommendations on top-down directed Congressional, DoD, AF, or other agency guidance on OPIR programs.

1.3.1.4.5. Provide recommendations on plans for advanced concepts, projects, and programs that optimize ways to employ current and future OPIR systems for missile warning, missile defense, technical intelligence, space surveillance, and battlespace awareness, including Advanced Concept Technology Demonstrations (ACTDs).

1.3.1.5. OPIR Operational Architecture.

1.3.1.5.1. Develop, integrate, maintain, and update detailed Operational Architecture (OA) documents (including applicable operational views and use cases), tying evolving requirements to concepts of operation (CONOPS), subsequent system designs, future development, and operational testing.

1.3.1.5.2. Develop and evaluate consistency and sufficiency of CONOPS, requirements, and specification documents consistent with the approved OA and subsequent modifications addressing all warfighter needs.

1.3.1.5.3. Provide approximately four quick look reports.

1.3.1.6. Program Planning Support.

1.3.1.6.1. Support development of an integrated AFSPC modernization roadmap for space based sensors and new applications of OPIR sensors as part of the AFSPC/DoD Mission Area Planning (MAP) process.

1.3.1.6.2. Provide recommendations to correct or update OPIR requirements and interoperability disconnects among Service component missile warning and defense systems.

1.3.1.6.3. Provide recommendations on engineering, cost, or schedule impacts of various DoD or Service planning documents. Recommend areas where AFSPC systems could contribute to mission accomplishment as depicted in DOD or Service planning documents.

1.3.1.6.4. Provide recommendations on net-centric data exposure through Community of Interest service oriented architectures.

1.3.1.6.5. Assist with the preparation of financial documentation, including but not limited to Program Objective Memorandum/Adjusted Program Objective Memorandum (POM/APOM) inputs, financial analysis, tracking of expenditures. Provide recommendations on financial decisions/expenditures. Provide budget support advocating MW/MD funding at quarterly budget meetings. Prepare briefings and advocacy products, identify task, and monitor funds for incorporation with MW/MD programs, projects and initiatives. (CDRL #0006)

1.3.1.6.6. Provide approximately four quick look reports.

1.3.1.7. Program Element Monitor Support.

1.3.1.7.1. Provide programmatic support decision making during planning, programming, budgeting, and execution system (PPBES) exercises utilizing current PPBES software tools [i.e. Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Automated Business Services System (ABSS)] and any future PPBES software tools. Assist with tracking funds and providing data presentations for PPBES inputs to Department of Defense (DoD) processes.

1.3.1.7.2. Assist with analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid changing programs and budgetary deadlines.

1.3.1.7.3. Assess annual Planning, Programming and Budget Execution strategic guidance

1.3.1.7.4. Draft strategies supporting program financial management.

1.3.1.7.5. Provide strategies to “build” the Program Objectives Memorandum (POM), Program Change Proposal (PCP), Budget Change Proposal (BCP) and President’s Budget (PB) for OPIR programs, projects, and initiatives.

1.3.1.7.6. Draft operational impact statements including consequences of budget cuts to defend programs during Program Budget Decision (PBD), Reclama, and “cut drills” processes.

1.3.1.7.7. Draft strategies to support development of program Execution Plans (EXEPLAN).

1.3.1.7.8. Analyze Requirements Documents (R-Docs) and Procurement Documents (P-Docs) ensuring research and development, acquisition, and procurement strategies are consistent with program objectives.

1.3.1.7.9. Provide written inputs, assess changes to, and support the Automated Budget Interactive Data Environment System (ABIDES).

1.3.1.8. Site and Headquarters Technical Support.

1.3.1.8.1. Provide reports, studies, and technical analysis of activities and proposals for site activation, modification, and integration activities for prime, interim, and back-up fixed operational sites, endurable/survivable ground entities, communication and relay stations. This includes operational requirements analysis clarification, identification of requirements shortfalls, operational requirements implementation support, training, testing, communications, sustainment, logistics, facility management, system and personnel security analysis and implementation at Secret, Top Secret and Special Compartmented Information (SCI) levels, resource management, and project management for site activation and turnover support. 1.3.1.8.2. Provide Secure Voice Responsible Officer (SVRO) and Client Support Administrator (CSA) support and coordinate, operate and troubleshoot secure Video Teleconferences (VTCs) at the government facility.

1.3.1.8.3. Provide ground system integration and site support for operational units at Buckley AFB and Schriever AFB including integration of future requirements into the operational system with minimal operational impact and requirement trades.

1.3.1.8.4. Provide approximately 20 quick look reports.

1.3.1.9. Program and Project Management Support (approximately 70 reports).

1.3.1.9.1. Develop, document, and coordinate organizational or working group charters, Memorandums of Agreement (MOAs) and Memorandums of Understanding (MOUs) between AFSPC and other agencies for OPIR systems and projects.

1.3.1.9.2. Provide technical and administrative support for approximately six meetings per quarter of technical interchange meetings, PICT, O-6 Review, GO Summit, and other AFSPC hosted system and project working groups. Each meeting will be up to 125 people at up to and including the Top Secret Sensitive Compartmented Information (TS/SCI) level. Develop and publish the meeting agenda and minutes and report status of action items; due dates will be established by the QAE. (CDRLs #0002, #0003, #0006 and #0007)

1.3.1.10. Records Management

1.3.1.10.1. Transition and maintain the OPIR documentation library. Develop, maintain and execute a transition, maintenance and inventory plan to catalog, easily access, and extract documentation when needed.

1.3.1.10.2. Maintain current Technical Informatio Center and databases containing all current and histroical, classified and unclassified program documentation material.

1.3.1.10.3. Maintain access to closed contractor data management networks (i.e. Lockheed Martin’s IDE for SBIRS, etc) and government classified and unclassified electronic networks.

1.3.1.11. Travel.

1.3.1.11.1. Contractor employees may be required to travel to various locations within the continental United States (CONUS) and outside the continental United States (OCONUS) in performance of this task order. Annual estimated travel requirements are included below. All contractor travel shall be approved by the TO QAE prior to departure. Local travel in the Colorado Springs area will not be reimbursed. Any travel required shall be performed IAW FAR 31.205-46, Travel Costs.

1.3.1.11.2. Passports, Visas, Customs, and Travel. All contractor employees are subject to customs, processing procedures, laws, agreements, and duties of the country to which they are traveling and procedures, laws, and duties of the United States upon re-entry.

1.3.1.12. Government-Furnished Property and Services.

1.3.1.12.1. Hardware. The Government will provide access to the SBIRS Library.

1.3.1.12.2. Software. The Government will act as a liaison between the Contractor and Lockheed Martin to grant Contractor access to Lockheed Martin’s IDE and other appropriate applications. The Contractor shall sign a non-disclosure agreement prior to access of software.

1.3.1.12.3. Facilities, Supplies, and Services. The Government shall provide the Contractor with up to 24 workspaces in the Hartinger Building (Bldg. 1) on Peterson AFB, to include a computer, Secret Internet Protocol Router network (SIPRNET) access, and use of telephones, printers, and fax machine. SIPRNET is not required at the contractor facility, but must be able to present classified briefings. Any other contractor personnel shall work at the Contractor’s facility.

1.3.1.13. Security Requirements. Contractor personnel shall possess appropriate security clearances as of TO start date. Access to government facilities, documents and systems will require a current TOP SECRET clearance with eligibility for SCI and access will be required at the Special Access Program (SAP) level. The contractor shall conform to requirements of AFSPC’s Special Security Office (SSO) and special access programs. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET/SCI classification. The Contractor shall maintain accountability records/receipts for classified material to include transfer and destruction of material.

1.3.2. Requirement 2: United States Nuclear Detonation Detection System (USNDS) Capabilities.

(PoP begins: 19 August 2010.)

Provide technical, system analysis, programmatic, and analytical support of current and future USNDS requirements generation. Supported activities serve as the basis for a variety of planning, acquisition and operational functions including development of Joint Capabilities Integration and Development System (JCIDS) documents, review/development of Analyses of Alternatives (AoAs), Integrated Planning Process (IPP), Concepts of Operations (CONOPS), Information Technology Support, Planning, Programming and Budget Execution (PPBE), and the Air Force Capabilities Review and Risk Assessment (CRRA) process. Assist with preparation of requirements documentation for USNDS and upload documents into and maintain a classified USNDS database.

1.3.2.1. USNDS Engineering and Technical Support.

1.3.2.1.1. Assist with preparation of requirements documentation, including Capability Development Documents (CDD), and Capability Production Documents (CPD), using guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions: DoD 5000.1 – The Defense Acquisition System, Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01 – Requirements Generation System, AFI 10-601 – Capabilities Based Requirements Development, and AFI 63-101- Operation of Capabilities Based Acquisition System and Air Force Concept of Operations Development (AFI 10-2801), Capabilities-Based Planning (AFI 10-604), Air Force Space Command Concept Development (AFSPCI 10-102), and AFSPC CONOPS Development/CRRA Roles & Responsibilities (AFSPCHOI 10-212).

1.3.2.1.2. Provide feedback on working groups leading to validation of requirement sets as directed by various overarching instructions identified previously in paragraph 1.3.2.1.1.

1.3.2.1.3. Develop and maintain a comment resolution process to address and resolve military and civil concerns generated during requirements development process.

1.3.2.1.4. Provide feedback on security classification determinations and adjudications and support compromise investigations and damage assessments.

1.3.2.1.5. Provide recommendations on net-centric data exposure through Community of Interest service-oriented architectures.

1.3.2.1.6. Assist with the preparation of financial documentation, including but not limited to Program Objective Memorandum/Adjusted Program Objective Memorandum (POM/APOM) inputs, financial analysis, tracking of expenditures. Provide recommendations on financial decisions/expenditures. Provide budget support advocating MW/MD funding at quarterly budget meetings. Prepare briefings and advocacy products, identify task, and monitor funds for incorporation with MW/MD programs, projects and initiatives. (CDRL #0006)

1.3.2.2. Requirements Analysis and Definition.

1.3.2.2.1. Assist with evaluation of acquisition and fielding progress for delivery of operational capability, including evaluation of acquisition strategy, program schedules, sustainment strategies, security classification guides and system protection guides, funding profiles and integrated system synchronization for various satellite versions and ground and control segment upgrades/equipment fielding. Current and future USNDS systems shall be compliant with senior guidance including applicable CJCSIs, NSPDs, and Combatant Command directives. Identify key issues and propose a way-ahead for configuration control processes, test and evaluation planning, and specification development.

1.3.2.2.2. Provide recommendations via e-mail or hard copy on documents requiring coordination with the MW/MD Capability Team.

1.3.2.2.3. Provide technical assessments and recommendations for impacts on or applicability to USNDS’s operational, support, or sustainment requirements utilizing policies, procedures, guidance, and methodologies.

1.3.2.3. Program Element Monitor Support.

1.3.2.3.1. Provide programmatic support decision making during planning, programming, budgeting, and execution system (PPBES) exercises utilizing current PPBES software tools [i.e. Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Automated Business Services System (ABSS)] and any future PPBES software tools. Assist with tracking funds and providing data presentations for PPBES inputs to Department of Defense (DoD) processes.

1.3.2.3.2. Assist with analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid changing programs and budgetary deadlines.

1.3.2.3.3. Assess annual Planning, Programming and Budget Execution strategic guidance

1.3.2.3.4. Draft strategies supporting program financial management.

1.3.2.3.5. Provide strategies to “build” the Program Objectives Memorandum (POM), Program Change Proposal (PCP), Budget Change Proposal (BCP) and President’s Budget (PB) for USNDS programs, projects, and initiatives.

1.3.2.3.6. Draft operational impact statements including consequences of budget cuts to defend programs during Program Budget Decision (PBD), Reclama, and “cut drills” processes.

1.3.2.3.7. Draft strategies to support development of program Execution Plans (EXEPLAN).

1.3.2.3.8. Analyze Requirements Documents (R-Docs) and Procurement Documents (P-Docs) ensuring research and development, acquisition, and procurement strategies are consistent with program objectives.

1.3.2.3.9. Provide written inputs, assess changes to, and support the Automated Budget Interactive Data Environment System (ABIDES).

1.3.2.4. Records Management. Maintain a classified Secret/SIPRNET database for USNDS data/document management and information dissemination. This classified database shall be hosted at Peterson AFB on a government-maintained computer/network.

1.3.2.5. Travel. Contractor employees may be required to travel to various locations within the continental United States (CONUS) and outside the continental United States (OCONUS) in performance of task orders. Annual estimated travel requirements are included below. All contractor travel shall be approved by the TO QAE prior to departure. Local travel in the Colorado Springs area will not be reimbursed. Any travel required shall be performed IAW FAR 31.205-46, Travel Costs.

1.3.3. Requirement 3: Ground / Ballistic Missile Defense Requirements.

(PoP Begins: 21 September 2010) MW/MD is tasked to develop, update, document, and staff military requirements and capabilities for the following: Upgraded Early Warning Radars (UEWR), Space Tracking and Surveillance System (STSS), Command, Control Battle Management and Communications (C2BMC), Global Engagement Manager (GEM), Mission interoperability/integration including communications systems, and European Midcourse Radar (EMR). The Contractor shall provide technical, system analysis, programmatic and analytical support to the ground system for BMD, OPIR and Ground Radar Mission Areas including pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support to potentially develop, produce, deploy, operate, maintain security, and test and evaluate Ballistic Missile Defense (BMD) system elements and components. This requirement includes a broad range of technical assistance, acquisition planning, quick response research, special studies and software development support for the latest improvements in information technology, such as weapon system test and decision analysis, resource allocation analysis and development, and technical information systems.

1.3.3.1. Engineering And Technical Support.

1.3.3.1.1. Provide life-cycle engineering and technical support for BMD programs, projects and initiatives and major components such as the Ground-Based Midcourse Defense (GMD) (to include UEWR and EMR), STSS, C2BMC, and GEM System programs.

1.3.3.1.2. Assist with development and implementation of acquisition strategies for BMD programs, projects, and initiatives. Provide written recommendations to reduce the risk with development, fielding, testing, and sustainment of on-going BMD programs, projects, and initiatives.

1.3.3.1.3. Assist with definition, development, implementation and sustainment of the full spectrum of training required for BMD programs, projects, and initiatives as applicable to AFSPC assets and responsibilities. Develop and deliver training programs for BMD programs, projects, and initiatives consistent with AFSPC policies.

1.3.3.1.4. Provide recommendations on automated modeling and simulation tools.

1.3.3.1.5. Assist with definition, development, implementation and sustainment capabilities to safeguard sensitive unclassified and classified information for BMD programs, projects, and initiatives. Support system accreditation, information assurance (IA), certification, system security, document development (i.e., plans), and testing.

1.3.3.1.6. Assist with planning, definition, development, implementation, and sustainment methodologies and capabilities to test BMD programs, projects, and initiatives meeting documented operational requirements and AFSPC operational and maintenance norms, deliver systems to conduct and support integrated and stand-alone exercises and wargames, and provide assistance with development of testing and exercise/wargaming. (CDRLs #0002, #0003 and #0007)

1.3.3.1.7. Provide technical support to the logistics community for development of cost and operationally effective sustainment strategies, concepts, plans, and procedures. Logistics sustainment strategies shall be consistent with approved AFSPC requirements.

1.3.3.1.8. Assist with definition, development, and implementation of methodologies and capabilities to stand-up operational facilities and/or transition existing command, operations and support centers from legacy to new BMD programs, projects, and initiatives.

1.3.3.2 Program and Project Management Support.

1.3.3.2.1. Develop and operate a Technical Information Center (TIC) providing and maintaining databases with BMD program documentation material up to and including Secret information. Develop long-range plans, schedules, programmatic and supporting documents to provide priorities and guidelines for the Integrated Concept Team supporting various BMD programs.

1.3.3.2.2. Provide budget support advocating MW/MD funding at quarterly budget meetings. Prepare briefings and advocacy products, identify task, and monitor funds for incorporation with MW/MD programs, projects and initiatives. (CDRL #0006)

1.3.3.2.3. Provide short-notice taskings support for development of inputs to other MAJCOMs, AF, Joint and National agencies.

1.3.3.2.4. Provide analysis of future AFSPC missions and plans in support of future operations requirements, test plans, analyses, reports, and concepts development for future systems. (CDRL #0030)

1.3.3.2.5. Provide quick-reaction technical and analytical support within one hour for BMD programs and programmatic processes.

1.3.3.3 Program Element Monitor Support.

1.3.3.3.1. Provide comments on supporting documentation related to BMD missions on a daily basis [i.e. , Concepts of Operations (CONOPS), Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs)]. Provide and support briefings to other MAJCOMs, AF, joint, and national agencies. (CDRL #0006)

1.3.3.4.3. Provide assistance with analyses and decisions on HQ AFSPC policies, regulations, procedures, and guidance for BMD systems. Provide recommendations on program impacts. Advocate AF and AFSPC positions and equities at meetings on MW/MD. (CDRL #0030)

1.3.3.4.4. Assist in developing, delivering, and maintaining DoD Architecture Framework (DoDAF) compliant architecture models to meet the requirements of specific Joint Capabilities Integration and Development System (JCIDS) documents..

1.3.3.4.5. Identify impacts on operational capability needs and dates on program schedules, resource baselines, and execution progress. Provide comments, action items, and disposition for staffing of key documents developed under this effort and maintain a database and library of current and historical documents on individual program development for each system’s electronic management database.

1.3.3.4.6. Provide a report on operational effectiveness and suitability of designs, specifications, and concepts for implementation of planned system functions for mission and support requirements

1.3.3.5. Program Integration Support.

1.3.3.5.1. Provide system engineering and total program integration, both horizontally and vertically via net-centric means, of the AFSPC-provided BMD and OPIR ground capabilities (STSS, UEWR, EMR, C2BMC, GEM), and future systems with the Integrated Tactical Warning and Attack Assessment (ITW/AA) systems and MD/SSA net-centric architectures to meet documented operational requirements.

1.3.3.5.2. Report impacts of AFSPC system upgrades on existing and/or other planned ground systems. Document operational and technical capabilities and impacts to existing C4ISR architecture changes and upgrades, other ASFPC/agency sensor or weapon systems, or concept demonstrations. Provide written evaluations of existing and/or planned ground based- warning and missile defense systems and integration of current and proposed command, control, and communications (C3) architecture changes and upgrades on planned ground-based warning and MD systems.

1.3.3.5.3. Provide written recommendations to correct/update system interoperability disconnects among AFSPC missile warning and missile defense systems. Provide and maintain a list of Government-directed top program and system issues and identify urgent and compelling needs.

1.3.3.6. Travel.

1.3.3.6.1. Provide uniform and effective hardening, hardness verification, hardness maintenance, and hardness surveillance of hardened time-urgent command, control, communications, computer, and intelligence (C4I) systems that require network interoperability during and after exposure to HEMP environments. Since normal operation does not indicate the condition of the HEMP protection subsystem, verification testing and Hardness Maintenance/Hardness Surveillance (HM/HS) are necessary over the life of the facility.

1.3.4.1. HEMP Engineering and Technical Support.

1.3.4.1.1. Review proposed policies and guidance issued by AFSPC or higher headquarters, which affect the HEMP program and provide recommendations to the HEMP PMO.

1.3.4.1.2. Assist with developing HEMP modification concepts, implementation plans; assess new HEMP products and requirements; and provide recommendations to the HEMP PMO
