1.0

DESCRIPTION OF SERVICES:

1.1.1 MISSION: The nuclear detonation (NUDET) detection requirements which HQ AFSPC/DRNN develops, documents and staffs to support DoD, civil and national users are directly responsible for the fielding of the United States Nuclear Detonation Detection System (USNDS). As used here, USNDS includes the satellite constellation, the ground control system, and processing/reporting system equipment along with any augmentations or other operational architectures to provide this reporting service to a military or civil United States Government consumer. Additionally, DRNN manages the programmatic, cost, and schedule issues associated with USNDS in order to equip the appropriate warfighter and civil communities with the data/information provided by this system. This entails active involvement with the acquisition and fielding activities of Space and Missile Systems Center at Los Angeles AFB CA, as well as various higher headquarter (HHQ) organizations in and around Washington D.C.

1.2

OVERVIEW OF SERVICES REQUIRED: The Contractor shall support AFSPC/DRNN and XOSS requirements definition, security reviews, analyses, planning, programming and budgeting activities for the United States Nuclear Detonation (NUDET) Detection System (USNDS), which encompasses operational capabilities for the Department of Defense (DoD). As the primary USNDS focal point for the DoD, HQ AFSPC is charged to acquire, field, and operate USNDS. This task supports developing military and civil requirements through a structured multi-agency process, evaluating and recommending counters to validated global/regional threats, developing and evaluating operational concepts, conducting program reviews, operating satellite and sensors, generating program documents, and submitting the annual Program Objective Memorandum (POM).

1.2.1 The Contractor shall conduct technical analyses to identify the operational capabilities for fielding the next generation of USNDS which will provide enhanced NUDET location and time of event accuracy, as well as reducing the time between event occurrence and event reporting through the Integrated Tactical Warning and Attack Assessment (ITW/AA) system. Furthermore, the on-going operation, and sustainment of USNDS require the same type of support. The Contractor must have extensive working knowledge of not only the satellite vehicles, but also the ground and control segments.

1.2.2 Further, the evolution of various threats requires constant evaluation to ensure future USNDS services have the robust ability to operate through a hostile environment. The Contractor shall review threat activity, including both analytical actions and monitoring the conduct of various tests in both the developmental and operational realms.

1.3 SPECIFIC REQUIREMENTS:

1.3.1 REQUIREMENT 1: The Contractor shall assist in the preparation of requirements and operational documentation (e.g., Capability Development Document (CDD), Capability Production Document (CPD), Concepts of Operation (CONOPS), and System Protection and/or Classification Guides (SPG/SCG)) using established methodology and guidelines contained in DoD, Joint Chiefs of Staff, and AF instructions: DoD 5000.1 – The Defense Acquisition System, CJCSI 3170.01 – Requirements Generation System, AFI 10-601 – Capabilities Based Requirements Development, and AFI 63-101- Operation of Capabilities Based Acquisition System.

a. Analyze previous and current Mission Need Statements (MNSs), Capstone Requirements Documents (CRDs), Mission Area Assessments (MAAs), Mission Area Plans (MAPs), Strategic Master Plans (SMPs), Operational Requirements Documents (ORDs), Concepts of Operation (CONOPS), System Protection and Classification Guides (SPG/SCG), Congressional direction, senior leadership intent, Service and Joint requirements council memos, and previous studies to develop key performance parameters.

b. Participate in working groups (paragraph 4.3) which lead to validation of requirement sets as directed by the various overarching instructions identified above.

c. Maintain a comment resolution process to address and resolve military and civil concerns generated during the requirements development process.

d. Maintain system operational status reporting capability.

Deliverables will include either the requirement or operational documents themselves or comments, or recommendations to correct or add to the documents. The comments or recommendations can be in the form of email or corrections to documents, either electronically or in hard copy. This requirement comprises approximately 35% to the total task order effort.

1.3.2 REQUIREMENT 2: Using the program acquisition methodology identified in DoD 5000.1 – The Defense Acquisition System, CJCSI 3170.01 – Requirements Generation System, AFI 10-601 – Capabilities Based Requirements Development, and AFI 63-101- Operation of Capabilities Based Acquisition System, AFI 99-103 - Capabilities Based Test and Evaluation, the Contractor shall evaluate acquisition and fielding progress to deliver operational warfighter capability. These evaluations must include evaluation of acquisition strategy, program schedules, sustainment strategies, security classification guides and system protection guides, funding profiles and integrated system synchronization for the various satellite versions and ground and control segment upgrades/equipment fielding. Participation in configuration control processes, test and evaluation planning, and specification development is included in this requirement. Deliverables will include comments, or recommendations to correct or add to the document. The comments or recommendations can be in the form of email or corrections to documents, either electronically or in hard copy. This requirement comprises approximately 35% of the total task order effort.

1.3.3 REQUIREMENT 3: The Contractor shall maintain both an unclassified (For Official Use Only) and classified Secrect/SIPRNET website for USNDS data/document management and information dissemination. The unclassified website currently exists and is hosted on a computer at the current contractor’s facility. The classified website also currently exists and is hosted at Peterson AFB on a government maintained computer/network. This requirement comprises approximately 15% of the total task order effort.

1.3.4 REQUIREMENT 4: The Contractor shall evaluate emerging threats to USNDS to determine system impacts for the requirements development process. This shall include both analytical studies as well as monitoring developmental and operational tests conducted by DOD. The Contractor shall evaluate extending operation of USNDS operations on Defense Support Program (DSP) satellites beyond the current, expected lifetime. This feasibility study should include logistics support for continued USNDS operation external to the DSP support system. This requirement comprises approximately 10% of the total task order effort.

1.3.5 ADDITIONAL DELIVERABLES: The Contractor shall provide a monthly report of planned versus actual expenditures. Expected shortfalls and/or overruns will be identified at the earliest possible time. The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. This requirement comprises approximately 5% of the total task order effort.

3.0

GOVERNMENT FURNISHED PROPERTY AND RESOURCES:

3.1 GOVERNMENT FURNISHED PROPERTY (GFP): None

3.2

GOVERNMENT FURNISHED RESOURCES: Computer hardware (a physical computer server located at the current contractors facility and which currently hosts the unclassified ISTARS website) and software required for the establishment or maintenance of the web site will furnished by the government.

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/DRNN will furnish two workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines.

3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): No ODC purchases will be required.

4.0

GENERAL INFORMATION.

4.1 SECURITY: Access to Secret/No Foreign National (NOFORN), TS/SCI, and Critical Nuclear Weapons Design Information (CNWDI) is required for this task order.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the Basic Award DD254.
