STATEMENT OF WORK
FOR
Air Force Space Command (AFSPC) Chief Information Officer (CIO) Support
FOR

1.0 DESCRIPTION OF SERVICES: The purpose of this contract is to provide support to the AFSPC A6 in the areas of CIO duties, Portfolio Management (PfM), and Air Force Smart Operations 21 (AFSO 21).
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/A6

1.1.1 MISSION: Provide solutions, products, services and methodologies to defend national security space information and systems.
1.2 OVERVIEW OF SERVICES REQUIRED
Purpose of this task order is to provide HQ AFSPC CIO support required to fulfill the vision and execution processes of integrating AFSPC Command and Control, Communications and Computers (C4) capabilities with the Cyberspace domain. This level of support is required for effective execution of Department of Defense (DoD) and Federal mandates such as Clinger-Cohen Act compliance, Federal Information Management Security Act compliance (FISMA), Information Technology (IT) PfM (DODD 8115.01), Air Force Instruction 33-129, AFI 33-202--V1, Title 42, USC, Section 508, and National Military Strategy for Cyberspace Operations (DODD 8000.1, Management of DoD Information Resources and IT). Support also encompasses administrative management of the AFSPC CIO Dashboard and Scorecard, facilitating CIO policy & governance, AFSPC/A6 task analysis and CIO outreach across the command. Additionally, this task order provides HQ AFSPC CIO support for AFSO 21 program execution as well as to provide support for AFSPC CIO Enterprise Architecture and Information Assurance.
1.3 SPECIFIC REQUIREMENTS
1.3.1 Requirement 1: CIO Consultation and Support
1.3.1.1 To assist the AFSPC CIO in ensuring compliance and dissemination of Federal, DoD, and AF policy and governance across AFSPC, the contractor shall evaluate IT initiatives from Headquarters Air Force down to squadron commanders. Assist in the engineering analysis of operation, administrative and IT technical documents related to DoD, Federal, and commercial best practices and recommend courses of action to AFSPC CIO. By using the best practices concept, the contractor shall assist the AFSPC CIO and government representatives by providing recommendations, analysis of alternatives, briefings and point papers to enable IT decision-making and information sharing in the following forums; AFSPC A6 CIO integrated process team (IPT), Communications Squadron Commander (CS/CC) collaboration sessions, weekly Architecture and Integration collaboration meetings, bi-annual DoD, Air Force and AFSPC Communications and Information (C&I) Summits.
1.3.1.2 The contractor shall assist the AFSPC CIO with identifying and analyzing DoD, Federal, and commercial best practices in recommending communications and information AFSO 21 initiatives. The contractor shall recommend to the CIO best practices to incorporate into HQ AFSPC processes. The contractor shall gather and prepare data (e.g., PowerPoint slides) used for AFSO 21 planning sessions and events, and provide improvement trend reports and analysis upon event completion.
1.3.1.3 The contractor shall assist the AFSPC CIO with identifying AFSPC A6 specified and implied tasks (task analysis) by reviewing AF- and DoD-level instructions related to the AFSPC and A6 mission. This research will assist the AFSPC CIO in determining what AFSPC IT functions remain within AFSPC control versus transferring to AF Network Operations and, in doing so, support AFSPC CIO AFSO 21 planning sessions and events. The contractor will provide monthly written/verbal updates to the CIO and government representatives on progress and opportunities.
1.3.1.4 The contractor shall evaluate existing AFSPC Architectures and assist the AFSPC CIO with the standardization of Enterprise Architecture processes, Tactics, Techniques and Procedures (TTPs) throughout the AFSPC A6. The contractor shall provide recommendations for process improvements and provide expertise to implement selected recommendation(s).
1.3.2 Requirement 2: AFSPC Dashboard Administration
1.3.2.1 The contractor shall be proficient in the usage and administration of the current version of Microsoft Share Point to aid in the assistance of content managers/administrators and maintainers for the AFSPC Dashboard (e,g., heads-up display for Command, directorate/division-level programs, financial, and IT initiative status/information). The contractor shall assist AFSPC government representatives and coordinate with Enterprise Information Management (EIM) professionals to add new users/groups/processes to existing Dashboard. The contractor shall incorporate EIM practices into AFSPC Dashboard training, usage, and management. The contractor shall also ensure the AFSPC Dashboard adheres to IT-related DoD, Federal guidance and commercial best practices. The contractor shall provide Dashboard Training for up to 20 people approximately bi-monthly at contractor furnished facility. Training will include; how to input data, how to read and report on the data, and how to properly manipulate the data.
1.3.2.2 The contractor shall create a means to interface other DoD and/or AF-approved enterprise management tools with the AFSPC Dashboard.
1.3.3 Requirement 3: IT Portfolio Management (PfM)
1.3.3.1 The contractor shall assist the government representative in the standup and maturation of IT PfM governance. This includes recommendations to government representatives for the development of processes and procedures for implementation across AFSPC from research of DoD developing concepts, associated processes and policies; Federal, and commercial best practices. Assist AFSPC CIO by reviewing AFSPC mission systems for Clinger-Cohen Act, and related IT PfM items for compliance to meet Federal mandates and reporting requirements.
1.4 Additional Deliverables: CDRL 0030 Contractor’s Progress, Status and Management Report

3.0 Government Furnished Property and services:
3.1 GOVERNMENT FURNISHED PROPERTY (GFP): NONE
3.2 GOVERNMENT FURNISHED RESOURCES:
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A6 will provide up to three work stations in the Hartinger building on Peterson AFB. Work stations include desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines. SIPRNET is not required at the contractors’ facility.
3.2.2 GOVERNMENT FURNISHED INFORMATION: Personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review and accept completed work, and provide feedback regarding Contractor efforts. The Quality Assurance Evaluator (QAE) is the primary source of technical guidance for this SOW.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): NONE
4.0 GENERAL INFORMATION:
4.1 SECURITY: Provisions outlined in the basic award DD 254 apply to this task order. Activities and products associated with this task order shall range from Unclassified to Secret.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD 254.
4.3 SERVICES DURING CRISIS: The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
4.4 TRAVEL: Travel needs are derived by the QAE. Approximately 14 trips are estimated to support Sow Requirement 1.3.1 and 1.3.3.

4.4.1 Any travel required to fulfill these required tasks in this SOW shall be approved by the QAE prior to actual travel and reimbursed IAW FAR 31.205-46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel.
4.5 PRODUCT OWNERSHIP: All products produced by the Contractor in the performance of this SOW are the property of the government.
4.6 PROPRIETARY DATA: The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
