STATEMENT OF WORK

FOR

HEADQUARTERS AIR FORCE SPACE COMMAND

HQ AFSPC/A8/9 Directorate of Plans, Programs, and Analyses Military Utility Analysis 1 July 2008

1.0 DESCRIPTION OF SERVICES:

Provide non-personal analytical support to the Headquarters, Air Force Space Command (HQ AFSPC), Space Analyses (A9), in support of Military Utility Analysis.

1.1 ORGANIZATION BEING SUPPORTED:

1.1.1 MISSION: Assure AFSPC/CC decisions are underpinned by rigorous independent analysis insight, oversight, on-site provide technical expertise to national security space community. Enhance space representation in DoD Analysis, provide quick-turn analysis to the warfighter, and assess space capabilities and operational risk.

1.2 OVERVIEW OF SERVICES REQUIRED

A9 requires support for studies and Military Utility Analysis (MUA). These studies and MUAs require contractor services to enable organized analytical assessments of complex issues, which provide insight to AFSPC decision makers about the capabilities and consequences associated with alternative solutions to problems. The Contractor shall support a variety of studies and MUAs in the following areas:

· Systems modernization, integration, analysis & sustainment

· Organizational roles and responsibilities

· Mission capability

· Force strategy

· Force structure options

· Current/future plans

· Requirements/capability analysis and assessment

· System sustainment/life cycle support

· Risk assessments

· Support, plan and conduct modeling, simulation, and analyses End users for the MUAs are expected to be AFSPC/CC/CV, 14AF/CC, 20AF/CC and their staffs. A9 expects to perform 4-6 MUAs a year, with a typical MUA cycle of approximately four months or less.

1.3 Specific Requirements

1.3.1 REQUIREMENT 1: Studies and MUAs.

1.3.1.1 The contractor shall provide technical support in preparation of study plans. This includes problem statement definition, selection of measures of effectiveness (MOE) and measures of performance (MOP) and determination of the means for generation of the MOEs and MOPs for a variety of issues associated with HQ AFSPC programs/systems.

1.3.1.2 The contractor shall support generating the study MOEs and MOPs. This will involve spreadsheets, and modeling and simulation (M&S). Current Contractor must have working knowledge of Synthetic Theater Operations Research Model (STORM) and System Effectiveness Analysis Simulation (SEAS).

1.3.1.3 The contractor shall support interpreting the outcomes of the study or MUA research. This includes basic statistical techniques, design of experiments, use of statistical software, sensitivity analysis, and the ability to interpret the output in the context of strategic, operational, and tactical levels of warfare.

1.3.1.4 The contractor shall support the preparation of study or MUA documentation such as: study plans, interim briefings, final reports, and final briefing.

1.3.1.5 DELIVERABLES:

The contractor shall deliver a Monthly Status Report (MSR) each month covering activities of the preceding month. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining.

Deliverables are completed in accordance with block 14 in the Contract Data Requirements List (Electronic copy acceptable in the currant Air Force desktop office software).

Documents are due in accordance with the Contract Data Requirements List blocks 12 and 13. No more than one (1) late document per month and no more than two (2) per year. No more than two (2) sets of corrections or edits and all corrections must be accomplished within two (2) working days.

Contractor receives no more than two (2) formal customer complaints/contract discrepancy reports per year. The contractor successfully resolves customer complaints within ten (10) calendar days of receipt, 100% of the time.

3.0 Government Furnished Property and RESOURCES:

3.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A9 shall furnish a maximum of two (2) workspaces in the Ent building on Peterson AFB (Bldg 1470), desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of approved security containers, telephones, copier and fax machines.

3.2 INFORMATION SOURCES: Government personnel shall be available for technical exchanges with the contractor. Government personnel shall provide technical input, answer questions, review and accept completed work. The QAE is the primary source of technical guidance for this SOW.

3.3 GOVERNMENT FURNISHED INFORMATION: The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.

3.4 MATERIALS AND OTHER DIRECT COSTS (ODCs): None

4.0 GENERAL INFORMATION

4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order. Access to TS/SCI is required. A maximum of two billets are available.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor shall be allowed unescorted access to AFSPC Building 1 (Hartinger Building) and Bldg 1470 on Peterson AFB.

4.3 TRAVEL. The following trips are estimated to support this task. Task performance shall also require local travel (within 50 miles of Peterson AFB CO). These trips do not include travel time.

4.4 Services During Crisis. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. The Contracting Officer or QAE, a representative of the contracting officer, will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from a crisis will be negotiated in accordance with FAR clauses for “Changes”.
