FOR
CYBERSPACE (ISR) SUPPORT
FOR
AFSPC/A2

1.0 DESCRIPTION OF SERVICES: Support to AFSPC/A2 for Cyberspace mission
1.1. ORGANIZATION BEING SUPPORTED:

1.1.2. MISSION: The mission of the Directorate of Intelligence, Surveillance, and Reconnaissance is to integrate ISR capabilities from, to and through space and cyberspace to present premier combat power to the joint warfighter
1.2. OVERVIEW OF SERVICES REQUIRED: This contract supports AFSPC/A2 requirements, analyses, planning, programming and budgeting activities for cyberspace ISR activities. The Contractor shall provide Information Technology Systems engineering and integration, systems analyses, system/specialty engineering, program assessments for database applications, and architectures for cyber programs including those supporting: Combat Information Transport System, Network Attack, Network Defense, Cyber Situational Awareness, Combat Communications, AFNetOps and Network Exploitation.
The Contractor shall also provide additional information technology support requirements to include interface with other HQ AFSPC directorates, the Joint Staff, Combatant Commanders, National Agencies, and other MAJCOMs. The Contractor shall provide technical assistance in the area of cyber operations, communications engineering, database applications, and cyber system design/development.
1.3. SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1: The contractor shall assist in the identification, requesting, development and provide intelligence-based materials in support of organizational activities; providing current intelligence to Commanders on physical and Cyber threats and providing analytical support to include: weapon system development, theater situation awareness, emerging analytical concerns and future analytical strategies.
1.3.1.1. The contractor will assist in the review of current intelligence reports daily or as world events dictate. Assist in providing a threat summary to decision makers in the form of a briefing or point paper as per AFI 14-202.
1.3.2. REQUIREMENT 2: The contractor will assist in force management, professional development, training, education, readiness, utilization, and deployment of the Total Forces ISR personnel. Support planning for intelligence training requirements in the system training plans. Support oversight of Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) capabilities that pertain to cyber missions. Contractor will assist in the coordination of resource requirements for day-to-day operations, considering systems, personnel, and training.
1.3.2.1. The contractor shall review and assist in the writing of Intelligence related CONOPS on an as needed basis and provide written feedback as per AFDD 14-2, AFI 14-111 and AFI 14-202.
1.3.3. REQUIREMENT 3: The contractor shall assist in the management of a viable and responsive SCI security program.
1.3.3.1. The contractor shall assist in the management of SCI billet positions. Products include transmitting 500 visit request forms per month, creating and managing AF form 2586 for incoming and outgoing personnel, SCIF validation for one to two sites per year per DCID 6-9, and maintenance of secured facilities checklists and education programs.
1.3.4 REQUIREMENT 4: The contractor will assist in the establishment and management of an Intelligence Oversight Program for AFSPC cyber mission, working with subordinate units, and assisting with subordinate unit guidance and direction through developing AFI’s, checklists, and Stan/Eval criteria.
1.3.4.1. The contractor will assist in the development of a program, checklists, and stan/eval criteria for an intelligence oversight program. The contractor will then assist in testing cyber personnel all those applicable to intelligence oversight rules at least yearly. The contractor shall assist in ensuring the program complies with EO 12333, DoD 5240.1R, and AFI 14-104.
1.3.5 REQUIREMENT 5: The Contractor shall assist and support the adaptation and formalizing AFSPC/A2's Production Requirement (PR) and Dissemination management policy and processes to support the validation of unit and force level intelligence requirements IAW current DOD, Unified Command, and MAJCOM guidance.
1.3.5.1. The contractor will assist with PR and Dissemination management policy at least quarterly and provide written feedback quarterly IAW DoD, AFI’s, and MAJCOM guidance.

1.3.6 REQUIREMENT 6: The Contractor will provide intelligence support to war gaming and exercises, including scenario development, war-game and exercise support.
1.3.6.1. The contractor will assist in the writing of intelligence content of 5-10 inspector general scenarios in accordance with AFI 14-104, AFI 14-202, and an applicable MDS series.
1.3.7 REQUIREMENT 7: The Contractor will assist in the development and implementation of a Cyber Intelligence Formal Training Unit.
1.3.7.1. The contractor will assist in the development and the instruction of an intelligence course for personnel new to cyberspace giving them the necessary background to perform their jobs. The course will include history of the career field, current threats, unit functions, MAJCOM functions, systems use, deployment functions, and future initiatives. The course must be coordinated and approved by Air Education and Training Command (AETC). There will be 4-5 courses of 20-30 students per year.
1.3.8 REQUIREMENT 8: The Contractor will assist in the management of the AFSPC cyber JWICS Requirements Board and will assist in advocating for fielding of automated intelligence systems and related training, connectivity, and maintenance to ensure mission accomplishment and appropriate integration between AFSPC assets and the intelligence community.
1.3.8.1 The Contractor will assist in the identification of other cyber-specific computer and connectivity requirements in support of mission accomplishment, as well as related training and maintenance as listed above.
1.3.8.2. The contractor will assist in the validation and approval of JWICS requirements to DIA as needed. The process includes methodology for ensuring customers follow the approved DIA checklist and can support the financial requirements to maintain a JWICS account. The contractor will also work with local FM and customers to monitor the replacement of 1/3 of the JWICS systems architecture is updated yearly.
1.3.9 REQUIREMENT 9: The Contractor will assist in the development of senior executive presentations. This includes support and assistance to the AFSPC/A2 staff and major subordinate organizations in communication, management, and policy concepts.
1.3.9.1. The contractor will assist in the creation of 3-5 presentations per year.
1.3.10 REQUIREMENT 10: The Contractor will assist in the administration of the Foreign Materiel Program, including collecting/reviewing requirements submitted, researching/prioritizing submissions, and presenting requirements on a yearly basis to AFSPC/A2X for review.

1.3.11 REQUIREMENT 11: The Contractor will assist in the establishment and/or adapt A2 programmatic and budgetary AFSPC processes. This will include research to support POM/APOM, APPG, CRRA, and other processes as required. This may include formal presentations and assisting with Cyber advocacy efforts with entities outside the command.
1.3.11.1. The contractor will assist in a yearly development of execution plans and assist with review of program budgeting decision (PBD) and program decision memorandum (PDM). The contractor will assist the PEM in developing effective POM/APOM strategies.
1.3.12 REQUIREMENT 12: The Contractor shall assist in researching ISR requirements and develop means for AFSPC/A2 to ensure delivery of critical information; to assess the integration of intelligence systems into AFSPC acquisition process; to provide analyses and technical reports to integrate preliminary design and requirements readiness reviews, intelligence support working groups; and the Joint Capabilities Integration and Development System (JCIDS) process.
1.3.12.1. The contractor will assist AFSPC/A2 POCs for projects; the contractor will attend intelligence support working groups, coordinate with national agencies on threat assessments, and provide 4-6 progress reports to the A2 as requested.

1.3.13 REQUIREMENT 13: The Contractor shall provide Cyber subject matter expertise and Cyber analysis to promote standardization, interoperability, and security within Space and Cyber ISR, Space and Cyber threat analysis, and Space and Cyber superiority fields. The contractor shall have expertise in, but not limited to, the following areas:

· Network Attack
· Network Defense
· Cyber Situational Awareness
· Combat Communications
· AFNetOps
· Network Exploitation
1.3.14 REQUIREMENT 14: The Contractor will assist in the development, collection and analysis of metrics for Cyberspace ISR support to enhance MAJCOM and NAF mission accomplishment.
1.3.15 REQUIREMENT 15: The Contractor will provide technical expertise to Command Leads in their duties concerning cyber requirements.
1.4. Monthly Status Report:

3.0. Government Furnished Property and services:
3.1. GOVERNMENT FURNISHED PROPERTY (GFP)
3.1.1 HARDWARE: none
3.1.2 SOFTWARE: none
3.2. GOVERNMENT FURNISHED RESOURCES:
3.2.1. FACILITIES, SUPPLIES, AND SERVICES: The Contractor shall provide facilities, supplies, or other unique services for this task including access to Secret Internet Protocol Router Network (SIPRNET) and the storage of classified material. Also, AFSPC/A2 will furnish up to 6 workspaces in the Hartinger Building on Peterson AFB, desk space, chairs, computers connected to 21 NET, access, and use of telephones, copiers and fax machines.
3.2.2. GOVERNMENT FURNISHED INFORMATION: A2 personnel will be available to provide technical input, answer questions, review completed work and provide feedback.
3.2.3 GOVERNMENT FURNISHED INFORMATION: The following documents will be made available during contract execution upon request to the QAE.
a) CJCSI 3170, Joint Requirements Development
b) AFI 10-601, AF Requirements Development
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): N/A
4.0 GENERAL INFORMATION
4.1 SECURITY. The contractor will require access to Sensitive Compartmented Information (SCI) and other special category data to include Special Access Program/Special Access Required (SAP/SAR) and IJSTO during the performance of these tasks. The government will determine accesses required in conjunction with the contractor’s stated needs. All work will be performed in accordance with the attached DD 254 (Department of Defense Security Classification Specification).
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the attached DD254. Activities and products associated with this task order shall range from Unclassified to Top Secret SCI.
4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.4.1 Any travel required to fulfill these required tasks in this SOW shall be approved by the QAE prior to actual travel and reimbursed IAW FAR 31.205.46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel
4.5. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.6. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW
