About this file
This is an insurance requirements document for the County of Volusia, Florida, establishing mandatory coverage types and limits for paratransit contractors providing services under the Votran paratransit service. The document specifies comprehensive insurance requirements applicable to contractors and their subcontractors operating the paratransit system, which currently handles approximately 250,000 trips annually across the county's ADA and transit-disadvantaged population.
Contractors must obtain Workers Compensation coverage with Florida statutory limits and a waiver of subrogation favoring the County, State of Florida, Commission for Transportation Disadvantaged, Federal Transit Administration, and RATP Dev USA, Inc. Auto Liability insurance must provide combined single limits of $125,000 per person bodily injury, $250,000 per accident bodily injury, and $50,000 per accident property damage, with coverage for loading and unloading of passengers. Additional coverage requirements include Abuse and Molestation insurance with limits of $100,000 per occurrence and $300,000 aggregate, which may be written as a standalone policy or endorsed to a Commercial General Liability or Professional Liability policy. All contractors and subcontractors must name the County, State of Florida, Commission for Transportation Disadvantaged, and Federal Transit Administration as additional insureds, and maintain primary and non-contributory coverage status. Cancellation notice of thirty days must be provided to the County of Volusia Purchasing & Contracts Division at the specified address in DeLand, Florida.
