FOR
HEADQUARTERS AIR FORCE SPACE COMMAND
NUCLEAR & HELICOPTER OPERATIONS DIVISION
TECHNICAL AND SUPPORT REQUIREMENTS
FOR THE
ICBM OPERATIONS AND FUTURE CONCEPTS BRANCH

1.0 DESCRIPTION OF SERVICES:
Provide non-personal technical, analytic, and administrative support to the Headquarters, Air Force Space Command (HQ AFSPC), Directorate of Air, Space and Information Operations (A3), Nuclear and Helicopter Operations Division (A3N), ICBM Operations and Future Concepts Branch (A3NO) in support of concept development activities for advanced space systems and capabilities. Concept development requires identification of the capabilities necessary to generate effects on the battlefield in support of warfighter needs. Supported activities serve as the basis for a variety of planning, acquisition and operational functions including, but not limited to, Analyses of Alternatives (AoAs), the AFSPC Integrated Planning Process (IPP) and the Air Force Capabilities Review and Risk Assessment (CRRA) process.
1.1 ORGANIZATION BEING SUPPORTED:

1.1.1 MISSION: Provide policy, guidance, and resources for AFSPC ICBM and helicopter operations.
1.2 OVERVIEW OF SERVICES REQUIRED
The contractor is required to provide technical services to include technical analysis of proposed space capabilities. These services include: feasibility assessment for various technological and engineering requirements; documentation of potential material solutions to fulfill capability needs; development of concept documents for future space capabilities; review of operational requirements in support of various Command-sponsored program activities including AoAs and special studies; and development of documentation and briefing materials necessary to support decisions regarding future space capability acquisition, planning and operations. Additionally, the contractor shall be required to evaluate and provide recommendations concerning concepts and positions.
1.3 SPECIFIC REQUIREMENTS
The contractor shall develop AFSPC functional and enabling concepts according to the specifications in AFSPC Instruction (AFSPCI) 10-102, Air Force Space Command Concept Development and Air Force Policy Directive (AFPC) 10-28, Air Force Concept Development (regulations apply in their entirety). Additionally, the contractor shall provide independent assessment and analysis of potential solutions and proposals to fill capability needs. The contractor shall provide technical advice, feasibility analysis and products necessary for decision support.
1.3.1 REQUIREMENT 1: Concept Development (35% of total task effort)
1.3.1.1 The contractor shall draft concept documents and identify mission performance characteristics and requirements to support concept definition, concept feasibility and technology needs for future space capabilities; one new document every three months and update/review the existing eight concepts documents and newly created documents semi-annually. This requirement mandates that the contractor fully understand both the concept development process as well as the hierarchy of Joint, service and AFSPC concept documentation. In addition, the contractor shall prepare reports, analyses, drawings, planning documents, spreadsheets, database files and presentation materials to support concept development activities.
1.3.1.2 The contractor shall also attend those design reviews, technical symposia, conferences and technical interchange meetings related to concept development activities, then report outcome in meeting minutes and incorporate learned information into new or under-review concepts. Also, attendance at these forums is necessary to ensure the contractor is aware of the most current developments and activities that impact AFSPC concept development. The contractor will be required to attend approximately two (2) events per month on average of two (2) days each. (CDRL 0009)
1.3.1.3 DELIVERABLES:

1.3.1.4 New AFSPC Concept Documents
1.3.1.4.1 The contractor shall deliver draft (one) new concept document IAW Air Force and HQ AFSPC directives specified in para 1.3, every three months. Timelines for initial draft document delivery may range from five (5) working days for new concepts requested by Higher Headquarters to ninety (90) days for concepts considered routine or derived from the single AFSPC Strategic Master Plan. Draft documents will address the fundamental questions, contain applicable content and will be formatted in accordance with (IAW) the direction provided in AFSPCI 10-102 (regulation applies in its entirety). During the coordination process, the contractor shall collect and organize inputs from external agencies: HQ Air Force, AFSPC, USSTRATCOM, NAFs, Centers, and System Program Offices, USA, USN, and other DoD agencies consistent with each concept.
1.3.1.4.2 The contractor, in coordination with HQ AFSPC/A3N, shall assist in the resolution of comments received during the coordination process. The contractor shall incorporate changes to documents and resubmit revised documents within five (5) working days for review.
1.3.1.4.2 New concept documents are generally produced once every three (3) months; this will include follow-on generations of published concepts. The contractor shall coordinate inputs from approximately thirty (30) organizations at three-letter coordination, then approximately ten (10) organizations at two-letter coordination prior to AFSPC/A3 signature. These organizations consist of offices within HQ Air Force, AFSPC, USSTRATCOM, NAFs, Centers, and System Program Offices.
1.3.1.5 Existing AFSPC Concept Documents
1.3.1.5.1 The contractor shall develop and submit a schedule for conducting a semi-annual review for all AFSPC existing and newly created concept documents (eight current documents, average of 40 pages each) for which HQ AFSPC/A3N is listed as the Office of Primary Responsibility (OPR). Schedule shall be delivered within thirty (30) calendar days of the contract start date, and within 30 days and thereafter as items are created. The contractor shall review concepts IAW this schedule.
1.3.1.5.2 The contractor shall evaluate the accuracy and currency of the information presented in each concept. In the event a concept document requires a revision, the contractor shall deliver revised concept documents within five (5) working days following completion of the semi-annual review.
1.3.1.5.3 In the event formal coordination is required for a revised concept, average of 1-2 annually, the contractor shall collect and organize inputs from external agencies. The contractor, in coordination with the supported Government agency, shall assist in the resolution of comments received during the coordination process. The contractor shall incorporate changes to documents and resubmit revised documents within five (5) working days for review, further coordination, or approval.
1.3.1.5.4 Update a published concept approximately once every six months. The contractor shall be required to coordinate inputs from approximately thirty (30) organizations at three-letter coordination (such as A3N), then approximately ten (10) organizations at two-letter coordination prior to AFSPC/A3 signature. These organizations consist of offices within HQ Air Force, AFSPC, USSTRATCOM, NAFs, Centers, and System Program Offices.
1.3.2 REQUIREMENT 2: Analyses of Alternatives and Special Studies Support (35% of total task effort)
1.3.2.1 The contractor shall assist the HQ AFSPC/A3N Future Concept Element to support eight annual AFSPC-sponsored AoAs, special studies and other initiatives. Below is a listing of those on-going activities AFSPC/A3NO is currently supporting. These special studies may evolve and change over time based on warfighter requirements.
· Prompt Global Strike (PGS) AoA
· Conventional Strike Missile (CSM)
· Land-Based Strategic Deterrent (LBSD) AoA
· Common Aero Vehicle (CAV) Study
1.3.2.2 The contractor shall conduct the research necessary to support the development of Directorate positions on a variety of issues and subjects relating to military operations including, National Military Strategy, Joint and service doctrine, command and control processes, command relationships, architectures, and training methodologies.
1.3.2.3 The contractor shall attend those design reviews, technical symposia, conferences and technical interchange meetings, as determined by the QAE, required to support Command-sponsored study and analysis activities, then report outcome in meeting minutes and incorporate learned information into ongoing AoAs or special studies. The contractor shall attend approximately one (1) event per month on average of two (2) days each. (CDRL 0009)
1.3.2.4 The contractor shall provide technical advice and assessment of the proposed material and non-material solutions for the capabilities and effects under consideration in the specified effort (e.g., AoA or special study). Additionally, the contractor shall develop materials to support AFSPC/A3NO involvement with these AoAs and/or special studies. Such materials include AoA Study Plan inputs, briefing materials, presentations, white papers, and point papers. The contractor shall normally create one (1) such material per event attended, normally one (1) event per month. (CDRL 0008)
1.3.2.5 DELIVERABLES:

1.3.3 REQUIREMENT 3: Review Documents (20% of total task effort) The contractor shall review various documents, submitted to AFSPC/A3N for review and/or coordination, to draft the division’s position. Such documents include AF-Level Concepts of Operations (CONOPS), AFSPC functional and enabling concepts where AFSPC/A3N is not the OPR and other documentation related to special studies and activities. The contractor shall review said documents, an average of two (2) per month, and provide draft Division position within five (5) working days for A3N Division Chief acceptance.
1.3.4 REQUIREMENT 4: Attend A3N Meetings (10% of total task effort) The contractor is required to attend weekly one-hour A3N Staff Meetings to maintain currency on A3N activities.

3.0 Government Furnished Property and RESOURCES:
3.1 GOVERNMENT FURNISHED PROPERTY (GFP). None.
3.2 GOVERNMENT FURNISHED RESOURCES.
3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/A3N shall furnish up to two (2) workspaces in the Hartinger building on Peterson AFB, desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier and fax machines. Additional workspaces, if necessary, will be provided by the contractor at the contract facility.
3.2.2 INFORMATION SOURCES: Government personnel shall be available for technical exchanges with the contractor. Government personnel shall provide technical input, answer questions, review and accept completed work, and provide feedback regarding contractor efforts. The QAE is the primary source of technical guidance for this SOW.
3.2.3 GOVERNMENT FURNISHED INFORMATION: Copies of reference materials cited in SOW paragraph 1.3 are available to the contractor at http://www.e-publishing.af.mil/. The contractor shall have access to a web-based document library. All materials shall remain the property of the Government and shall be returned to the QAE upon request or at the end of the Task/Delivery Order period of performance.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs): None.
4.0 GENERAL INFORMATION
4.1 SECURITY Provisions outlined in the basic DD 254 apply to this task order. Top Secret/SCI is required for this task order.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor shall be allowed non-escorted access to Government Building 1 (Hartinger Building) on Peterson AFB and other sites consistent with Task Order requirements.
4.2 TRAVEL Approximately twelve (12) trips (36 days of travel) outside the Colorado Springs Area are estimated to support this task. Task performance shall also require local travel (within 50 miles of Peterson AFB CO). Travel days are included in the table below.

4.4 SERVICES DURING CRISIS The performance of these services is not considered to be mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. A representative of the contracting officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with FAR clauses for “Changes”
