STATEMENT OF WORK

FOR

MEDICAL

CHEMICAL, BIOLOGICAL, RADIOLOGICAL, NUCLEAR AND HIGH YIELD EXPLOSIVES (CBRNE) READINESS SUPPORT

1.0 DESCRIPTION OF SERVICES:

1.1 ORGANIZATION BEING SUPPORTED:

HQ AFSPC/SGO

1.1.1 MISSION:

Provides AFSPC war fighting commanders with programs to create and sustain a fit fighting force. Plans, develops, evaluates and fields air and space guidance to achieve optimal health, performance and protection. Provides consultive support and resource management to seven medical treatment facilities with 1491 medical staff, 157,000 beneficiaries and an annual operations and maintenance budget of $101M.

1.2 OVERVIEW OF SERVICES REQUIRED

The contractor shall assist AFSPC clients (QAE and bases identified in Para 4.3) in developing and evaluating strategic plans to meet current operational requirements and long-range strategic requirements for Homeland Security/Defense. Additional objectives of the strategic planning process are to develop, within AFSPC, an understanding of the USAF and DoD strategic direction in support of Homeland Security/Defense, commitment for implementing their final plan, and to foster teamwork. The contractor shall assist AFSPC clients in achieving these objectives by providing technical and research support to AFSPC in support of its CBRNE response and Homeland Security/Defense missions.

1.3 SPECIFIC REQUIREMENTS

1.3.1 REQUIREMENT 1:

Technical Support: The contractor shall assist the Commands Surgeon’s Office in reviewing, analyzing, coordinating health service support, to include analyzing and assisting in identifying functional requirements. The contractor shall analyze, and assess AFSPC’s Homeland Security, Homeland Defense, and CBRNE logistics, planning, training, operation, and evaluation of mission in order to meet the AFSPC and Air Force Medical Service CBRNE mission. The contractor shall assist in drafting Tactics, Techniques, and Procedures (TTP’s). The contractor shall provide support for staffing TTP’s through the command and service process. It is estimated that one TTP will be developed per quarter. The contractor shall assist in developing, exercises and CBRNE training plans, aids, policies, and doctrine reviews; and technical and operational support within AFSPC. It is estimated that 7 CBRNE training plans will be developed per year.

1.3.2. REQUIREMENT 2:

Technical Coordination: The contractor shall assist AFSPC in coordination with AFSPC units, other USAF MAJCOMs, HQ USAF, OSD, JCS, and local communities as related to USAF CBRNE issues. Issues would include subject area such as Food and Water Vulnerability Assessments, Medical CBRNE planning, Medical CBRNE Response Team capabilities, Medical CBRNE Defense, Medical CBRNE Exercises and Medical CBRNE Force protection issues such as medical surveillance, medical intelligence, vaccines and countermeasures. The above issues will be addressed on a daily basis and the priorities will be set by the Quality Assurance Evaluator.

1.3.3 REQUIREMENT 3:

Base Specific Support for 7 AFSPC Bases

· Contractor shall assist bases in placing equipment and material acquired under the USAF Weapons of Mass Destruction (WMD) Emergency Responder (ER) program into operational status. It is estimated that five acquisitions per year of equipment/materials will need to be placed into operational status at each of the 7 AFSPC bases.

· Assist each base in managing five WMD ER inventories in the Medical Readiness Decision Support System (MRDSS)

· Assess each base’s implementation of AFTTP 3-42.9 and AFI 41-106, and management of the Air Force Medical Service (AFMS) WMD ER program (estimated annually). Recommend necessary action items, improvements and best practices. Identify benchmark practices, and distribute information throughout AFSPC.

· Assist each base with their CBRNE planning, education and training required to maximize their response capabilities.

· Assist in maintaining command facilities equipment and supplies inventory control metrics for integrated input into the MRDSS with concurrent tie into the DMLLS system. There are 7 bases with 5 programs per base and 3 metrics per program.

1.3.4 REQUIREMENT 4:

Strategic Evaluation Process: The contractor shall perform an assessment of AFSPC capability to effectively respond to "all-hazard" disasters ranging from conventional CBRNE hazards to Weapons of Mass Destruction. This evaluation and study shall include hazard analysis; early detection/monitoring and warning; protection; medical countermeasures; pre-clinical care; emergency medical response; clinical care; and public health aspects of a CBRNE response. The objective of this assessment is to identify validated CBRNE response requirements and maximize efficiencies within each AFSPC unit’s response. The capability assessment will be conducted at all bases and HQ AFSPC/SG. In conjunction with the capability assessment at each of the bases the contractor shall assist in conducting food and water vulnerability assessments (estimated annually). In addition, the contractor shall assist in conducting assessments requested by AFSPC mandated by DOD, USAF, and AFSPC directive (estimated 3 annually). Also during the capability assessment at each of the bases the contractor shall assist AFSPC in evaluating response plans and their capability to respond to validated threats IAW established local and MAJCOM response plans. The contractor shall assist AFSPC in writing, reviewing and validating of seven CBRNE response plans.

1.3.4.1 The contractor shall implement the CARVER+Shock Risk Assessment methodology in order to identify operational vulnerabilities within the CBRNE Response Protocol. The contractor will provide the assessment team with:

· Formal classroom instruction

· Advanced Distributed Learning environment over the internet

· Teleconference

· Self-paced workbooks

1.3.4.2 The contractor shall:

· Assist the team in developing a Risk Assessment Tool used to apply the findings of the initial assessment effort at each hardstand facility that implements the CBRNE Response Protocol.

· Provide the team with onsite guidance in implementing the Risk Assessment Tool to analyze the findings of initial assessment efforts and develop subsequent assessment reports.

· Prepare for and accompany the team on a site assessment to provide assistance with applying the Risk Assessment Tool and begin analysis of findings.

· Develop a recommended human performance package that meets the specific needs of each facility based upon annual assessments, results of drills and exercises and requisite training based upon existing policies and procedures and each facility’s operational domain.

· Develop the training materials required to deliver the training.

· Deliver the training

· Conduct evaluations of the students’ understanding of the instruction and their ability to implement the tool.

· Provide feedback on the student’s application of the CARVER+Shock Risk Assessment Tool against the operational vulnerabilities of the CBRNE Response Protocol.

· Facilitate the development of the Onsite Risk Assessment Tool.

· Ensure the students are capable of implementing the Onsite Risk Assessment Tool at hardstand facilities that practice the CBRNE Response Protocol.

1.3.5 REQUIREMENT 5:

Readiness Operational Support: The contractor shall assist AFSPC in reviewing and maintaining Operational Plans related to Chemical and Biological Defense (CBD) agents and associated industrial chemicals. This will include reviewing and preparing comments on 7 installation plans per year, preparing exercise scenarios for 7 installations and AFSPC Headquarters and assisting 3 bases per year in preparing for Operational Readiness Inspections.

1.3.6 REQUIREMENT 6:

Training and Education: The contractor shall evaluate AFSPC unit’s CBRNE training and education programs; develop lesson plans and training aids; and present training requested by the AFSPC client during the yearly visit to the bases, a total of 10 personnel will be trained per training. The contractor will also assist in the management and tracking of training as required by DOD, USAF, and/or AFSPC. Training presentation is estimated at approximately 7 times per year.

1.3.7 REQUIREMENT 7:

Literature Searches: The contractor shall perform searches of the Defense Technical Information Center (DTIC) and Research and Development Descriptive Summaries Databases, for information and data relevant to the formulation and promulgation of consistent USAF Homeland Security policy, standards, regulations and directives. The literature search shall seek documents that clarify DoD, USAF and other Federal agency roles in responding to domestic CBRNE terrorism, and military support to civil authorities in disaster operations. Estimate of 3 searches per quarter.

1.3.8 REQUIREMENT 8:

Technical and Operational Studies: The contractor shall perform technical and operational studies/tests on specific aspects of CBRNE to support the development of AFSPC’s Homeland Security/Homeland Defense strategic plan. These studies/tests determine if the base is capable of meeting emergency response expectations. The contractor shall provide results from the studies/tests which will be used to support validation and recommendation for improved CBRNE equipment and procedures. Studies and tests are estimated to be accomplished one base per quarter.

1.3.9 REQUIREMENT 9:

Conference/Meeting Support: The contractor shall support conferences, symposia, colloquia, or meetings. Support may include gathering of scientific and technical information; developing briefing material, identifying appropriate subject-matter experts (SMEs), scientists, and Government officials. Also, the contractor shall coordinate conference facilities, conference program agendas and activities, develop conference handouts, analyze material presented and discussed at such meetings, and disseminate results or proceedings of the conference, symposia, or colloquia. Support may include providing input on CBRNE issues, note-taking, electronic recording, and/or the use of computer-mediated support tools (provided by government). Estimate one major conference per year with approximately 40 attendees and quarterly teleconferences.

1.3.10 Monthly Status Report: The contractor shall provide a monthly status report. CDRL 0030

Contractor receives no more than 2 formal, validated customer complaints/contract discrepancy reports per year. The contractor successfully resolves customer complaints within 10 calendar days of receipt, 100% of the time.

3.0 Government Furnished Property and RESOURCES:

3.1. GOVERNMENT FURNISHED PROPERTY (GFP)

3.1.1 HARDWARE: The government shall provide all hardware necessary to perform requirements.

3.1.2 SOFTWARE: The government shall provide all software necessary to perform requirements.

3.2 GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/SGO will furnish one workspace on Peterson AFB, desk space, chairs, computers connected to 21 NET, use of telephones, copier and fax machines.

3.2.2 INFORMATION SOURCES: AFSPC/SGO will provide access to information resources necessary to accomplish required tasks. The Quality Assurance Evaluator (QAE) is the primary source of technical guidance for this SOW.

3.2.3 GOVERNMENT FURNISHED INFORMATION: Task shall be performed in accordance with published Air Force Publications.

4.0 GENERAL INFORMATION

4.1 SECURITY: Provisions outlined in the basic DD 254 apply to this task order.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: One contract employee will be allowed unescorted access to Government Building 1 on Peterson AFB and other sites consistent with Task Order requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254.

4.3 TRAVEL. One person on approximately 9 trips is estimated to support this task order per year.
