About this file
This is an invoice template document for Volusia County's paratransit contractor program (VoAccess) in Florida. The template is designed for vendors providing paratransit transportation services to submit invoices for trips performed. The invoice structure allows contractors to bill for four service categories: ambulatory paratransit trips at $27.75 per trip, personal care attendant/companion trips at $5.50 per trip, no-show/cancellation fees at $11.00 per trip, and wheelchair-accessible trips at $49.95 per trip. Invoices should be submitted to Volusia County's VOTRAN division at 950 Big Tree Road, South Daytona, Florida 32119, with payment terms set at Net 30. The template emphasizes proper invoice formatting procedures, requiring that quantity and price information be entered on the same row to ensure accurate payment processing. The non-mandatory pre-solicitation conference is scheduled for March 16, 2026, at 11:00 a.m., with a question submission deadline of March 24, 2026, at 11:59 p.m., and response submission deadline of April 7, 2026, at 3:00 p.m. through the County's eProcurement Portal. Successful contractors will receive an initial three-year contract term with two optional one-year renewal options.
Volusia County currently operates a partially-brokered paratransit system processing approximately 250,000 trips annually, with contracted operators providing 30 percent of trips while the County manages the remaining 70 percent in-house. The County presently utilizes four paratransit contractors and seeks to expand its contractor network. Compensation is structured entirely on a per-trip basis according to the Fee Schedule (Exhibit B), with specific rates established for each service category. Contractors must maintain comprehensive insurance coverage including workers' compensation, auto liability insurance with $125,000 per person and $250,000 per accident limits, and abuse and molestation insurance with $100,000 per occurrence limits. Performance standards require 90 percent on-time performance, no more than 1.7 complaints per 1,000 boardings, and no more than one preventable accident per 100,000 miles, with quarterly financial incentives up to $250 for exceeding standards and disincentives of $50 to $500 for failures. The solicitation establishes a 5.2 percent disadvantaged business enterprise participation goal using race-neutral means for Federal Transit Administration-funded contracts, and contractors must comply with prevailing wage requirements under the Davis-Bacon Act and maintain all project-related documents for three years after contract termination.
