About this file

This document is a Small Business Participation Commitment Document (SBPCD) template for an indefinite delivery indefinite quantity (IDIQ) multiple award construction contract solicitation from the Department of the Navy Naval Facilities Engineering Command. Offerors must complete the SBPCD to propose a minimum of 20% small business participation across several socioeconomic categories including small disadvantaged business, woman-owned small business, historically underutilized business zone small business, veteran-owned small business, and service-disabled veteran-owned small business. Offerors identify proposed dollar values and percentages of total contract value to be awarded to small businesses. For small business commitments, offerors provide company names, small business categories, and descriptions of products/services as well as the nature of commitments such as teaming agreements or letters of commitment. Large business offerors must explain why subcontracting would not result in efficient contract performance if no subcontracting is proposed.

A SB commitment is a written agreement between a prime and small business to work together on this contract.
