About this file

This is an insurance requirements document issued by Volusia County, Florida for its VoAccess paratransit contractor program. The County requires contractors to maintain comprehensive insurance coverage including workers' compensation with Florida statutory limits, auto liability insurance with combined single limits of $125,000 per person bodily injury and $250,000 per accident bodily injury with coverage for loading and unloading of passengers, and abuse and molestation insurance with $100,000 per occurrence and $300,000 aggregate limits. All policies must name the County, State of Florida, State of Florida Commission for Transportation Disadvantaged, and Federal Transit Administration as additional insureds, include waivers of subrogation in their favor, and maintain primary and non-contributory status relative to any County self-insurance. Contractors and their independent subcontractors must maintain identical policy limits, terms, and conditions, and all insurance providers must submit thirty days' written notice of cancellation to the County of Volusia Purchasing & Contracts Division at 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, Attention: Andrew G. Kokitus, NIGP-CPP.

The abuse and molestation coverage may be provided as either a standalone policy or as an endorsement to a Commercial General Liability or Professional Liability insurance policy, providing flexibility in policy structure while maintaining the required minimum coverage levels. These insurance requirements are standard protective measures for a paratransit service that processes approximately 250,000 trips annually across Volusia County and serves the ADA and transit-disadvantaged population through a partially-brokered system utilizing multiple contracted operators.
