FOR

ANALYSIS AND TECHNICAL SUPPORT

TO HEADQUARTERS AIR FORCE SPACE COMMAND (HQ/AFSPC)

SPACE ANALYSIS DIVISION (A9) (formerly XPY) FORCE APPLICATION ANALYSIS (A9AA) (formerly XPYA) 9002-0022

DESCRIPTION OF SERVICES

Requires analytical and subject matter expertise to the following AFSPC Analyses of Alternatives (AoAs): Land-Based Strategic Deterrent (LBSD), Prompt Global Strike (PGS) and the Common Vertical Lift Support Platform (CVLSP). Conduct analyses in support of the Common Aero-Vehicle (CAV) Military Utility Analysis (MUA) study. Provide expertise in support of the ICBM Integrated Long Range Planning (Working Group and Steering Group). Support AFSPC Integrated Planning and Programming Process in the Space Force Application Mission Area and other applicable mission areas. Provide support to the Nuclear Issues Working Group with both analysis and operations expertise. Provide Alternate Launch Control System (ALCS) expertise for HQ AFSPC/A9AA in its effort to support HQ AFSPC/XON. Provide operational Missile Warning experience to A9AA in their efforts to support AFSPC’s Missile Warning Mission.

1.1

ORGANIZATION BEING SUPPORTED

MISSION

Headquarters, Air Force Space Command (HQ AFSPC) Space Analysis (A9) Analysis and Assessments (A9A) Force Application Analysis (A9AA) supports AFSPC’s Space Force Application (SFA) Mission Area with analysis to address the SFA sub-areas of Nuclear Deterrence, Conventional Strike and Missile Warning/Missile Defense. This includes analysis support for Command tasks involving the requirements definition, operational concepts development, planning and programming, and assessing the military utility of systems which are pertinent to these sub-areas.

1.2

OVERVIEW OF SERVICES REQUIRED

Conduct analyses in support of the Space Force Application Branch of the Analysis Division at HQ AFSPC. Specifically, perform analysis and provide functional expertise in support of multiple AoAs and MUAs, as well as quick-turn analyses.

Contractor shall provide specialized technical support to A9AA on the following tasks:

1. Land-Based Strategic Deterrent (LBSD) AoA

2. Prompt Global Strike (PGS) AoA (pre-AoA work and support to include leading capability areas, risk assessments, and analysis integration)

3. Common Vertical Lift Support Platform (CVLSP) AoA (initial study stages)

4. Common Aero-Vehicle (CAV) Military Utility Analysis (MUA) Study

5. E6B FSA effort (ALCS knowledge support to XON)

6. ICBM Integrated Long Range Planning Working Group

7. ICBM Integrated Long Range Planning Steering Group

8. Integrated Planning and Programming (Force Applications Mission Area and other applicable mission areas)

9. Nuclear Issues Working Group

10. Operational Missile Warning support

1.3 REQUIREMENTS LIST

1.3.1 REQUIREMENT 1. Research, Development, Test & Evaluation (RDT&E) Analysis Support (This requirement is approximately 50% of the total task order workload) Provide modernization-planning support, as it applies to research, development, test and evaluation of new systems/concepts, including space system military utility assessment and investment optimization analysis. Space force analysis includes force mix as well as individual space system trades. Space mission studies include Analyses of Alternatives (AoA), requirements development, Concept of Operations (CONOPS) development and system architecture development. Senior leadership decision support involves quick look studies and “what if” analyses. These quick turn analyses often have a relatively short suspense (a few days at most) and A9AA is tasked to address about three to five of these each year. Exercise and war-game support involves both pre- and post-event analysis. These Space Force Application-related tasks include all aspects of Effectiveness Analysis (EA) for the Prompt Global Strike (PGS) AoA as well as the Common Vertical Lift Support Vehicle (CVLSP) effort, effectiveness analysis support for Conventional Ballistic Missile (CBM) capabilities, and operational/technical expertise support to the Integrated Long Range Planning (ILRP) at both the Working Group Level and the Steering Group Level.

1.3.1.1

DELIVERABLES

The contractor will deliver documentation to include analysis plans, reports, [CDRL 0037] briefings, [CDRL 0008] (approximately yearly on each analysis supported) models reports [CDRL 0037] (approximately yearly), and other documentation [CDRL 0009] (approximately monthly) as defined in the Air Force AoA process.

1.3.2 REQUIREMENT 2. Operations & Maintenance (O&M) Analysis Sustaining Support (This requirement is approximately 14% of the total task order workload) Provide sustaining support to modernization planning, space force analysis, space mission studies, senior leadership decision support, and exercise and war-game support. The contractor shall provide specific operational technical expertise to support A9AA in performing space or missile-related studies. This includes Capability Area Lead, Risk Assessment Lead/Team, and Analysis Integration for AoAs. To accomplish this support, the contractor will evaluate, operate, adapt and/or identify modeling and simulation tools to support A9AA efforts. Provide technical liaison with space and missile Modeling, Simulation and Analysis (MS&A) organizations to include the National Security Space Architect (NSSA) and Space and Missile Systems Center (SMC).

1.3.2.1

DELIVERABLES

The contractor will deliver draft and final documentation [CDRL 0037] (approximately semi-annually on each analysis supported) on modeling and simulation tools as well as pertinent briefings [CDRL 0008] (approximately twice monthly) and notes [CDRL 0009] (approximately monthly) related to each task.

1.3.3 REQUIREMENT 3. Campaign Model Verification and Validation (This requirement is approximately 24% of the total task order workload) Contractor shall assist with the testing, verification, and validation of Engineering-, Mission- and Campaign-Level Models (e.g., CFAM, SEAS, WAM, etc.) which are most often used in the analysis community. The contractor shall analyze previous validation efforts and identify those features that have already had some measure of validation. For those items, basic regression testing shall be accomplished to ensure that any bugs have been fixed and that no other previously working functions have failed as a result of newly added features. For all remaining items that were not previously validated, the Contractor shall assist A9AA with test plan development, execution, and documentation, including test analysis reports.

1.3.3.1

DELIVERABLES

The contractor will deliver draft and final documentation [CDRL 0037] (approximately yearly on each analysis supported) on model verification and validation as well as pertinent briefings [CDRL 0008] (approximately monthly) and notes [CDRL 0009] (approximately twice monthly) related to each task, as needed.

1.3.4 REQUIREMENT 4. Program Management Support (This requirement is approximately 9% of the total task order workload) The contractor shall assist A9AA in interfacing with the all Space Force Application operations and testing communities to include the various weapon systems System Program Offices (SPOs), Air Force Research Laboratory (AFRL), the Office of Aerospace Studies (OAS), the Air Force Operational Test and Evaluation Center (AFOTEC), the nuclear communities (including NWICA and Lawrence Livermore Lab, Sandia, Los Alamos), Air Armament Center (AAC), Missile Defense Agency (MDA), Defense Information Systems Agency (DISA), National Security Agency (NSA), Department of Energy (DOE), and other agencies involved in all Space Force Application systems. This support shall include coordinating analysis resources and promoting cooperation and technical information exchange between A9AA and these organizations. The Contractor shall identify opportunities for A9AA to suggest and develop technical requirements for new Space Force Application weapons systems and capabilities. Program management support will also include coordinating with test agencies to help define real-world test data on the performance of Space Force Application weapons and systems. The contractor shall interface with these organizations to assist A9AA in interpreting the data and to assist in the development of database dictionaries so that the data can be readily used for in-house modeling, simulation, and validation. The contractor will deliver documentation such as pertinent briefings and notes related to each task, estimated weekly.

1.3.4.1

DELIVERABLES

The contractor will deliver draft and final documentation [CDRL 0037] (approximately yearly on each analysis supported) on model verification and validation as well as pertinent briefings [CDRL 0008] (approximately monthly) and notes [CDRL 0009] (approximately twice monthly) related to each task, as needed.

1.3.5 REQUIREMENT 5 RDT&E AFSPC IPP Systems Analysis Support (This requirement is approximately 3% of the total task order workload) The contractor will modify and test the Cost Schedule Performance (CSP) tool to display results of AeroSpace Integrated Investment Software (ASIIS) to include:

1.3.5.1. Modify the performance data/information display to support the Air Force Space Command (AFSPC) Integrated Planning Process (IPP) specifically the FY 10 POM. Display will consist of several charts linked with the schedule and cost charts that depict changes in performance as schedule is changed. The three key performance charts will be overall task coverage, system verses task coverage and rolled up coverage at the CFC level. Preliminary work has been done on the first two but remains to be validated with real data.

1.3.5.2. Ensure modified CSP tool uses data/information exported directly from the SiperNET AeroSpace Integrated Investment Software (ASIIS) model.

1.3.5.3. Modify the CSP Tool to provide the capability for AFSPC senior decision makers to slide systems/programs/concepts by Program and observe changes in cost and performance while considering the relationships between related PIDs.

1.3.5.4. Ensure modified CSP Tool performance displays identify relationship violations due to sliding PIDs.

1.3.5.5. The contractor shall provide technical support to ensure updated CSP Tool version 3 works with FY POM data.

1.3.6

DELIVERABLES

The contractor will deliver an updated CSP Tool and User Guide [CDRL 0037]. The CSP Tool will be updated with software version 2.0 that solves performance by mid May 07 and version 3.0 that solves relationships by mid July. The User Guide will be updated and delivered with version 3.0.

1.3.7

NON-DISCLOSURE AGREEMENTS

The contractor will be required to have (or obtain) non-disclosure agreements with any contractor requiring one in order to completely support the sensitive information being handled daily by A9AA. This includes the analysis in support of the requirement generation process in support of AoAs and MUAs and the Integrated Planning Process (IPP).

1.3.8 Other Deliverables: The contractor shall deliver a Monthly Status Report (MSR) each month covering activities of the preceding month. The report shall contain a list of personnel on each task, description of the work accomplished during the previous month, list of meetings attended, deliverables provided, travel accomplished, and funds expended during the period of performance by labor hour/category, with cumulative expenditures and associated funding remaining. Contractor shall provide CSP software version 2.0 that solves performance and 3.0 that solves relationships. The CSP Tool will be updated with software version 2.0 that solves performance by mid May 07 and version 3.0 that solves relationships by mid July. The contractor shall provide the user guide with version 3.0..

3.0

GOVERNMENT FURNISHED PROPERTY AND RESOURCES

A9 will furnish workspace in Hartinger Building (Building 1) or Building 1470 at Peterson AFB, desk space, chair, and computers connected to the AVAC, use of telephones, copier and fax machines.

4.0

GENERAL INFORMATION

4.1

SECURITY

Contractor shall provide personnel with clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor shall abide by all applicable government security rules and procedures. Contract efforts require access to, and generation of, classified information and access to controlled Government facilities up to and including TOP SECRET/SIOP/CNWDI per Security Classification Specification, DD254, for this contract. The Government will provide all data required by the Contractor, up to and including TOP SECRET/SIOP/CNWDI, for accomplishment of this task.

ACCESS TO GOVERNMENT PROPERTY AND FACILITIES

The Contractor will be allowed unescorted access to Building 1 and Building 1470 at Peterson AFB. Access to Government facilities, documents, and systems shall be in accordance with the basic award.

4.3 TRAVEL ESTIMATED AS FOLLOWS

The following travel is estimated as the expected locations routinely traveled to for supporting the Space Force Applications Branch. Work with USSTRATCOM at Offutt and the ICBM Special Program Office (SPO) at Hill would support the current and planned AoA efforts. In addition, trips to the Pentagon would support the briefing of results of the analysis efforts. Trips to Space and Missile Center (SMC) in Los Angeles would support analysis interchange with the technological engineers/analysts for AFSPC. Trips to Eglin would support armament work for the various analysis efforts. The following is an estimated minimum needed to successfully accomplish the previously stated requirements. All travel for each task must be approved by the A9AA branch chief.

4.4 MATERIALS AND OTHER DIRECT COSTS (ODCs)

The contractor shall be authorized to purchase materials costing less than $500 with the coordination and approval of the Quality Assurance Evaluator. Any item exceeding this dollar threshold shall require approval from the Contracting Office prior to purchase.

4.5 Services During Crisis. The performance of these services is non-mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor if temporary suspension of work is required, followed by a written notification. The Contracting Officer or QAE, a representative of the contracting officer, will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from a crisis will be negotiated in accordance with FAR clauses for “Changes”.
