STATEMENT OF WORK

FOR

SYSTEMS ENGINEERING, PLANNING AND PROGRAM SUPPORT

TO

HQ AFSPC/A8 Directorate of Strategic plans, programs, analysis, ASSESSMENT and lessons learned

1.0 DESCRIPTION OF SERVICES: This Statement of Work (SOW) defines the tasks to be performed by the contractor in providing Systems Engineering, Planning and Program Support to HQ AFSPC/A8 Directorate of Strategic Plans, Programs, Analysis, Assessment and Lessons Learned for the Base Realignment and Closure (BRAC) 2005 directed realignment/closure of Onizuka AFS (OAFS), bed-down of missions at Vandenberg AFB (VAFB), Buckley AFB (BAFB), FE Warren AFB (FEW AFB), Malmstrom AFB (MAFB), Peterson AFB (PAFB) and the closure of the Buckley AFB Annex.

1.1. ORGANIZATION BEING SUPPORTED:

1.1.2. MISSION: Program and advocate resources, and organizational development. Manage competitive sourcing and privatization and develop and sustain international relations in direct support of unified commands and Air Force missions.

1.2. OVERVIEW OF SERVICES REQUIRED

To ensure the successful transition of current DoD, AF and HQ AFSPC/A8 missions and operations, a significant number of tasks/activities must be accomplished. These activities fall into four analysis and system engineering areas: Planning, Coordination, and Technical Liaison Support. Provide support to Headquarters Air Force Space Command Bases and Units Division mission.

· Support Base Realignment and Closure in response to Office of the Secretary of Defense (OSD), Secretary of the Air Force (SAF) and Headquarters Air Force (HAF) taskings.

· Provide support to the government in recurring processes in producing the various products. The contractor shall support ad-hoc and weekly meetings. The product is the deliverable and the process is the understanding of the organizational structure, which allows for the gathering of information to be compiled to provide a deliverable.

1.3. SPECIFIC REQUIREMENTS:

1.3.1 REQUIREMENT 1: Planning (30% of overall effort)

The contractor shall assist HQ AFSPC/A8 in oversight of the 50 SW and 21 Space Operations Squadron in their development and implementation of the closure of Onizuka AFS and the 21 SOPS missions relocation to Vandenberg AFB. Oversight includes the following: monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). The contractor shall assist HQ AFSPC/A8 with the technical and management analysis of budget and identify potential funding disconnects and the associated impact to this effort. Provide recommendations within 3 days of the government’s request.

1.3.1.1. The contractor shall also support HQ AFSPC/A8 in oversight of the realignment of the Air Force Satellite Control Network (AFSCN) 2nd Operational Control Node (OCN) and backup Network Operations Center (NOC) missions and tenant Defense Information Systems Agency (DISA) Defense Satellite Communication System (DSCS) mission and equipment to Vandenberg AFB. The contractor will assist HQ AFSPC/A8 in oversight of the 21 SW in the development and implementation of bed-down plans for the Counterintelligence Field Activity Facility for Peterson AFB. This will include MILCON planning, construction progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. Provide weekly updates within 1 day of the government’s request.

1.3.1.1.1 The contractor shall assist HQ AFSPC/A8 in oversight of the 460 SW in the development and implementation of bed-down plans for the realignment of the ARPC to Buckley AFB. This will include MILCON planning, construction progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. This will also include the actions required to close the Buckley AFB Annex and transfer of the property to AFRPA. Contractor shall monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). Assist HQ AFSPC/A8 with the technical and management analysis of budget and identify potential funding disconnects and the associated impact to this effort. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.1.1.2. The contractor shall assist HQ AFSPC/A8 in oversight of the 460 SW in the realignment of the 926 ECS to Buckley AFB. This will include MILCON planning, construction progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. Contractor shall monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). Assist HQ AFSPC/A8 with the technical and management analysis of budget and identify potential funding disconnects and the associated impact to this effort. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.1.1.3. The contractor shall assist HQ AFSPC/A8 in oversight of the 90 SW in the realignment of US Army National Guard and National Guard Bureau Joint Forces Headquarters units to F. E. Warren. This will include Add/Alter (ADAL) planning and execution, MILCON planning, construction progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. Contractor shall monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). Provide weekly updates within 1 day of the government request and recommendations within 3 days of the government’s request.

1.3.1.1.4. The contractor shall assist HQ AFSPC/A8 in oversight of the 90 SW with the beddown of units at Cheyenne MAP. This will include add/alter (ADAL) planning and execution, progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. Contractor shall monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). This will also include development of support agreements. Provide weekly updates within 1 day of the government request and recommendations within 3 days of the government’s request.

1.3.1.1.5. The contractor shall assist HQ AFSPC/A8 in oversight of the 341 SW for the realignment of Army Reserve unit moving to Malmstrom AFB. This will include MILCON planning and execution, progress reviews (estimated once a month), milestone progress (estimated weekly update), relocation planning and execution. Contractor shall monitor and provide updates to the Integrated Master Schedule, including both operational and development milestones, identify critical milestones/tasks, track the progress of the various efforts, and identify possible schedule slips/delays which may impact this effort (estimated 2 updates per week). Provide weekly updates within 1 day of the government request and recommendations within 3 days of the government’s request.

1.3.2. REQUIREMENT 2: Coordination (40% of overall effort)

1.3.2.1. The contractor shall assist HQ AFSPC/A8 in oversight of the 50 SW in coordinating closure, realignment related issues/recommendations, future concepts of operations, and transition plans with affected organizations. Additionally, the contractor shall assist in identifying potential impacts these issues/concepts may have on current and future operations. The contractor shall facilitate these actions as the “lead” contractor when working with other contractors on 21 SOPS mission realignment actions. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.2.2. The contractor shall assist HQ AFSPC/A8 in oversight of the 460 SW in coordinating closure, realignment related issues/recommendations, future concepts of operations, and transition plans with affected organizations. Additionally, the contractor shall assist in identifying potential impacts these issues/concepts may have on current and future operations. 1.3.2.3. 1.3.2.4. The contractor shall assist HQ AFSPC/A8 in oversight of 90 SW in coordinating realignment related issues/recommendations, future concepts of operations, and transition plans with affected organizations. Additionally, the contractor shall assist in identifying potential impacts these issues/concepts may have on current and future operations. The contractor shall facilitate these actions as the “lead” contractor when working with other contractors on realignment actions. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.2.5. The contractor shall assist HQ AFSPC/A8 in oversight of 341 SW in coordinating realignment related issues/recommendations, future concepts of operations, and transition plans with affected organizations. Additionally, the contractor shall assist in identifying potential impacts these issues/concepts may have on current and future operations. The contractor shall facilitate these actions as the “lead” contractor when working with other contractors on realignment actions. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3. REQUIREMENT 3: Technical Liaison (30% of overall effort)

1.3.3.1. The contractor shall assist HQ AFSPC/A8 in oversight of the 50 SW and other participating organizations and shall provide assistance in evaluating/reviewing requirements, and identifying potential differences between these requirements and 21 SOPS realignment actions. The contractor shall assist HQ AFSPC/A8 in oversight of 50 SW with Integrated Product Team (IPT) meetings, conferences, and technical reviews (meetings, conferences and technical reviews occur estimated 4 times per year). The contractor shall provide all aspect of support for the MILCON and facilities. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3.2. The contractor shall assist HQ AFSPC/A8 in oversight of the 21 SW and other participating organizations and shall provide assistance in evaluating/reviewing requirements, and identifying potential differences between these requirements and realignment actions. The contractor shall assist HQ AFSPC/A8 in oversight of the 21 SW with Integrated Product Team (IPT) meetings, conferences, and technical reviews (meetings, conferences and technical reviews occur estimated 4 times per year). The contractor shall provide all aspect of support for the MILCON and facilities. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3.3. The contractor shall assist HQ AFSPC/A8 in oversight of the 460 SW and other participating organizations and will provide assistance in evaluating/reviewing requirements, and identifying potential differences between these requirements and 460 SW realignment actions. The contractor shall assist HQ AFSPC/A8 in oversight of the 460 SW with Integrated Product Team (IPT) meetings, conferences, and technical reviews (meetings, conferences and technical reviews occur estimated 4 times per year). The contractor shall provide all aspect of support for the MILCON and facilities. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3.4. The contractor shall assist HQ AFSPC/A8 in oversight of the 90 SW and other participating organizations and will provide assistance in evaluating/reviewing requirements, and identifying potential differences between these requirements and 90 SW realignment actions. The contractor shall assist HQ AFSPC/A8 in oversight of the 90 SW with Integrated Product Team (IPT) meetings, conferences, and technical reviews (meetings, conferences and technical reviews occur estimated 4 times per year). The contractor will provide all aspect of support for the MILCON and facilities. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3.5. The contractor shall assist HQ AFSPC/A8 in oversight of the 341 SW and other participating organizations and will provide assistance in evaluating/reviewing requirements, and identifying potential differences between these requirements and 341 SW realignment actions. The contractor shall assist HQ AFSPC/A8 in oversight of the 341 SW with Integrated Product Team (IPT) meetings, conferences, and technical reviews (meetings, conferences and technical reviews occur estimated 4 times per year). The contractor shall provide all aspect of support for the MILCON and facilities. Provide weekly updates within 1 day of the government’s request and recommendations within 3 days of the government’s request.

1.3.3.6. Special Studies: The contractor shall perform technical analyses in support of the closure and realignment efforts, including, but not limited to: conducting studies of issues and providing recommendations/alternatives; analyzing/assessing present and future operational requirements and their potential impact; and performing independent technical assessments of system functionality, personnel impacts, and facility space availability, as well as identifying risk, cost, and scheduling factors.

1.3.4. Monthly Status Report: The contractor shall provide a monthly status report (CDRL 0030)

2.0 SERVICES SUMMARY

3.0. Government Furnished Property and services:

3.1. GOVERNMENT FURNISHED PROPERTY (GFP)

3.1.1. The government will furnish or make available to the contractor facility space, local area network (classified and unclassified) and class “A” phone, along with utilities within the space allocated.

3.1.1.1. The primary locations for this effort are government facilities at Onizuka AFS (OAFS), Vandenberg AFB (VAFB), Buckley AFB (BAFB), FE Warren AFB (FEW AFB), Malmstrom AFB (MAFB) and Peterson AFB (PAFB). Contractors are authorized to perform work at off-site locations. Off-site contractor facilities (conference/meeting areas; offices) will be made available to government personnel.

3.2. GOVERNMENT FURNISHED RESOURCES:

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: HQ AFSPC/A8 will provide one work station per location: Onizuka AFS, Vandenberg AFB and Buckley AFB. Work stations include desk space, chairs, computers connected to appropriate LAN access. Contractor furnishes all sundry office supplies utilized for task efforts by their employees.

3.2.2. GOVERNMENT FURNISHED INFORMATION: The contractor will be required to perform in accordance with certain organization guidance/documentation. HQ AFSPC/A8 will provide OSD, SAF and Headquarters Air Force basing and BRAC 2005 guidance, direction, and any other actions that affect current and planned operational capabilities.

3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.

4.0 GENERAL INFORMATION

4.1 SECURITY.

· Contractor shall provide personnel with clearances commensurate with the BASIC AWARD DD Form 254, DoD Contract Security Classification Specification. Three SCI billets are available. Security clearance requirements are two (2) SI/TKs and one (1) TS/SI/TK.

· All tasks must be conducted in full compliance with DoD security regulations. Where necessary, the contractor shall conduct work within Sensitive Compartmented Information (SCI) Program Channels as directed.

· All contractors must review and comply with the Security Classification Guide (SCG) for the project area they are assigned.

· Restricted Area Badges. All personnel requiring frequent entry to their duty location and Peterson AFB shall be provided access in accordance with AFI 31-101, The Air Force Installation Security Program. Furthermore, access to other locations may be provided upon request for support of this contract and access to classified national security information may require Top Secret/SCI clearance.

· Access to classified national security information up to Top Secret/SCI is required.

4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to Government buildings located on Peterson AFB, Vandenberg AFB, Onizuka AFS, F.E. Warren AFB, Malmstrom AFB and Buckley AFB and other sites consistent with Task Order requirements. Access to government facilities, documents, and systems shall be in accordance with the attached DD254.

4.3. TRAVEL.

Travel. Any travel required to fulfill the tasks in this PWS shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31. The Contractor shall be responsible for making travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Contractor employees may be required to travel to various locations within the continental United States (CONUS) and outside the continental United States (OCONUS) in performance of task orders. Estimated travel requirements are included below. All contractor travel shall be approved by the Government prior to departure. Any travel required shall be performed in accordance with FAR 31.205-46, Travel Costs.

1.3.1.3.2. Passports, Visas, Customs, and Travel. All contractor employees are subject to customs, processing procedures, laws, agreements, and duties of the country to which they are traveling and procedures, laws, and duties of the United States upon re-entry. The Government will supply the Contractor with letters of travel when necessary to travel by Military Airlift.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.

4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.

4.1. Supervision of Employees

The Government shall not supervise or otherwise direct contractor employees. The Contractor shall not supervise or otherwise direct government employees, nor shall the Contractor supervise employees of other contractors outside the Contractors’ own subcontracting/teaming arrangements.

4.2. Contractor Identification

All N2A2S contractor personnel shall be required to wear company identification badges so as to distinguish themselves from government employees. These badges must be visible at all times when working with government personnel. When conversing with government personnel during business meetings, over the telephone or via electronic mail, support contractor personnel shall identify themselves as such to avoid any perception that they may be government employees and to avoid situations arising where sensitive topics might be better discussed solely between government employees. Electronic mail signature blocks shall identify contractor/company affiliation. Documents or reports produced by contractors shall be suitably marked as contractor products or contractor participation appropriately disclosed. Contractor personnel occupying collocated space in a government facility shall identify their workspace area with their name and company/contractor affiliation.

4.4.

Place of Performance

AFSPC/A3FS will furnish up to two workspaces in the Hartinger building on Peterson AFB, to include desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, fax machines and additional media storage. Any other contractor personnel shall work at contractor facilities.

4.5.

Duty Hours

When working on government sites, the government’s normal duty hours are 0730-1630, Monday through Friday, unless otherwise specified in individual task orders. Circumstances may require the Contractor to provide services after normal duty hours.

4.6.

4. Security Requirements.

All contractor personnel shall hold a SECRET clearance or higher. Some task orders may require security classifications up to and including TOP SECRET SCI. Additionally, contractor personnel shall possess appropriate security clearances as prescribed in individual task orders as of the task order start date. For positions requiring additional SCI clearance, contractors shall provide cleared individuals eligible for SCI at task order start. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TOP SECRET SCI classification as required by individual task orders. The Contractor shall maintain accountability records/receipts for classified material to include transfer and destruction of material.

4.9.2. Industrial Security. A Contract Security Classification Specification, DD Form 254, is issued as part of the contract and is directive upon the Contractor. The DD 254 includes program-specific classification guides (SCG) as required.
