STATEMENT OF WORK
TSAT SUPPORT (A4/A6-0119)
FOR
SATCOM SYSTEMS BRANCH, HQ AFSPC/A6MZ

1.0 DESCRIPTION OF SERVICES: Contractor services are required to provide essential technical analysis, consulting, and engineering support services in support of Headquarters Air Force Space Command (HQ AFSPC) Satellite Communications (SATCOM) Systems Branch (A6MZ) functions. This effort will support responsibilities assigned to AFSPC as the SATCOM System Expert (SSE) for the Transformational Satellite (TSAT) Military SATCOM (MILSATCOM) system.
1.1 ORGANIZATION BEING SUPPORTED:

1.1.1 Mission: HQ AFSPC/A6MZ, the SATCOM Systems Branch, functions as the SSE for systems assigned by US Strategic Command (USSTRATCOM) in its role as the SATCOM Operational Manager (SOM) in accordance with the Chairman Joint Chiefs of Staff Instruction (CJCSI) 6250.01, Satellite Communications. HQ AFSPC/A6MZ mission responsibilities include the following:
1.1.1.1 SSE for assigned MILSATCOM systems
1.1.1.2 Support to the SOM in accordance with CJCSI 6250.01 and USSTRATCOM Strategic Command Directive 714-2, SATCOM System Experts Responsibilities; and execution of SOM delegated tasks.
1.1.1.3 Establish management structures that will enable seamless integration between system segments and resolve operational issues.
1.1.1.4 Provide operational, policy and technical support to refine SATCOM system requirements; design systems; and plan communications operations for existing and emerging commercial and advanced military satellite communication systems.
1.1.1.5 Participate in mission area planning to address SATCOM system issues.
1.1.1.6 Primary office tasked with focusing SATCOM systems to ensure integration into the Global Information Grid (GIG).
1.1.1.7 The SOM and SSE are directed by Joint Staff to develop concepts and implement policies to optimize satellite resource availability to the Unified Combatant Commands (UCCs) and other users.
1.2 OVERVIEW OF SERVICES REQUIRED:
1.2.1 Provide non-personal services to support the A6MZ mission area with technical expertise, policy development, and management support. The functions include interfacing with the TSAT program development and user community to adequately understand requirements, providing system analysis to evaluate the interoperability with each user, and evaluating the interoperability between systems.
1.2.2 Provide MILSATCOM network operation and configuration expertise to support the execution and establishment of MILSATCOM systems integration, and policy and control procedures supporting customers in Department of Defense (DoD) and non-DoD agencies, Joint Staff, UCCs, and Services along with future International Partners (IPs). A broad range of system knowledge and terminal specific information will be required to advise and recommend actions to support coalition interoperability development.
1.2.3 Along with TSAT system knowledge, the Contractor must have a knowledge of strategic and tactical missions that employ Extremely High Frequency (EHF) communications and specifically, knowledge of Milstar and Advanced Extremely High Frequency (AEHF) MILSATCOM system capabilities. Additionally, experience in current GIG capabilities and Command and Control (C2), and Internet Protocol (IP) systems are needed.
1.2.4 Assist A6MZ in supporting TSAT SSE responsibilities. Required support is expected to consist of working group participation; and policy and document development and analysis, evaluation and coordination. Deliverables will include technical reports and studies; presentation and briefing products; and meeting and trip reports. Contractor travel will be needed for this task order, and anticipated travel is reflected in paragraph 4.2.
1.3 SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: TSAT Requirements Definition Development Support. Support the development of Capabilities Requirements Documents (CRDs), Initial Capabilities Document (ICDs), Capabilities Description Documents (CDDs), Capabilities Production Documents (CPDs) and Concepts of Operations (CONOPS). Proper support to the creation of these documents is critical to meeting the program milestones as set out by Space and Missile Center (SMC). SMC will use these documents as one of several sources to develop the Space Segment Request For Proposal (RFP). Our thorough and detailed support to creation of these documents is necessary to provide the (Combatant Command (COCOM) perspective and ensure the COCOMs needs are being met.
1.3.2 REQUIREMENT 2: CONOPS Development. Support TSAT Operations Management Working Group OMWG, Communications and Network Management CONOPS and Transformational Communications Architecture (TCA) CONOPS development. These overarching efforts are necessary to develop the Techniques, Tactics and Procedures (TTPs) required to operate the TSAT system and integrate it into the GIG. Network Management (NM) will be crucial to TSAT being properly used within the GIG.
1.3.3 REQUIREMENT 3: TSAT Mission Operations System (TMOS) Support. TMOS development is ongoing, and we must concentrate on influencing the direction and design of the system to meet user utility. Specific areas of contractor support include: Enabling operational use of the TMOS architecture, AEHF Mission Planning Element (MPE)-TMOS transition, TSAT Enabling Concepts, TMOS Functional Concepts, and support for the development of planning management and control tools as the TMOS system is developed, in order to provide system network, operations and communications planning support. The government will provide information on the TMOS system as it is made available to facilitate this requirement. This effort will assist in clearly defining the lines of responsibility for planning, managing IP-based networks on the satellite, and development of satellite anomaly resolution tools. This is a completely new method of managing satellite communications resources, and therefore will require new policies and procedures to effectively operate.
1.3.4 REQUIREMENT 4: Integrated Test Team Participation. Participate in space, control and terminal segment tests and evaluations. Provide planning and management tools - training and assistance, to Global and Regional - Satellite Support Centers (G/R-SSCs) and affected GIG- Network Operations and Satellite Operations organizations, via coordination with the TSAT SSE. Additionally, support for this task will ramp up in the coming years, as TMOS and the space segment start manufacturing items to be available for testing. Support ITT activities to define the testing procedures and reports, to include TTPs. With TSAT included in the Information operations paradigm, testing methods will also need to be reexamined. Support efforts in this arena to fully exercise the capabilities of the items being produced.
1.3.5 REQUIREMENT 5: TSAT Transition and Integration. This important task area will support the planning and execution of capabilities migration from AEHF operations to TSAT operations. Detailed planning will be needed to identify the risks associated with the transition. Support the development of transition plans for space, terminal, and control segments. Provide TSAT Operational Transition Group (OTG) support. The contractor shall support the development of TTPs for space, terminal and control segments to include cutover plans. Participate in space, control and terminal segment integration and synchronization. The contractor shall facilitate operational synchronization and planning analysis to support new equipment fielding.
1.3.6 REQUIREMENT 6: Space Segment Acquisition Support. Provide Transformational Satellite Operations Element (TSOE) Support, including the development of the TSAT System Control and Operations Concept (SCOC) and the TSAT Resource Monitoring (RM) Policies and Procedures. Shall support the SSE in the development and analysis of other documents and plans; constellation deployment plans and options, Satellite Database (SDB) Analysis and Technical Assessments, Legacy Tools Database Transition, Terminal Data Flow (TDF) Concept, TSAT Apportionment Policies and Procedures, and the Data Management and Distribution Plan. This task is required during the Option years only, not during base year.
1.3.7 REQUIREMENT 7: International Partners (IPs) Support. Develop policies and procedures facilitating integration of IPs onto this system. IPs are a current operational requirement for AEHF and AEHF will transition to TSAT. It has been difficult, to say the least, to integrate the IPs (Canada, Netherlands, and United Kingdom) into AEHF operations. With the program changes that have been forced upon TSAT (e.g., removal of RF crosslinks) due to funding shortfalls, etc., the difficulty of integrating IPs into MILSATCOM EHF operations that include TSAT will be increased dramatically. This task is required during the 2nd Option year only, not during base year.
1.4 ADDITIONAL DELIVERABLES
1.4.1 Monthly Status Report. The contractor shall provide a Monthly Status Report (MSR). As a minimum, the MSR shall contain a narrative description of the work accomplished during the previous month and identify any significant accomplishments, slippages in delivery dates of deliverables, new delivery dates agreed with government representatives, and/or problems. Work accomplished and deliverable status will be plotted against the project schedule accepted by the government with the Task Order Proposal (TOP). The project schedule will identify (flag) any new milestone dates developed as work progresses and delivery date accelerations/slippages. In addition, the MSR shall itemize (in tabular and graphical format) the funded, planned, and cumulative, labor hours and associated funding expended/remaining on each sub-task, as well as the labor hours and funds expended during the respective period of performance. 1.4.2 Technical Information Center. The Contractor shall develop and maintain a Technical Information Center (TIC) containing soft copies of all relevant program documentation material, software, and deliverables up to and including Secret information relating to this task order provided by the government or developed or obtained by the contractor. The contractor shall deliver the TIC to the government at the end of task order performance, and shall submit an updated TIC inventory with the MSR, showing all relevant program documentation material, software, and deliverables up to and including Secret information relating to this task order contained in the TIC. 3.2.2 GOVERNMENT FURNISHED INFORMATION:
3.2.3 Documentation. Copies of necessary reference materials will be provided to the contractor. All materials will remain the property of the Government and will be returned to the QAE upon request or at the end of the Task/Delivery Order period of performance.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs).
3.3.1 The contractor may need to purchase open market materials (such as binders, Compact Disks, student handouts, etc…) in support of these efforts. All items shall be purchased in a manner that is “most advantageous to the government.”
3.3.2 The QAE shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
3.3.3 Any software purchased in support of this task order shall remain property of the government. The Contractor shall be required to provide an inventory of all materials purchased or provided by the Government, which shall be referred to as "Government Furnished Property." The contractor shall provide an itemized listing of the materials purchased. This listing shall be provided at the task order ending period of performance.
4.0 GENERAL INFORMATION.
4.1 SECURITY. Top Secret Clearance is required
4.1.1 Access to Government Property and Facilities: The contractor will be allowed non-escorted access to Government buildings on Peterson AFB and other sites consistent with Task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254. Additional access to the SIPRNET from the A6MZ facility can be arranged through the QAE. The Government may sponsor a SIPRNET connection in the contractor facility if needed, and will provide limited SIPRNET access at Government facility.

4.2.1 Any travel required to fulfill the tasks in this SOW shall be performed in accordance with FAR 31.205-46. For overseas travel, contractor personnel accompanying government travelers will be included in the Country Clearance Request IAW the Foreign Clearance Guide.
4.2.2 Task performance will require local travel (within 50 miles radius of Peterson AFB) between the contractor’s office, HQ AFSPC/A6MZ, Schriever AFB, and Cheyenne Mountain AFB. The contractor shall fund all local travel.
