STATEMENT OF WORK
IN SUPPORT OF
HEADQUARTERS AIR FORCE SPACE COMMAND
OPERATIONS DIRECTORATE
OPERATIONS DIVISION (HQ AFSPC/XOOD)

1.0 DESCRIPTION OF SERVICES: Headquarters Air Force Space Command (HQ AFSPC), Air and Space Operations Directorate (XO) requires technical, system analysis, and programmatic and analytical support in the Deployment Flight (XOOD). This includes software development, planning, analyses, technical studies, problem resolution and associated systems engineering support tasks.

1.1.1 MISSION: HQ AFSPC/XOOD is the Office of Primary Responsibility (OPR) for management and verification of Unit Tracking Code (UTC) deployed from AFSPC units to Combatant Commands in support of Operations Plans (OPLANS), Crisis Action, and the Global War on Terrorism. XOOD also provides policy, guidance and resources for all AFSPC space and missile operations including missile warning, nuclear event detection, space control, Intercontinental Ballistic Missiles (ICBM), space lift and range operations, satellite command and control, aerospace weather, helicopter and airfield operations and command and control. Additionally, XOOD is responsible for integrating space capabilities into operational level of war and develops space exploitation and ICBM employment concepts.
1.2 OVERVIEW OF SERVICES REQUIRED: HQ AFSPC/XOOD requires the Contractor to provide a broad range of technical support, quick response research, and on-site/immediate software development support to help the customer fully use the latest improvements in information technology. This task order shall include maintaining AFSPC related files within the DCAPES (Deliberate and Crisis Action Planning and Execution System) and AFWUS (Air Force Wartime UTC Summary) environments; verifying, analyzing, approving, and monitoring AFSPC deployments; overseeing and analyzing AFSPC’s unit inputs into the AEF Reporting Tool (ART) system; assisting in the drafting and publishing of AFSPC’s Air and Space Expeditionary Force (AEF) policies and procedures; and provide expertise in AEF related Lean Engineering initiatives.
DCoMP was designed as a deployment management tool for AFSPC-tasked Air and Space Expeditionary Forces UTCs within JOPES (Joint Operational Planning and Execution System). It compares taskings to available/postured UTCs and provides the user with reports sorted by any field contained in the database. Additionally, DCoMP ensures that UTCs, or elements of a UTC, are not multi-tasked, that changes to any field within the database are highlighted, that new or deleted taskings are easily identified, and that taskings requiring MAJCOM verification are known. Additionally, DCoMP automatically identifies and can email Functional Area Managers (FAMs) of taskings and required action.
1.3 SPECIFIC REQUIREMENTS: The Contractor shall provide on-site programming support for AFSPC’s DCoMP (DCAPES Comparison and Management Program) software. The Contractor shall provide trend and anomaly analysis capability for deployment taskings, ART currency reporting, and discrepancy data. Contractor will use AFIs 10-401 and 10-244 as a basis upon which to provide recommended command supplemental guidance. Contractor shall be certified in both DCAPES and Joint Operation Planning and Execution System (JOPES) systems.
1.3.1 REQUIREMENT 1: Provide and maintain enhancements to DCoMP software.
Contractor shall maintain and provide enhancements to DCoMP software written for and used by HQ AFSPC/XOOD and ensure continuous software compatibility with DCAPES and JOPES systems. Software support must be on-site and immediate due to time sensitive nature of HQ AFSPC/XOOD mission.
Contractor will provide the Quality Assurance Evaluator (QAE) or authorized representative a written estimate of time required to make program modifications within one (1) hour for program deficiencies and within one (1) workday for program enhancements.
This tasking is about forty (40) percent of overall work load. Approximately twelve (12) major program changes/modifications and twenty-four (24) maintenance modifications per year are anticipated.
1.3.2 REQUIREMENT 2: Deployment Support
The Contractor shall identify, extract, and analyze AFSPC deployment requirements, coordinate with FAMs, and notify/brief deployments to affected AFSPC organizations and units.
This tasking is about ten (10) percent. Contractor will be required to extract and analyze deployment twice per workday. Approximately two (2) briefings and three (3) background papers are required per month.
1.3.3 REQUIREMENT 3: ART (AEF Reporting Tool) Support
The Contractor shall review, draft, coordinate, and publish ART policy, and will analyze reporting trends aimed at identifying discrepancies and shortfalls The Contractor shall draft command guidance on requirements, based on information contained in AFI 10-244, for review by Quality Assurance Evaluator (QAE). The Contractor shall review, draft and coordinate the AEF Deployment Certification process. AEF Certification will be completed NLT six (6) weeks prior to the AEF pivot date. Contractor will analyze ART data and determine accuracy/integrity of entries.
This tasking is about five (5) percent. AFSPC ART policy review will occur annually. AEF Deployment Certification occurs three (3) times per year. A Staff Summary Sheet with applicable attachments and AFSPC/CV memo are required for each certification. Accomplish analysis of wing ART inputs and reporting trends weekly. However, every month, prepare and present a detailed briefing on ART reporting trends, ART rating analysis, and deployment discrepancies at the AFSPC/CV Readiness meeting.
1.3.3.1 DELIVERABLES: (CDRL # 0031)
1.3.4 REQUIREMENT 4: AEF Library and AFWUS Support
The Contractor shall compare postured UTCs to manpower documents, analyze home-station peacetime and wartime requirements, and coordinate recommended changes to postured forces with functional representatives and units. The Contractor shall prepare briefings, talking papers, background papers, Staff Summary Sheets, or other documentation to coordinate, propose, or defend AFSPC’s UTC posturing position up to and including the Air Force Chief of Staff. Contractor shall provide command guidance on requirements, and draft AFSPC supplements based on information contained in AFI 10-401. Contractor will review AFI 10-401 and AFSPC supplements a minimum of once per year.
NLT 180-days prior to next AEF cycle, complete analysis of next cycle’s postured UTCs. Review and provide recommended changes to proposed AFI 10-401 and/or AFSPC’s supplement. Review and proposed changes must be completed within five (5) workdays from tasking notification.
The Contractor shall compare postured UTCs between the AFWUS and AEF libraries, identify discrepancies between the two databases, and make required changes to the appropriate database. The Contractor shall ensure that both databases contain identical data. This tasking will be necessary when changes occur with AEF Library support.
Contractor will compare AFWUS and AEF Library databases the first week of each month. Contractor will make required changes to the AFWUS database within five (5) days of completing the comparison
This tasking is about five (5) percent. A review of current postured UTCs with applicable FAM is normally required once per month. An overall analysis of postured vs. home-station requirements is required annually for the current AEF cycle. Approximately one (1) briefing, one (1) staff summary sheet, and two (2) background papers per year are anticipated.
1.3.5 REQUIREMENT 5: Lean Engineering Support
The Contractor shall use Lean Engineering principles and tools to identify waste and non-value added events. There are currently three (3) Rapid Improvement Events (RIEs) in work with up to ten (10) events pending. The Contractor will analyze existing deployment procedures associated with approved RIEs and propose modifications that would meet RIE requirements. The contractor will provide results of RIEs in trip reports, bullet background papers, and/or briefings upon completion of the RIE.
Contractor will provide written results of RIE within two (2) workdays of RIE completion.
This tasking will occupy approximately twenty (20) percent of tasking requirements over the next year. Approximately ten (10) trip reports, ten (10) background papers, and five (5) briefings are anticipated during the next year.
1.3.5.1 DELIVERABLES: (CDRL # 0006)
1.3.6 REQUIREMENT 6: Tasking Analysis
Contractor shall analyze data produced by DCoMP, converse/relay requirements to FAMs (Functional Area Managers) and Installation Deployment Officers (IDOs), and identify anomalies in taskings and/or trends. Prepare daily reports documenting new, unverified, deletions, and changes to AFSPC deployment taskings. Contact appropriate FAMS and IDO daily and provide information on deployment responsibilities.
Contractor will at a minimum of two (2) times per workday, extract and analyze all deployment taskings from all current real world and exercise TPFDDs. Contractor will analyze deployments and determine additions, deletions, and changes to requirements within thirty (30) minutes of download. FAMs with requirements will be notified by email, phone, or in-person within thirty (30) minutes of deployments download.
Contractor will review and analyze daily non-verified taskings, discuss these taskings with appropriate FAMs, and verify within seven (7) days of deployment notification.
Contractor will review all applicable deployment newsgroups a minimum of four (4) times per workday. Contractor will identify and take appropriate action on any AFSPC related postings.
Contractor will be responsible for overseeing all AFSPC reclamas. Contractor will contact applicable FAM, monitor SSS preparation, and ensure that Air Force level suspenses are met.(
The Contractor shall attend classified and unclassified meetings. Examples are: conferences, training sessions, off-site meetings, etc. Also, the Contractor will draft staff packages This will occur about twice per week or as necessary .
This tasking will occupy about 20 percent of the contractor’s time. Approximately eight (8) point papers, one (1) briefing, and eight (8) staff summary sheets should be anticipated each month.
1.3.6.1 DELIVERABLES: (CDRL # 0031)
1.3.7 ADDITONAL DELIVERABLES:
Monthly Status Reports shall be delivered by the 10th working day of the month for work accomplished during the previous month. The Monthly Status Report shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or problems. In addition, the Monthly Status Report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. 1.4 DELIVERABLES.
1.4.1 FORMAT: Documentation shall be delivered as specified on the CDRL. Electronic documents shall be provided in accordance with standardized software applications.
1.4.2 REVIEW: The QAE will review all deliverables for accuracy, completeness, and suitability and will submit required changes to the Contractor. The Contractor shall have one (1) working day to correct and re-submit the deliverable (this time may be extended with the concurrence of the QAE. Only the QAE or designated alternate has the authority to inspect, accept, or reject deliverables.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES:

3.2 GOVERNMENT FURNISHED SERVICES.
FACILITIES, SUPPLIES, AND SERVICES. HQ AFSPC/XOOD will provide the Contractor with an on-site working space, office supplies, telephone, fax machine, and/or computers, reproduction capability, and classified storage
Those Contractor employees working at the government site will be provided with all software resident and authorized by all personnel at that site. This will include, but will not be limited to Microsoft Visual Basic Compiler, Microsoft Visual Net Compiler, Microsoft Office software, DCOMP, DCAPES, JOPES, e-mail capability, Internet access, Local Area Network (LAN) access and SIPRNET access, as required. The Contractor is required to comply with guidelines, procedures, and restrictions of the LAN.
3.2.2 INFORMATION SOURCES. HQ AFSPC/XOOD personnel will be available for technical exchanges with the Contractor and will provide technical input, answer questions, review completed work and provide feedback regarding Contractor efforts.
3.2.3 DOCUMENTATION. The Contractor will be provided access to relevant studies, briefings, long range planning, mission area plans, requirements, acquisition, and budget documents. All materials will remain the property of the government and will be returned upon request or at the end of the task order period of performance.
3.2.4 TRAINING. Contractor shall be eligible to attend local government-sponsored and government-provided training to maintain proficiency in software, administrative procedures or other areas. Contractor shall be eligible to attend contractor-provided and/or third party off-site seminars and classes. The Contractor must receive approval from QAE prior to attendance at training classes.
3.3 MATERIALS AND OTHER DIRECT COSTS (ODCs). Purchase of materials, equipment or supplies is not anticipated.
3.4 TRAVEL: Any travel required to fulfill the tasks in this SOW shall be approved by the QAE and in accordance with Far Part 31. QAE approval is required for travel outside the local area. Local travel is defined as within 50 miles of Peterson AFB. Local travel will be funded by the Contractor.
4.0 GENERAL INFORMATION
4.1 SECURITY. Contractor shall provide personnel with clearances commensurate with the basic award DD254, Department of Defense Contract Security Classification Specification. Work to be performed under this task order requires a TOP SECRET/Sensitive Compartmented Information (TS/SCI) clearance. In addition, the Contractor must be capable of developing, handling, processing and storing classified documents in the government facility.
4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES. The Contractor will be allowed non-escorted access to government buildings on Peterson AFB consistent with task requirements. Access to government facilities, documents and systems shall be in accordance with the basic award DD254.
4.3 PLACE OF PERFORMANCE. Work will be performed in government facilities located at Peterson AFB, Colorado Springs, CO.
4.4 HOURS OF WORK. The Contractor shall be available during normal duty hours of 0730-1630, Monday through Friday, or as required/approved by the QAE. Access to HQ AFSPC/ XOOD during non-duty hours must be arranged through the QAE.
