About this file
This is a National Transit Database Form F30 expense reporting template for Volusia County, Florida's paratransit contractor program (VoAccess). The file is a standardized annual financial reporting exhibit designed to categorize operational expenses across four primary cost centers: Vehicle Operations, Vehicle Maintenance, Facility Maintenance, and General Administration. The form requires contractors to report labor costs including operator salaries and paid absences, materials and supplies such as fuels and lubricants and tires, utilities, casualty and liability costs, and taxes, with all line items currently showing zero values as a template. The County operates a partially-brokered paratransit system processing approximately 250,000 trips annually, with contracted operators providing 30 percent of trips while the County manages 70 percent in-house. Paratransit services operate seven days per week from 6:00 a.m. to midnight Monday through Saturday and 7:00 a.m. to 5:00 p.m. Sundays, providing door-to-door transportation throughout Volusia County to the ADA and transit-disadvantaged population. The pre-solicitation conference was scheduled for March 16, 2026, at the Votran Large Conference Room in South Daytona with virtual attendance available, the question deadline was March 24, 2026, at 11:59 p.m., and proposals were due April 7, 2026, at 3:00 p.m. through the County's eProcurement Portal. The successful contractor(s) will receive an initial three-year contract term with two optional one-year renewals subject to mutual written agreement and County Council approval.
Compensation is structured on a per-trip basis according to the Fee Schedule in Exhibit B, with contractors responsible for all vehicle maintenance, insurance, and driver employment costs. The County does not disclose specific award values or budget ranges. Performance standards require 90 percent on-time performance, no more than 1.7 complaints per 1,000 boardings, and no more than one preventable accident per 100,000 miles, with quarterly incentives up to $250 for exceeding standards and disincentives of $50 to $500 for non-compliance. While no set-asides are imposed for disadvantaged business enterprises, the solicitation establishes a 5.2 percent DBE participation goal using race-neutral means for FTA-funded contracts, requiring contractors to submit quarterly written reports on DBE utilization and expenditures. Contractors must meet comprehensive insurance requirements including workers' compensation at Florida statutory limits, auto liability with combined single limits of $125,000 per person and $250,000 per accident, and abuse and molestation coverage of $100,000 per occurrence. Vehicles must be ADA-accessible, no older than 15 years, equipped with wheelchair securement and video surveillance, with drivers meeting requirements including valid Florida licenses, clean driving records, biennial background checks, DOT physicals, and defensive driving training. The County currently utilizes four paratransit contractors and seeks to expand this network rather than replace existing providers. Contractors must comply with Federal Transit Administration third-party contract clauses, register with E-Verify, maintain drug-free workplace policies, and comply with Davis-Bacon prevailing wage requirements, while maintaining project records for a minimum of three years after contract termination.
