1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC), Directorate of Requirements (A5), Force Applications Division (A5M) requires non-personal technical, system analysis, programmatic, and analytical support.

1.1.2 MISSION: HQ AFSPC/A5M is the focal point for the definition, development, and advocacy of future space force mission needs to meet Air Force, USSTRATCOM, DoD and national objectives. Provides Command Leads to manage user involvement in the requirements generation and acquisition processes for future space force applications concepts addressing nuclear and conventional strike. Monitors Air Force Materiel Command (AFMC) and Space and Missile Center (SMC) research and development efforts for ballistic missile systems and components, concept refinement and technology development efforts associated with future space force applications. Actively participates in acquisition planning and coordination for development of future nuclear and conventional missile systems. Assesses the impact of the future threat, technology, funding, and current arms control treaties on the acquisition processes and warfighters needs.

1.2

OVERVIEW OF SERVICES REQUIRED:

1.2.1 HQ Air Force Space Command (HQ AFSPC), Force Applications Division (A5M) requires technical, system analysis, programmatic and analytical support and integration and coordination to execute executive-level reviews of A5M programs.

1.2.2 HQ AFSPC/A5M requires pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, deploy, operate, maintain security, and test and evaluate missiles, command control communications (C3), basing, reentry and launch vehicle systems and technology.

1.2.3 HQ AFSPC/A5M requires the contractor provide a broad range of technical assistance, acquisition planning, quick response research, special studies and coordination with executive-level review teams to help and facilitate the customer to ensure latest improvements in technology to meet requirements.

1.3

SPECIFIC REQUIREMENTS:

1.3.1 REQUIREMENT 1:

1.3.1.1 The contractor shall provide HQ AFSPC/A5M with technical assistance analyzing cost data, analyzing technology readiness level for viable technologies, developing notional acquisition strategies, reviewing USAF operating concepts and reviewing industry concepts. The contractor shall validate data for input to pre-acquisitions planning of A5M Futures programs [Force Application and Launch from CONUS (FALCON), Common Aero Vehicle (CAV), Conventional Strike Missile (CSM), Prompt Global Strike (PGS)], and make informal recommendations to A5M.

1.3.1.2 The contractor shall provide support to integrate threat analysis, modeling, costing, alternative materiel concepts and pre-acquisition studies/reports. The contractor shall support the development of acquisition documentation to provide input into program decisions and reviews. The contractor shall assist in analyzing operational requirements of the warfighting commands [e.g., United States Strategic Command (USSTRATCOM)], as outlined in their integrated priority lists (IPLs) and other documents, to integrate those needs into AFSPC programmatic processes on a monthly basis.

This requirement will be charged to Research, Development, Test, and Evaluation (RDT&E) funds (3600).

This requirement comprises approximately 50% of the total task effort.

1.3.2 REQUIREMENT 2:

1.3.2.1 The contractor shall provide A5M pre-systems acquisition planning and coordination with the 526th Intercontinental Ballistic Missile (ICBM) Systems Wing, Air Staff, Office of the Secretary of Defense (OSD) and USSTRATCOM. The contractor shall assist government to develop program strategies and participate in working groups. During the working groups the contractor shall advocate the AFSPC position, monitor changes in overall strategy and provide programmatic impacts to Command Lead. [Contract Data Requirements List (CDRL) 0009.

1.3.2.2 The contractor shall provide A5M programmatic support to include all integration and coordination with government senior-level review team(s) and interface with industry leaders.

1.3.2.3 The contractor shall provide programmatic support to optimize decision making during Planning, Programming, Budgeting, and Execution System (PPBES) exercises and review sessions resulting in recommendations for the draft Program Objective Memorandum (POM) input to the Directorate of Requirements (A5). The contractor shall use current PPBES software tools [Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Windows Based Budget Automated System (WINBAS), Automated Business Services System (ABSS)] and adapt to future PPBES software tools to help support and shape the POM and respond to changes in funding profiles and exercises that impact A5M programs.

1.3.2.4 The contractor will analyze trade studies, software modeling data (classified up to SECRET), assist with problem resolution and associated systems engineering support tasks to develop, produce, deploy, operate, maintain security, and test and evaluate missiles, command control communications (C3), basing, reentry and launch vehicle systems and technology.

1.3.2.5 The contractor shall assist in the preparation, review, and comment on Concepts of Operations (CONOPS), Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs), and other requirements process documents related to A5M missions to assist the government to staff these documents through the Joint Capability Integration Development System (JCIDS) process.

This requirement will be charged to Research, Development, Test, and Evaluation (RDT&E) funds (3600).

This requirement comprises approximately 35% of the total task effort.

1.3.3 REQUIREMENT 3:

1.3.3.1 The contractor will provide consultants for an executive-level review team within the allocated budget. The executive-level review team will advise the government how to illustrate the variety of data to the decision makers and provide guidance on the acquisition strategy. The team will further assess the latest improvements in technology to meet requirements and shape a cohesive strategy.

1.3.3.2 The contractor shall provide support, coordination and integration with the 526th ICBM Systems Wing, Air Staff, OSD and USSTRATCOM to include executive-level review team and interface with senior industry leaders. This support will cover all aspects of pre-acquisition planning to support potential requirement decisions relating to future nuclear and conventional systems.

1.3.3.3 The contractor shall participate in working groups to include: cost, threats, technologies, and operations, and review cost alternatives, to provide recommendations for each of the A5M program(s).

1.3.3.4 The contractor shall provide, consolidate and coordinate on all briefings, reports, travel, visits to industry and meeting facilities for the executive-level review team. The contractor shall provide support for short-notice taskings to support any review team. The contractor shall provide the agenda, notes, meeting minutes and action items for executive-level review team meetings (CDRL 0004, 0008, 0009a).

1.3.3.5 The contractor shall integrate and coordinate potential design solutions and cost estimates relative to requirements support and warfighter impact throughout the lifecycle of the weapon system(s) that will be reviewed. The contractor shall provide analysis to include technical merit, potential alternatives, and recommend an AFSPC position on the alternatives.

1.3.3.6 The contractor shall provide quick reaction technical and analytical support to conventional and nuclear systems. The contractor shall conduct research on programmatic issues to assist in the development of AFSPC acquisition inputs to other MAJCOM, AF, Joint and National agencies.

1.3.3.7 The contractor shall assist in the development and support of briefings to executive-level review team(s), other MAJCOMs, AF, joint, and national agencies.

This requirement will be charged to Research, Development, Test, and Evaluation (RDT&E) funds (3600).

This requirement comprises approximately 15% of the total task effort.

1.4

DELIVERABLES:

The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month or specified period of performance. The report shall contain a listing of items purchased using government funds and identify any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. (CDRL 0030)

Contractor receives no more than two (2) formal customer complaints/contract discrepancy reports per year. The contractor successfully resolves customer complaints within ten (10) calendar days of receipt, 100% of the time.

3.0

GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES.

Work will be performed at the Contractor facility. The Government will provide a common work station in a government facility, enabling the contractor access to an email account on the Government Local Area Networks (NIPRNET/SIPRNET) so the contractor is integrated into AFSPC for access to Government and professional documentation and forms and reference material; access to program/contractor web-based databases and to support program management and coordination. The contractor is not required to maintain SIPRNET at the contractor facility.

3.2.2

INFORMATION SOURCES.

AFSPC/A5M personnel and review team(s) will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review/approve completed work, and provide feedback regarding Contractor efforts. The Quality Assurance Evaluator is the primary source of technical guidance for this SOW.

3.2.3 DOCUMENTATION.

The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.

3.2.4 TRAINING.

Contractor shall be eligible to attend government-sponsored and government-provided training to maintain proficiency in software, administrative procedures or other areas, at no cost to the government. Contractor shall be eligible to attend contractor-provided and/or third party off-site seminars and classes, at no cost to the government.

3.3. MATERIALS AND OTHER DIRECT COST (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contratcing Officer prior to purchase.

4.0

GENERAL INFORMATION

4.1 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES.

The Contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with Basic Award DD-254.

4.2 TRAVEL: All travel to fulfill the task in this SOW shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31.
