Historical Record of the Stand Up of the Cyberspace Mission of HQ AFSPC
FOR

1.0 DESCRIPTION OF SERVICES: The Office of the Command Historian (HQ AFSPC/HO) has a requirement tasked by AFSPC/CC to provide complete historical coverage of the stand-up of the cyber space mission at HQ AFSPC.
1.1. ORGANIZATION BEING SUPPORTED:
HQ AFSPC /HO
1.1.2. MISSION: The mission of the Office of the Command Historian is to advise the commander on history, museum and art issues; provide oversight to those field functions; and to collect, preserve and disseminate AFSPC history and heritage.
1.2. OVERVIEW OF SERVICES REQUIRED . The purpose of this project is to provide an historical record of the stand-up of the cyber space mission at HQ AFSPC. In general, this requires documentation of the stand-up of the cyber space mission at HQ AFSPC.
1.3. SPECIFIC REQUIREMENTS
1.3.1 REQUIREMENT 1
1.3.1.1 The contractor shall assist in the review all documentation produced by AFSPC organizations on the stand-up of the cyber mission. The contractor shall collect the documentation in electronic or hard copy format and organize the documentation in a system provided by HQ AFSPC/HO staff.
1.3.1.2 The contractor shall attend any key cyber space meetings identified by the HQ AFSPC/HO staff, take notes, and produce a written summary of the meeting. The summary will be submitted to the HQ AFSPC/HO staff no more than five days after the meeting is concluded in electronic format provided by the QAE.
1.3.1.3 The contractor shall assist in the interviewing of key personnel involved in the stand-up of the cyber space mission and produce a fully transcribed oral history of the key personnel in a format prescribed by the QAE. The interviews shall be transcribed in fully legible format from audio tapes recorded during the interview session.
1.3.1.4 The contractor shall produce a special study based on the documentation collected or already available in the Office of the Command Historian archives of 50 double spaced pages due by the end of the initial contract period, covering in professional historical narrative, fully documented in footnote style specified in AFI 84-101, covering all key actions taken by HQ AFSPC since the initial decision in 2008 to stand-up the cyber mission.

1.3.2 Monthly Status Report: The contractor shall provide a monthly status report. (CDRL 0030).

3.0. Government Furnished Property and services:
3.1. GOVERNMENT FURNISHED PROPERTY (GFP) N/A
3.2. GOVERNMENT FURNISHED RESOURCES:
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: The Government will furnish the necessary facilities, supplies and services to complete the tasked work.
3.2.2 GOVERNMENT FURNISHED INFORMATION:
3.2.3 HQ AFSPC/HO will provide one work station in the Hartinger building (or Building 1470) on Peterson AFB. Work stations include desk space, chairs, computers connected to 21 NET, use of telephones, copier, fax, tape recorder, transcriber and other normal office machines. Access to SIPRNET is not expected to be needed to perform the work. If it is, arrangements will be made for SIPRNET access on a temporary basis. In any case, SIPRNET connectivity is not required at the contractor facility.
3.2.3. GOVERNMENT FURNISHED INFORMATION: The contractor shall perform the required work in accordance with the applicable History and Museum Program Air Force Instructions including AFI 84-101; AFI 84-102; AFI 84-103; AFI 84-104 and AFI 84-105. Access to the AFIs will be provided to the contractor as necessary.
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): N/A
4.0 GENERAL INFORMATION
4.1 SECURITY. Provisions outlined in the basic DD 254 apply to this task order. SECRET clearance is required for access to the Hartinger Building.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:
The contractor will be allowed unescorted access to Government buildings on Peterson AFB/Cheyenne Mountain and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems in accordance with the basic contract. However, most of the work is expected to be conducted either in the Hartinger Building or in the HO remote archives in Building 1470.
4.3 SERVICES DURING CRISIS. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”.
4.4. TRAVEL No travel is expected in conjunction with this task.
4.4.1 Any travel required to fulfill these required tasks in this SOW shall be approved by the QAE prior to actual travel ad reimbursed IAW FAR 31.205.46. Local travel is defined as within 50 miles of Peterson AFB. The Contractor shall fund all local travel
4.5. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.6. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW
