1.0 Description of Services:

1.1. Organization Being Supported:

HQ AFSPC/A3FS

1.1.1. Mission:

The Air Force Space Command, Global Space Operations Division (HQ AFSPC/A3F), Space Operations Branch (HQ AFSPC/A3FS) provides operational policy and funding guidance to Air Staff, Organizations, and Units, in support of the Global Positioning System (GPS) program. Specifically, A3F is tasked to support the operational GPS and USNDS space and control segments, and future GPS programs to include, security budgetary issues, program reviews, satellite operations, constellation sustainment, and document generation.

1.2. Overview of Services Required:

1.2.1 The GPS is a space-based radionavigation and time transfer system. It is comprised of three major segments: space, control and user. GPS provides highly accurate Position, Velocity, and Time (PVT) data to an unlimited number of properly equipped users anywhere on the ground, at sea, in the air, and in space. In addition, GPS supports the United States Nuclear Detonation (NUDET) Detection System (USNDS) mission by providing worldwide, near real-time nuclear detection data to the various national customers.

1.2.2 Interface with other HQ AFSPC directorates, 14th Air Force (14 AF), 50th Space Wing (50 SW), US Strategic Command (USSTRATCOM), Joint Forces Component Commander Space (JFCC SPACE), HQ Air Force (HAF), Secretary of the Air Force (SAF), Space and Missile Center (SMC), US Department of Transportation (DoT), National Space-Based PNT Executive Committee (NPEC), Department of Homeland Security (DHS), US Coast Guard (USCG), other Services, intelligence and civil agencies, and other organizations is necessary to the completion of the tasks described below.

1.2.3 Assist the Space Operations Branch (A3FS) by providing system security, current and future operations technical analysis and support for GPS programs and operations. Assistance to A3FS in solving problematic issues and concerns experienced by the management, development and operational communities is required.

1.3. Specific Requirements:

1.3.1. Requirement 1: System Security, Current and Future Operations Support. This requirement is estimated to take approximately 59% of the task order effort.

1.3.1.1 The contractor shall review and/or update GPS related documents a minimum of once per year and make recommendations to A3FS to ensure accuracy, currency, compliance with Higher Headquarters (HHQ) guidance and potential impacts to program. Documents include the GPS III Enabling Concept (S), GPS Operating Concept (U/FOUO) with Navwar Appendix (S/NF), GPS Security Classification/ Declassification Guide (U/FOUO) with Classified Appendices (S), GPS Precise Positioning Service Performance Standard, GPS Standard Positioning Service Performance Specification, GPS Functional Area Review, GPS Space and Ground Segment Operational Requirements Documents, GPS III and Next Generation Control Segment (OCX) Capability Development Documents.

1.3.1.2 The contractor shall draft Test Plans, Memorandum Of Agreements (MOAs) and support agreements with Major Commands, Combatant Commands, and defense and civil agencies. The contractor shall assist A3FS in determining the needs, changes and corrections in current and future GPS space and control segment evolution to include: Legacy command and control (C2), Architectural Evolution Program (AEP), and Next Generation Control Segment (OCX), war-fighting enhancements including Zero Age Of Data, GPS Information System, GPSOC/GNOC and Navwar issues, policies, and concerns, and implementation of additional navigation signals for civilian (L2C, L5, L1C) and military users (L1M, L2M).

1.3.1.3. The contractor shall assist the government in maintaining continuous interface and trusted relationships with higher, adjacent and subordinate organizations, staffs, Department of Defense (DoD) and civil agencies, and defense contractors to provide technical support for AFSPC . AFSPC requires technical support for liaison between: USSTRATCOM, JFCC SPACE, 14 AF, 50 SW, 2 SOPS, SMC/GPSW, the Air Staff, US Department of Transportation, Department of Homeland Security, US Coast Guard, other Services , and liaison with the intelligence community and civil agencies.

1.3.1.4 The contractor shall provide direct support to A3, the Original Classification Authority (OCA), through A3F and A3FS in answering questions on GPS and USNDS classification and resolving classified message incidents (CMIs).

1.3.1.5 The contractor shall provide recommendations on a daily basis, to A3FS on the accuracy, currency, compliance with HHQ guidance, and potential impact of changes to supporting program management documents to include: current and future GPS Space and Ground Segment interim Initial Capabilities Document (iICD), Initial Capabilities Document (ICD), Capstone Requirements Documents (CRD), Mission Area Assessments (MAA), Mission Area Plans (MAP), USAF Space Strategic Master Plan (SMP), National Security Space Architect (NSSA) policies, architectures, and guidance, Congressional language, OSD policy documents, SMC/GPSW budget documentation, OSD Program Budget Decisions and Program Decision Memorandums.

1.3.1.6 The contractor shall attend and coordinate approximately four meetings per month to include GPS III, AEP and OCX Integrated Product Team (IPT) meetings, design reviews, program reviews, and also attend and coordinate System Security Working Groups, Program Protection Working Groups, Threat Steering Groups, and Technical Interchange Meetings to represent A3FS and the advocate for the approved A3FS position.

1.3.1.7 The contractor shall review and recommend GPS on-orbit constellation sustainment, launch support requirements (to include scheduling and costing of current and projected launch requirements), control segment sustainment C2 test support requirements (to include scheduling and costing), equipment maintenance (to include assisting with prioritizing and funding) and sustainment strategies to assist A3FS in supporting GPS operations and program management. On a daily basis, tasks include: reviewing documents; developing and presenting informal briefings; attending briefings; attending meetings; and drafting papers and presentations. Government estimate is six products per week.

1.3.1.8 The contractor shall attend GPS operations conferences, Integrated Planning Team (IPT) meetings, working groups, design reviews, and program reviews to assist A3FS in supporting GPS operations and program management. Government estimate is five meetings per month. The contractor shall provide a quick look report to A3FS (CDRL 0009 ).

1.3.1.9 DELIVERABLE 1:

1.3.2 REQUIREMENT 2: Program Element Monitor (PEM) Support:

This requirement is estimated to take 40% of the task order effort.

1.3.2.1 Contractor shall support the A3FS PEM throughout the current year execution , budget year planning, and the PPBE cycle for POM generation and future programming outside the Future Year Defense Program (FYDP). This effort includes aspects of GPS planning and budgeting efforts, to include processing with Automated Business Services System (ABSS), Resource Allocation Programming Information Decision System (RAPIDS) and Commander Resource Information System (CRIS), Micro-based Budget Automated System (MicroBAS) and Financial Management Tools.

1.3.2.2 The Contractor shall assist A3FS in advocating for GPS funding by developing comprehensive “bottom-up” briefings on recommended AFSPC positions on the GPS Program Objective Memorandum (POM) and Amended POM (APOM) with resource adjustments for GPS Program Element Codes. Government estimate is three per month. (CDRL 0008)

1.3.2.3 The Contractor shall assist A3FS in supporting GPS operations and program management through execution plan development, actual funds execution, analysis of new program initiatives, GPS upgrade and modification plans, and resource allocation actions.

1.3.2.3.1 The contractor shall recommend resource adjustments to MAJCOM monthly and OSD mid-year execution reviews. The contractor shall recommend resource adjustments to Presidents Budget (PB) planning and execution, to include any amendments so that A3FS can determine impact of changes to the GPS program.

1.3.2.3.2 The contractor shall provide operations impacts to budget cuts and marks by Congress, the Program Executive Office (PEO), Air Force Programs and Plans (AF/A8) Space Panel, and Air Force Space Command Programs and Plans (AFSPC/A8/9).

1.3.2.4 The contractor shall provide program and budget analysis support to A3FS with continuous situational awareness of operations requirements and budget decisions at 50 Space Wing, SMC/GPSW, AFSPC, Air Staff, Office of the Secretary of Defense (OSD), and Congress. Draft a program strategy for A3FS to use as the framework for all GPS resource decisions.

1.3.2.5 The contractor shall analyze OSD Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), Congressional marks, and resource actions that affect GPS operational capabilities and provide recommended statements of operational impact to AFSPC/A3F.

1.3.2.5.1 In coordination with stakeholders, the contractor shall provide updates via directed media on PBDs, PDMs, congressional marks, and other budgetary and programmatic exercises to ensure most favorable outcome for the GPS program (CDRL 0008). Ensure coordination of all issues, budgetary and technical, with appropriate military, intelligence, and civil agencies.

1.3.2.6 The contractor shall review revisions to GPS Status of Resources & Training System (SORTS) reports and to GPS Designed Operational Capabilities (DOC) statements and associated Systems Capability (SYSCAP) system declaration and determination guidance to ensure compliance with AF directives. The contractor will review approximately three reports per month, coordinate SORTS, DOC statements and SYSCAP with A3FS, and draft and present approved SORTS briefings to AFSPC senior leaders.

3.0. Government Furnished Property and RESOURCES:

3.1 GOVERNMENT FURNISHED PROPERTY (GFP):

None

3.2 GOVERNMENT FURNISHED RESOURCES.

3.2.1 FACILITIES, SUPPLIES AND SERVICES: AFSPC/A3FS will furnish up to two workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, fax machines and additional media storage.

3.2.2 INFORMATION SOURCES: HQ AFSPC personnel will be available for technical exchanges with the contractor. Government personnel will provide technical input, answer questions, review and accept completed work. The QAE is the primary source of technical guidance for this effort.

4.0 GENERAL INFORMATION:

4.1 SECURITY. The Contractor will require access to Top Secret/Sensitive Compartmented Information (TS/SCI) Special Access Program (SAP) eligibility. Two TS/SCI billets and up to two SAP billets are available. Contractor shall provide personnel with clearances commensurate with the basic award DD254, Department of Defense Contract Security Classification Specification.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings at Peterson AFB, SWC and 50th SW at Schriever AFB, CO, and other sites consistent with task requirements. Access to Government facilities, documents and systems shall be in accordance with the basic award DD254, Department of Defense Contract Security Classification Specification.

4.3 TRAVEL.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.6 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
