SYSTEMS ENGINEERING AND PROGRAM SUPPORT FOR
SURVIVABLE AND ENDURABLE TACTICAL WARNING & ATTACK ASSESSMENT
(Non-imaging Infrared [NIR] and Nuclear Detonation [NUDET] Detection)

1.0. DESCRIPTION OF SERVICES:
1.1. ORGANIZATION BEING SUPPORTED: HQ AFSPC/A3FM

1.1.2. MISSION: HQ AFSPC/A3FM provides operational concepts, guidance, budget programming, and support for Operations of Missile Warning & NUDET Systems of Space-Based Infrared Warning Systems and Radar-Based Warning Systems which include the Defense Support Program (DSP), United States NUDET Detection System (USNDS), Space-Based Infrared System (SBIRS), Shared Early Warning Systems (SEWS), Ballistic Missile Early Warning System (BMEWS), PAVE Phased Array Warning System (PAVE PAWS), Perimeter Acquisition Radar and Attack Characterization System (PARCS). A3FM also ensures integrity of Combatant Commanders Integrated Command and Control System (CCIC2S), which include Integrated Tactical Warning/Attack Assessment (ITW/AA) and Non-ITW/AA Systems, and Operations Approval Panel/Operations Approval Board Actions
1.2. OVERVIEW OF SERVICES REQUIRED
The Contractor shall provide non-personal technical services in support of Headquarters Air Force Space Command (HQ AFSPC), Director of Air, Space and Information Operations, Global Space Operations Division, Missile Warning Branch (hereafter known as A3FM). Support efforts include reviewing the actions necessary to maintain/sustain Survivable and Endurable (S/E) Tactical Warning And Attack Assessment (NIR and NUDET Detection) operations; development and coordination of A3FM plans; and review of actions necessary to transition the strategic mobile warning S/E Mobile Ground System (MGS) from Defense Support Program (DSP) satellite-only capability to a Space Based Infrared System (SBIRS) and DSP satellite S/E capability. This new capability may be accomplished by a mobile platform, distributed architecture, or some third option.
The contractor shall support activities related to the transition of the S/E mission (currently done by the MGS’s fleet of DSP Mobile Ground Terminals (MGT)) to a new capability to provide S/E warning. The contractor shall support the effort to determine the appropriate means for providing S/E warning (e.g. a fleet of SBIRS Multi-mission Mobile Processors (M3P), MGS evolution (MGSE), etc).
1.3 SPECIFIC REQUIREMENTS:
1.3.1. REQUIREMENT 1: Survivable/Endurable (S/E) Warning
The activities listed below are estimated at 55% of the task order effort.
1.3.1.1. The contractor shall review on a monthly basis all proposed facility, organizational, and equipment changes to the 137 SWS (estimated 6 modifications proposed per month) to identify and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting the transition.
1.3.1.2. The contractor shall monitor the transition of SBIRS Increment 1 to Increment 2, identify changes to plans that may impact the continued accomplishment of the S/E TW/AA, and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting the S/E TW/AA mission.
1.3.1.3. The contractor shall provide technical and programmatic counsel to A3FM to develop a transition strategy for new operational capabilities and evolving HQ AFSPC S/E warning mission responsibilities; and coordinate Air National Guard (ANG) Site Activation Task Force (SATAF) implementation activity associated with the transition. The contractor shall draft briefings, point papers, white papers, and technical analysis on a monthly basis to support AFSPC leadership decision-making. (CDRL 0008)
1.3.1.4. The contractor shall assess changes in the acquisition program for the current and any future systems, identify operational impacts to the S/E TW/AA mission, and make recommendations to A3FM for resolution.
1.3.1.5. The contractor shall review AF and Combatant Command Concept Documents, and provide recommendation to A3FM, to ensure proper S/E capability is integrated into the Combatant Commanders Plan.
1.3.1.6. The contractor shall review, draft and coordinate AFSPC Concept Documents, to ensure S/E mission concerns are addressed in updated versions.
1.3.1.7. The contractor shall facilitate classified meetings and working groups (up to SECRET) on a monthly basis related to S/E operational concepts development and implementation. Meetings shall accommodate approximately 30 people, lasting ½ to one full day and may be held at the contractor or the government facility. The contractor shall provide meeting agenda, minutes and report status of action items to A3FM. (CDRL 0004, 0008, 0009)
1.3.1.8. The contractor shall assess operational testing/certification requirements and schedules, as modifications occur, to determine disconnects between planned testing and AFSPC operational requirements and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting the S/E TW/AA mission.
1.3.1.9 The contractor shall review operational requirements documentation on a monthly basis for sufficiency to meet mission requirements, and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting the mission.

1.3.2 REQUIREMENT 2: This task is estimated at 5% of the task order effort.
1.3.2.1. The contractor shall recommend to A3FM a way-ahead for S/E Missile Defense capability and the relationship to and impact on S/E SBIRS mission operations. The contractor shall interface with Missile Defense Agency (MDA), Combatant Commands, and HQ AF to determine the requirements of Missile Defense in the S/E environment and make recommendations to A3FM for resolution of any potential conflicts or discrepancies affecting the S/E TW/AA mission.
1.3.3. REQUIREMENT 3: This task is estimated at 10% of the task order effort.
1.3.3.1. The contractor shall support activities related to ensuring or enhancing current MGS S/E TW/AA operational capabilities. This includes assisting A3FM with MGS sustainment, maintenance, modernization, upgrade and operational planning. The contractor shall attend approximately 5 annual meetings, 2 semi-annual meetings, 4 quarterly meetings, reviewing the units operational/maintenance status bi-weekly and provide results and status to A3FM (CDRL 0008, 0009). The contractor shall be a liaison between the HQ, SPO and 137 Space Warning squadron to ensure compliance with AFSPC direction, guidance and policy.

1.3.4. REQUIREMENT 4: This task is estimated at 20% of the task order effort.
1.3.4.1. The contractor shall recommend to A3FM a way-ahead regarding net centricity and impacts to the S/E mission and interfaces to new architecture and make recommendation on AFSPC support for Combatant Command requirements.
1.3.4.2. The contractor shall alert A3FM to program changes, policy changes, new directives and other guidance which may impact the current S/E TW/AA (NIR/NUDET) architecture (CDRL 0008, 0009). The contractor shall interface with the following agencies to support this effort: JCS, HQ USAF, USSTRATCOM, JFCC-SPACE, USNORTHCOM, NORAD, ARSTRAT, HQ ANG, SMC, DLA, 14 AF, Colorado ANG, 140th Wing 460th Space Wing, Army JTAGS Program Office, AFTAC, Sandia National Labs, Missile Defense Agency, and other agencies as required. The contractor shall interface with foreign nationals to support this Task Order.

1.3.5. REQUIREMENT 5: This task is estimated at 10% of the task order effort.
1.3.5.1 The contractor shall assist the MGS Functional Area Manager (FAM) in planning/executing operational activities related to the movement and utilization of the MGS for wartime requirements and exercises (CDRL 0008). The contractor shall draft criteria for establishing Forward Operation Locations and Endurable Operating Locations which includes preparations for two annual exercises and quarterly meetings to support those exercises (CDRL 0009).

3.0. GOVERNMENT Furnished Property AND SERVICES:

3.2. government furnished resources:
3.2.1. FACILITIES, SUPPLIES, AND SERVICES: The government will provide up to three workstations in the Hartinger building on Peterson AFB, chairs, access to computers connected to 21NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones for official business, copier and fax machines. SIPRNET is not required at the contractors facility.
3.2.2. GOVERNMENT FURNISHED INFORMATION:
3.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): The Quality Assurance Evaluator (QAE) shall approve all contractor purchases costing less than $500. Any item exceeding this dollar threshold will require approval of the Contracting Officer prior to purchase.
4.0. GENERAL INFORMATION:
4.1. SECURITY: The tasks of this SOW require access to TS/SCI data. The government will provide 3 TS/SCI billets. Contractor shall provide personnel with clearances commensurate with the basic award DD 254, Department of Defense Contract Security Classification Specification.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed unescorted access to the Hartinger building and other buildings on Peterson AFB. Access to other sites is allowed consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the basic award DD254, Department of Defense Contract Security Classification Specification.
4.3. TRAVEL: Travel is required to a variety of destinations in the performance of the SOW requirements. Travel required to fulfill the tasks in this task order shall be approved by the QAE and in accordance with FAR Part 31. Task performance will also require local travel between Peterson AFB, Schriever AFB and Colorado Springs. The contractor shall fund all local travel.

4.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this SOW are the property of the government.
4.5. PROPRIETARY DATA. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this SOW.
