DETERRENCE AND STRIKE DIVISION (HQ AFSPC/A5M)

13 Nov 07 1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC), Directorate of Requirements (A5), Deterrence and Strike Division (A5M) requires non-personal technical, system analysis, programmatic, and analytical support.

1.1.2 MISSION: HQ AFSPC/A5M is the focal point for the definition, development, and advocacy of future space force mission needs to meet Air Force (AF), United States Strategic Command (USSTRATCOM), United States Northern Command (USNORTHCOM), Department of Defense (DoD), and national objectives. Provides Command Leads (CL) to manage user involvement in the requirements generation and acquisition processes for future space force applications concepts addressing Ballistic Missile Defense (BMD). Monitors Air Force Materiel Command (AFMC), Combatant Commanders Command and Control Systems Group (CC2SG), and Missile Defense Agency (MDA) research and development efforts for BMD systems and components and technology development efforts associated with future space force applications. Actively participates in acquisition planning for development of future BMD systems. Assesses the impact of the future threat, technology, funding, and current arms control treaties on the acquisition processes and warfighters needs.

1.2 OVERVIEW OF SERVICES REQUIRED: HQ Air Force Space Command (HQ AFSPC), Deterrence and Strike Division (A5M) requires technical, system analysis, programmatic and analytical support. This includes pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, deploy, operate, maintain security, and test and evaluate BMD system elements and components.

1.2.1 HQ AFSPC/A5M requires the contractor provide a broad range of technical assistance, acquisition planning, quick response research, special studies and software development support to help the customer fully use the latest improvements in information technology. Furthermore, this task order shall include weapon system test and decision analysis, resource allocation analysis and development, and technical information systems. The contractor shall coordinate with other Air Force and Government agencies, Services (i.e., Army and Navy) and Joint offices.

1.2.2 Applications HQ AFSPC is tasked to develop, update, document, and staff military requirements and capabilities for AFSPC systems that will support the Missile Defense mission. These include:

Upgraded Early Warning Radars (UEWR);

Space-Based Infrared System (SBIRS);

Command, Control Battle Management and Communications (C2BMC);

Mission interoperability/integration including communications systems;

Support for Cheyenne Mountain Air Force Station (CMAFS);

Support for Vandenberg Air Force Base (VAFB).

1.3 SPECIFIC REQUIREMENTS: The contractor shall provide HQ AFSPC/A5M programmatic support and engineering analyses. The contractor shall provide assistance to develop operating concepts for future BMD systems. The contractor shall provide support for short-notice taskings. They shall conduct research to support development of AFSPC/A5M inputs to other MAJCOMs, AF, Joint and National agencies. The contractor shall provide support for evaluation of automated modeling and simulation tools. The contractor shall provide support to analyze future AFSPC missions and future plans to support development of future operations requirements, test plans, analyses, reports and concepts for future systems. The contractor shall coordinate with other Air Force and Government agencies, Services (i.e., Army and Navy) and Joint offices.

1.3.1 REQUIREMENT 1: Life-Cycle Engineering And Technical Assistance This requirement comprises approximately 50% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

The contractor shall provide life-cycle engineering and technical support for BMD programs, projects and initiatives and their major components. Major BMD initiatives currently in work are the Ground-Based Midcourse Defense (GMD), SBIRS, VAFB, and the C2BMC System programs.

1.3.1.1. Acquisition and Risk Mitigation Support. Contractor shall assist the government to develop and implement acquisition strategies for BMD programs, projects, and initiatives, and to reduce the risk of successfully developing, fielding, testing, and sustaining on-going BMD programs, projects, and initiatives. 20% of requirement 1.

1.3.1.2. Training Support. Contractor shall assist the government to define, develop, implement and sustain the full spectrum of training required for BMD programs, projects, and initiatives as applicable to AFSPC assets and responsibilities. Contractor shall assist AFSPC to ensure the training programs are developed and delivered with BMD programs, projects, and initiatives. 20% of requirement 1.

1.3.1 3. Security Analysis and Implementation Support. Contractor shall assist the government to define, develop, implement and sustain capabilities to safeguard sensitive unclassified and classified information required by BMD programs, projects, and initiatives. Contractor shall support system accreditation, certification, system security , development of applicable documentation (i.e., plans), and support testing. 15% of Requirement 1.

1.3.1 4. Testing & Evaluation, Exercise, and Wargaming Support. Contractor shall assist the government to plan, define, develop, implement and sustain methodologies and capabilities to effectively test BMD programs, projects, and initiatives, to ensure they meet documented operational requirements ; ensure delivered systems can conduct and support integrated and stand-alone exercises and wargames; assist in the development of testing and exercise/wargaming. 10% of Requirement 1.

1.3.1 5. Logistics Support. Contractor shall provide technical support to the logistics community in developing cost and operationally effective sustainment strategies, concepts, plans, and procedures. Contractor shall ensure logistics sustainment strategies are consistent with approved AFSPC requirements. 20% of Requirement 1.

1.3.1 6. Site Activation Support. Contractor shall assist the government to define, develop, and implement methodologies and capabilities to stand-up operational facilities and/or transition existing command, operations and support centers from legacy to new BMD programs, projects, and initiatives (CDRL 0008 and 0036). 15% of Requirement 1.

1.3.2 REQUIREMENT 2: PROGRAM AND PROJECT MANAGEMENT SUPPORT

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

1.3.2.1 The contractor shall develop and operate a Technical Information Center (TIC) at the contractor facility, provide and maintain databases containing program documentation material up to and including Secret information to incorporate into BMD programs , projects and initiatives. (CDRL 0035) 25% of Requirement 2.

1.3.2.2 The contractor shall provide and maintain access to Government classified Secret Internet Protocol Router Network (SIPRNET), and Non-secure Internet Protocol Router Network (NIPRNET), and unclassified electronic networks at the contractor facilities to incorporate into BMD programs , projects and initiatives. 35% of Requirement 2.

1.3.2 3 The contractor shall provide budget support to the Command Lead to advocate for funding. Support includes attending quarterly budget meetings, preparing briefings (CDRL 0008), preparing advocacy products, identifying task, and monitoring funds to incorporate into AFSPC/A5MD programs, projects and initiatives. 15% of Requirement 2.

1.3.2.4 Have the ability to host meetings up to the Secret level for up to 100 attendees at the contractor facilities. Meetings occur irregularly, approximately 24 per year. A dedicated conference room is not necessary. 25% of Requirement 2.

1.3.3 REQUIREMENT 3: PROGRAMMATIC SUPPORT, ENGINEERING ANALYSIS, AND LIAISON

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

1.3.3.1 The contractor shall provide programmatic support to include products to optimize decision making during planning, programming, budgeting, and execution system (PPBES) exercises. The contractor shall use current PPBES software tools [for example Resource Allocation and Programming Information Decision System (RAPIDS), Automated Budget Interactive Data Environment System (ABIDES), Windows Based Budget Automated System (WINBAS), Automated Business Services System (ABSS)], and adapt to future PPBES software tools. The contractor shall assist in funds tracking, analysis, and data presentation to make PPBES inputs to Department of Defense (DoD) and Congressional processes (CDRL 0008).

REQUIREMENT 4: OPERATIONAL REQUIREMENTS DEVELOPMENT TESTING AND ANALYSIS

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

1.3.4.1 The contractor shall provide technical analyses and assist in analyses and decision support for BMD missions. The contractor shall analyze BMD missions and plans to support development of operations requirements, test plans, analyses, reports, and concepts for current and future system applications. The contractor shall assist in the preparation, review, and comment on supporting documentation related to BMD missions on a daily basis (for example Memoranda of Agreement (MOAs) and Memoranda of Understanding (MOUs), Concepts of Operations (CONOPS), Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs)). The contractor shall develop and support briefings to other MAJCOMs, AF, joint, and national agencies (approximately one briefing per month). (CDRL 0008, 0009 and 0036)

1.3.5 REQUIREMENT 5: HORIZONTAL AND VERTICAL CAPABILITY INTEGRATION SUPPORT

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

1.3.5.1 The contractor shall support the horizontal and vertical integration of the AFSPC-provided BMD capabilities (UEWR, SBIRS, C2BMC), and future systems with the Integrated Tactical Warning and Attack Assessment (ITW/AA) systems and missions to ensure new capabilities meet documented operational requirements.

1.3.6 REQUIREMENT 6: Quick Reaction Research and Support

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

1.3.6.1 The contractor shall provide quick reaction (within an hour) technical and analytical support to BMD programs and the programmatic processes associated with these programs. The contractor shall conduct research on specific issues to assist in the development of AFSPC acquisition input s to other MAJCOM, AF, Joint and National agencies.

1.3.7 REQUIREMENT 7:

This requirement comprises approximately 5% of total task effort.

This requirement will be charged to Operations and Maintenance funds (3400).

The contractor shall be proficient in E-Staffing and act as the Division workflow manager. The contractor shall assist in building and scheduling presentations (both classified and unclassified). The contractor shall assist in analyzing budgetary relationships and developing approaches to accommodate actions under conditions of short and rapid changing programs and budgetary deadlines.

The contractor shall act as the Organizational Defense Travel Administrator (ODTA) and will be responsible for the administration of the Defense Travel System (DTS). The ODTA shall prepare reports on funding status (monthly), maintain traveler profile information (mailing addresses, phone numbers, security clearances, government credit card numbers, banking information), add/detach and delete employees in the DTS database, initiate and maintain appointment and acknowledgement letters for officials, establish the organization routing structure for approving and certifying officials, assist the government to identify deobligation charges on various lines of accounting, report problems to the DTS Help Desk and follow up on fixes, oversee organizational and financial budget modules, prepare and perform follow-up actions to clear vouchers in the system, remain current on all DTS changes and distribute information throughout the organization, and load and monitor Lines of Accounting (LOAs) for government approval

1.3.8 REQUIREMENT 8: Research, Development, Technology and Engineering Support

This requirement comprises approximately 20% of total task effort.

This requirement will be charged to Research, Development, Technology and Engineering funds (DoD 0400, AF treats as 3600 funds).

The contractor shall provide technical analyses and assist in analyses and decision support based on HQ AFSPC policies, regulations, procedures, and guidance for BMD systems. The contractor shall provide recommendations on program impacts to the government.

The contractor shall provide support on behalf of HQ AFSPC to the Air Force, MDA, Joint Program Office (JPO), the Army (including the BMD System Manager (BMDSM), USSTRATCOM, and USNORTHCOM in developing BMD requirements documents and budgets. This support includes advocating approved AFSPC positions, developing and coordinating ICDs, CDDs, CPDs, Operations Plans (OPLANS), system specifications, and guidance/requirements for R&D programs. The contractor shall support Integrated Product Teams (IPT) and Working Groups (WG) chaired by the MDA, JPO, the warfighters, and/or other acquisition/development agencies. . (CDRL 0009) Meetings will be approximately once per week.

3.0

GOVERNMENT FURNISHED PROPERTY AND RESOURCES

3.1 GOVERNMENT FURNISHED PROPERTY: None 3.2

GOVERNMENT FURNISHED RESOURCES:

3.2.1 FACILITIES, SUPPLIES, AND SERVICES.

Work will be performed in Contractor Facilities and AFSPC/A5M will furnish up to six workspaces in the Hartinger building on Peterson AFB, desk space, chair, computer connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines.

3.2.2 INFORMATION SOURCES. AFSPC/A5M personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review and accept completed work, and provide feedback regarding Contractor efforts. The Quality Assurance Evaluator is the primary source of technical guidance for this SOW.

3.2.3 DOCUMENTATION. The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the Government and will be returned upon request or at the end of the task order period of performance. Additionally, the Government has unlimited rights to all products delivered under this SOW. The Government shall retain custody and shall have exclusive control in the distribution of all deliverables.

3.2.4 PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW

4.0

GENERAL INFORMATION

4.1 SECURITY. Provisions outlined in the basic award DD-254 apply to this task order.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB and other sites consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with Basic Award DD-254.

4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.

4.4 TRAVEL

4.4.1 The following travel estimates support requirements 1 -7. Duration does not include travel time. Travel will be charged to Operations and Maintenance funds (3400).
