STATEMENT OF WORK
FOR
SUPPORT OF AFSPC MISSION READY TRAINING
QUOTA MANAGEMENT
FOR
HQ AFSPC/A1KB

1.0 DESCRIPTION OF SERVICES:
The contractor shall provide support to administer the training quota management for Air Force Space Command (AFSPC) Mission Ready Training (MRT) program.
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/A1KB

1.1.2 MISSION: Manpower and Personnel Directorate, Headquarters Air Force Space Command, Peterson AFB CO Provide flexible, responsive and equitable personnel policies and programs to support Mission Ready Training Quota Management of AFSPC, combatant commanders, joint coalitions and our Nation.
1.2 OVERVIEW OF SERVICES REQUIRED:
The contractor shall provide support to administer the training quota management for Air Force Space Command (AFSPC) Mission Ready Training (MRT) program. This includes Mission Readiness Training, Air University Training, Air Force Institute of Technology Training, AFSPC Training, Air Force Specialty Code (AFSC) Award Training, Distance Learning, Professional Military Education, and Initial Skills Training quota administration. Identify and load AFSPC training requirements, distribute training quotas, and schedule training for Air Force personnel, military, civilian and contractor. The contractor shall use Government provided software to validate training requirements, screen requirements, manage training quotas, and notify students using Oracle Training Application (OTA) and Training Personnel System (TPS). The contractor shall use electronic means (i.e. MS Office Suite) to maintain administrative records (filing system) of actions taken.
1.3 SPECIFIC REQUIREMENTS:
1.3.1 REQUIREMENT 1: Accomplish Annual Data Call
The contractor shall coordinate, consolidate and conduct an annual data call/training quota annual screening, meeting established suspense deadlines, using established methodology and guidelines contained in AFI 36-2201 Volume 2, to include Chapters 2, 3, 4 and Attachments 1-5 (see website provided); and the guidance specified in the Annual AF Data Call Message. The contractor shall deliver data in the timeframe specified in the Data Call Message. This requirement is normally completed once per year and is an approximate three month process, and provides a consolidated formal training requirements list for all AFSCs.
1.3.2 REQUIREMENT 2: Load and Change Training Requirements
Daily the contractor shall use the guidance provided in AFI 36-2201, Volume 2 Paragraph 2 and periodic (normally quarterly) guidance provided in individual taskings received from AF/AETC/AFPC/AFSPC; to identify annually screened, out of cycle, and unallocated training and development requirements in OTA.
1.3.3 REQUIREMENT 3: Schedule Individuals for Training
Daily the contractor shall use guidance provided in AFI 36-2201 Volume 2 Paragraph 2 and periodic (normally quarterly) guidance provided in individual taskings received from AF/AETC/AFPC/AFSPC customers; to schedule and re-schedule individuals for requested training.
1.3.4 REQUIREMENT 4: Track Training Quota Utilization
The contractor shall daily track training quota utilization, and ensure on a monthly basis, at least 98% utilization of AF funded quotas, and at least 50% unit funded quota utilization. The contractor shall provide other reports on quota utilization identifying number of quotas authorized vs. utilized. The government estimates that other reports will be required once per month.
1.3.5 REQUIREMENT 5: Process No-Shows and S- Records
Using the guidance provided in AFI 36-2201 Volume 2 Paragraph 2 and periodic (normally quarterly) guidance provided in individual taskings received from AF/AETC/AFPC/AFSPC customers; the contractor shall process, on a weekly basis (each Monday one hour), no-show and S-records in OTA for government training monitoring.
1.3.6 Requirement 6: Space Course Management
The contractor shall daily perform electronic management of the class enrollment, attendance and completion for the Space 100, 200, and 300 courses.
1.3.7 Requirement 7 - Monthly Status Report: The contractor shall provide a monthly status report. (CDRL 0030).

3.0 Government Furnished Property and services:
3.1 GOVERNMENT FURNISHED PROPERTY (GFP):
3.1.1 HARDWARE: None
3.1.2 SOFTWARE: None
3.2 GOVERNMENT FURNISHED RESOURCES:
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: HQ AFSPC Education and Training will furnish one workspace in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, use of telephones, copier and fax machines.
3.2.2 INFORMATION SOURCES: HQ AFSPC Education and Training organizational members will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions; review/approve completed work, and provide feedback regarding contractor efforts. The Quality Assurance Evaluator QAE) is the primary source of technical guidance for this SOW.
3.2.3 GOVERNMENT FURNISHED INFORMATION: Copies of reference materials cited in SOW paragraph 1.3 will be provided to the contractor.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): None
4.0 GENERAL INFORMATION:
4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to the Hartinger building on Peterson AFB consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254.
4.3 PRODUCT OWNERSHIP: All products produced by the Contractor in the performance of this SOW are the property of the government.
4.4 PROPRIETARY DATA: The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
4.5 SERVICES DURING CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
