STATEMENT OF WORK
FOR
SYSTEMS ENGINEERING AND PROGRAM SUPPORT FOR SPACE BASED MISSILE WARNING
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND OPERATIONS DIRECTORATE
SATELLITE OPERATIONS DIVISION

1.0 DESCRIPTION OF SERVICES: This contract provides technical services which support HQ AFSPC/XOSM functions in monitoring all operational aspects of the Space Based Infrared System (SBIRS) system of systems to include the legacy Defense Support Program (DSP). The SBIRS system supports many mission areas to include: missile warning (MW), missile defense (MD), technical intelligence (TI), and battlespace characterization (BSC).
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/XO

1.2 OVERVIEW OF SERVICES REQUIRED:
This task order provides non-personal services which support AFSPC’s SBIRS and DSP programs. These services include being able to provide technical analysis and engineering services to the operational community. This service also provides Program Element Monitor (PEM) support. Finally, the contractor shall interface with the appropriate agencies to ensure HQ AFSPC\XOSM is alerted to programmatic changes, operational changes, fiscal constraints which will have a bearing on operations and AFSPC.
1.3 REQUIREMENT 1: Technical analysis and engineering support for SBIRS Operations.
1.3.1 The contractor shall provide operational and technical support regarding SBIRS mission operations to include: reviewing studies of present and future operational systems; conducting cost benefit analysis; and providing independent technical assessments of system functionality, risk, cost, and scheduling factors. The contractor shall provide technical and operational expertise regarding Integrated Tactical Warning and Attack Assessment (ITW&AA), Theater Event System (TES) (and its components), MD, TI, BSC, Technical Review Team products and Independent Review Team products. Contractor shall deliver minutes/findings/comments for special studies and minutes/findings/comments/briefings for technical reviews. Estimated tasking:100 per year, reference CDRL 0009 and 0036.
1.3.2 The contractor shall alert XOSM to any changes in national space policy goals, objectives, and senior level direction impacting current space operations impacting SBIRS.
1.3.3 The contractor shall provide technical experience and support to the DSP and SBIRS High constellation’s Flight Planning, Rehearsal, Readiness, Launch, vehicle lifecycle expectations, constellation health and projected attrition, and constellation realignment activities. This will include determining functional availability for the satellite constellations.
1.3.4 The contractor shall assess disconnects between SBIRS training systems and AFSPC operational training requirements.
1.3.5 The contractor shall alert XOSM after evaluation and review regarding future program systems/functionality against current day-to-day operations-oriented activities. The contractor shall recommend actions to assist XOSM in providing a smooth integration of remaining legacy assets, present systems, and future systems (e.g. SBIRS Low) with minimal disruption to current on-going operations.
1.3.6 The contractor shall draft, coordinate, and update concept documents to include the SBIRS Enabling Concept and the Global Surveillance, Tracking and Targeting (GSTT) Functional Concept. The contractor shall review tactical level operating concepts for compliance .
1.3.7 The contractor shall recommend classification determinations in accordance with the System Operational Protection Guides for the DSP and the SBIRS. This will include interpretation, coordination, suggestions, and concerns regarding various security and classification issues for internal/external organizational activities.
1.3.8 The contractor shall draft, coordinate, and update System Operational Protection guides.
1.3.9 The contractor shall analyze the results of Special/Trade Studies, Papers, and Independent Reviews. Estimated 50 times per year, reference CDRL 0036
1.3.10 The contractor shall attend and provide minutes for operations conferences, International Cooperative Agreement Team (ICAT) meetings, Requirements Review Group (RRG), Integrated Product Teams (IPT), Integrated Concept Teams (ICT), Executive Committee (EXCOM), Presidents Meeting, Mission Area Teams (MAT) meetings, design reviews, all working groups, Technical Interchange Meetings (TIMs), program reviews and other meetings requested by the QAE. Estimate: 100 meetings per year, reference CDRL 0009.
1.4 REQUIREMENT 2: Program Element Monitor (PEM) Support: Provide PEM support throughout the current year excursion, budget year planning, and the Planning, Programming, Budgeting and Execution (PPBE) cycle for POM generation. This includes coordinating between the AFSPC SBIRS program lead (HQ AFSPC/DRFS) and XOSM on SBIRS issues. .
1.4.1 The contractor shall provide comprehensive analysis and recommendations on resource adjustments and program element changes..
1.4.2 The contractor shall help draft, coordinate and assist the Government with SBIRS Financial Plans (Fin Plan) and Spend Plans.
1.4.3 The contractor shall analyze current budget execution at least monthly and recommend necessary adjustments based on program developments.
1.4.4 The contractor shall recommend inputs for resource adjustments to the PPBE cycle to include the Program Objective Memorandum (POM)/Budget Estimate Submission (BES), Presidents Budget (PB) and other budget exercises.
1.4.4.1 The contractor shall provide program and budget analysis support with continuous situational awareness of operations requirements and budget decisions at wing, SMC system program office (SPO), HQ AFSPC, Air Staff. The contractor shall draft a program budget strategy for XOSM and DRFS to use as the framework for all DSP/SBIRS resource decisions.
1.4.4.2 The contractor shall analyze OSD Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), Program Change Proposals (PCP), Budget Change Proposals (BCP), Congressional marks, and other resource actions which affect current and planned operational SBIRS capabilities. The contractor shall provide recommended statements of operational impact to XOSM and DRFS within four hours.
1.4.4.3 The contractor shall draft required documents (RAPIDS slides, talking papers, QUAD charts) to assist in the development of the POM, Budget Execution Review (BER) and other financial products which support XOSM and DRFS for all SBIRS appropriations.
1.4.5 The contractor shall maintain and update at least monthly a financial database which tracks SBIRS and DSP operational, developmental, and sustainment activities..
1.4.6 The contractor shall analyze and recommend program budget execution options to support queries from GAO, OSD and AF Analysts.
1.4.7 The contractor shall provide justification Book (J-Book) inputs to support DSP/SBIRS budget POM, BES and PBs submissions.
1.4.8 The contractor shall provide comments on related documents (R&P-Docs).submissions.
1.4.9 The contractor shall review DSP/SBIRS monthly financial reports, Quarterly Sustainment Review (QSR) products, and Product Improvement Working Group products and associated sustainment documents..
1.4.10 The contractor shall prepare draft documents for financial transactions such as MIPRS, Form 9s, and AF Form 616. The contractor should be familiar with government financial software.
1.4.11 The contractor shall arrange/attend SBIRS Financial Planning Working Groups (FPWG) and other financial meetings. Estimated 10 meetings per year.
1.5 REQUIREMENT 3: The contractor shall interface with other SAF, HQ AFSPC directorates, Joint Staff, USSTRATCOM, USSNORTHCOM, NORAD, CMOC, MDA, JTAMDO, Headquarters Air Force, SMDC, ARSTRAT, NAVSPACE, 14AF/SPACEAF, 50 SW, 460 SW, AFRC, ANG, AFOTEC, AFTAC, DISA, DTRA. DIA, Sandia National Labs, Intelligence Communities, Civil agencies (NASA, FEMA, etc), DOS at the SI/TK level and program level, necessary to the completion of the tasks described in this Task Order. The contractor will also work with foreign nationals on a daily basis.
1.5.1 The contractor shall draft and coordinate Memorandums of Agreements (MOAs) documenting relationships between AFSPC and other agencies concerning Missile Defense (MD), Overhead on-Imaging Infrared (ONIR), Combatant Commanders Integrated Command and Control System (CCIC2S), mission management and tasking, and other architectures to ensure compatibility with existing SBIRS systems.
1.5.2 The contractor shall draft coordinate or update AFSPC operational instructions.
1.5.3 The contractor shall attend AFSPC/XP capabilities planning meetings and provide inputs to ensure spaced based warning performance and future requirements are documented. Estimated 8 per year.
1.5.4 The contractor shall aid the AFSPC during discussions and exchange of information between AFSPC and other countries in support SBIRS operations. Estimated 2 meetings per year. In support of this, the contractor shall assist AFSPC in the development of a US strategy for international cooperation on SBIRS and other related sensors.
1.6 REQUIREMENT 4: The contractor shall submit a monthly report to the QAE and CAASETA office documenting monthly expenditures. Reference CDRL 0011.

3.3. GOVERNMENT FURNISHED RESOURCES:
3.3.1. WORKSPACE, SUPPLIES, AND SERVICES: Contractor will bid using off-base rates. HQ AFSPC/XOS will furnish, on an as-available basis, workspace in the Hartinger building on Peterson AFB, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones for official business, copier and fax machines for contractor personnel. Computers shall have access to ABSS, CRIS, and MicroBAS programs. The Contractor shall furnish all sundry office supplies utilized for task efforts by their employees.
3.3.2. MATERIALS AND OTHER DIRECT COSTS (ODCs):
3.3.2.1. HARDWARE: , The contractor may be required to purchase SBIRS related equipment and supplies as approved by the QAE. Any purchase exceeding $500 must have prior approval from the contracting officer.
3.3.2.2. SOFTWARE: None.
4.0. GENERAL INFORMATION:
4.1. SECURITY: The highly specialized tasks of this SOW require access to TS/SCI data with special program accesses. Contractor shall provide personnel with clearances commensurate with the DD 254, Department of Defense Contract Security Classification Specification.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed non-escorted access to the Hartinger building other buildings on Peterson AFB accessible through the use of the badge issued for Hartinger building access. Access to other sites is allowed consistent with task requirements, but will require visit requests. Access to Government facilities, documents, and systems shall be in accordance with the DD 254, Department of Defense Contract Security Classification Specification.
4.3. TRAVEL: Travel is required to a variety of destinations in the performance of the SOW requirements. Travel required to fulfill the tasks in this SO shall be approved by the QAE and in accordance with FAR Part 31. Task performance will also require local travel between Peterson AFB, Schriever AFB and Colorado Springs. The contractor shall fund all local travel.

4.6. HOURS OF WORK: The contractor shall be available to the government during the following hours: 0730-1630, Monday through Friday, excluding federal holidays. Military exercises may require hours of work be adjusted accordingly.
4.7. MEETING/CONFERENCE SUPPORT: The Contractor shall provide a conference facility which can hosts up to 80 persons fifteen times per year, at the request of HQ AFSPC, for meetings up to and including TS/SCI and program level.
