About this file

This is an Evaluation Criteria document for Volusia County, Florida's Paratransit Contractor (VoAccess) procurement. The County seeks qualified contractors to provide cost-effective and efficient paratransit services throughout the county, with the service currently generating approximately 250,000 trips annually. The County operates a partial-brokered system utilizing multiple transportation providers, with four paratransit contractors currently assisting to meet demand for ADA and transit disadvantaged populations. The County handles approximately 70% of trips in-house while contracting out approximately 30% of trips.

The evaluation criteria assess proposals across eight primary categories: Qualifications and Experience (including passenger transport business experience, paratransit service history with government entities, project manager qualifications, management stability, knowledge of the service area, and past performance); Project Approach and Understanding (demonstrating comprehensive scope comprehension through submitted documentation); Financial Stability and Litigation (reviewing financial condition, operational capability, and legal compliance); Technical Ability (including 24/7 operation capability, drug-free workplace policies, driver qualifications, safety plans per Florida Administrative Code Chapter 14-90 and Florida Statutes Chapter 427, accident procedures, radio communications, and operational logging); Facilities (adequate administrative and vehicle storage capacity within the Volusia County service area); Vehicles (maintenance plans, ADA-accessible fleet, fleet capacity and age, and vehicle replacement scheduling with financing proof); Federal Transit Administration Third Party Contract Clause compliance; and Price based on the submitted Fee Schedule. The County reserves the right to evaluate current financial statements, schedule compliance capability, and contractor integrity and performance records prior to award.
